140R8120Q0349 GIS Data Development Questions and Answers 06/23/2020

Q1: Would I be able to find out what the widest hardcopy map/document is for scanning? Is it 24”, 36”, etc?

A1: The hard copy map collection ranges from page size through E size (36"x48"), and occasionally larger or longer. KBAO has a wide format scanner, which will be available if work is performed in our office, that is 42" wide. Nearly all of our hard copy maps will fit in that scanner.

Q2: Is this contract absolutely limited to contractors based in the local area? If we were to set up a GIS “shop” there using local knowledge and talent, would we be considered if provide a technically acceptable proposal

A2: This requirement is not limited to contractors based in the local area, however travel is not included nor authorized. There is work associated that requires the vendor on site.

Q3: Is there an established project budget?

A3: Yes

Q4: Within the past 5 years, has the KBAO engaged any consultants to assist with the digitization and updates of the subject records? If so, which one(s)?

A4: No. However, many of the records have been scanned over the past twenty years.

Q5: Has the KBAO quantified the number of paper maps that need to be converted to digital geospatial format?

A5: No. The PWS states that the lands to be mapped occupy 38 PLSS townships in Oregon and 15 PLSS townships in California. Further analysis indicates that the lands to be mapped occupy approximately 417 PLSS sections in Oregon and 284 PLSS sections in California (plus or minus 10 percent). KBAO’s best guess-timate for the number of maps in each data set (rights-of-way, plat maps, etc.) that have been scanned vs. not scanned is approximately 75%. Most maps depict a single section, although some areas are mapped to a larger scale.

Q6: Assuming there is a discrepancy between the actual number of maps and the assumed number of maps, how does the Bureau of Reclamation plan to address?

A6: The government is now soliciting as a labor-hour contract.

Q7: Given the absence of available information to prepare a reliable cost estimate, will the Bureau of Reclamation consider extending the proposal deadline to allow information regarding actual number of maps to be provided?

A7: Quotes are now due 07/07/2020 11:00 AM MT.
