140R8120Q0349 Attachment A: Performance Work Statement 06/10/2020

1.0 SCOPE

1.1 OBJECTIVE

The objective of this contract is to acquire contractor services to supplement the Klamath Basin Area Office’s (KBAO’s) geospatial data library by obtaining, updating, and developing geospatial data relevant to the Klamath Project (Project).

1.2 BACKGROUND

KBAO relies on geospatial data for numerous planning, environmental compliance, engineering, operations and maintenance functions. The use of high-quality geospatial data that is seamless across the Klamath Project improves the quality, effectiveness, and efficiency of these functions, conserving public dollars. However, development of KBAO’s geospatial data library has fallen behind due to other projects and priorities. Much relevant data exists only on dated paper maps which need to be converted to digital geospatial format. KBAO does not currently have the resources to complete this effort.

The most efficient means of developing KBAO’s geospatial data library is to acquire the services of a contractor to focus on the effort. A contractor in possession of knowledge and expertise in the most current standards and best practices for the GIS industry can more efficiently provide this service than Reclamation itself. These services are best performed by a contractor local to the Klamath Basin, who possesses local knowledge and relationships with stakeholders, as well as the proximity to KBAO, Klamath County records, and field sites, to expediently perform the fieldwork and records research at KBAO and other local sites.

Reclamation’s expectation is that the contractor will acquire, update, or develop geospatial data by:

1) supplementing KBAO’s digital map library by scanning, georeferencing, and digitizing historic paper maps and drawings;

2) researching county (Klamath County, Oregon and Siskiyou and Modoc counties, California) and irrigation district records for missing data;

3) QA/QC’ing spatial data for internal consistency as well as for coincidence with common base layers, such as the Public Land Survey System and county parcel maps, standard imagery products, and by field-checking as needed;

4) developing attribute data relevant to the layers being developed (to be further specified through consultation with Reclamation); and

5) preparing standard metadata to document the provenance, characteristics, and quality of the developed geospatial data.

The geographic scope of this contract is the Upper Klamath Basin of southern Oregon and northern California above Keno Dam. More specifically, the area of interest consists of 15 Public Land Survey System (PLSS) townships in northern California (Siskiyou and Modoc counties) and 38 PLSS townships in southern Oregon (Klamath County). While not all of the features to be captured in geospatial data occupy all of these townships, all of the townships contain at least some of the features.

This contract is anticipated to be a three-year effort, consisting of a base year and two option years. Performance of this contract assumes unrestricted movement of contract and Reclamation personnel and accessibility of paper records at KBAO, irrigation districts, and counties under post-COVID-19 conditions.

3.0 TASKS - The contractor shall perform the following tasks:

3.1 Specifications Development - For all data to be developed, the contractor will work with Reclamation to develop specifications for data formats and standards and metadata based on current and anticipated industry best practices and on Reclamation policy and directives and standards. At a minimum, all geospatial data deliverables shall 1) adhere to Federal Geospatial Data Committee (FGDC) International Standards Organization (ISO) standard (North American or Standard) for metadata; and 2) be cast in Universal Transverse Mercator (UTM) Zone 10, meters, North American Datum (NAD) of 1983.

3.2 Data Development – The Contractor will create the datasets described in Section 5.

2
Pacificorp Landowner Agreements for Flooding
Landowner agreements for flooding of private land as a consequence of operation of Link River and Keno dams
Compile existing textual and map data on landowner agreements to create geodatabase and annotated map and index showing relevant aspects of agreements, such as Pacificorp's "right to flood"
3
Klamath Irrigation District contract
Lands served by subject contract, including all additions and exclusions accumulated over the district’s history
Collect paper and digital source material from BOR and KID; scan and georeference, digitize boundaries, incorporate boundary changes, review draft with KID and BOR
4
East Side Contracts
Langell Valley and Horsefly irrigation district contract boundaries including all additions and exclusions accumulated over the district’s history
Collect paper and digital source material from BOR, LVID, HID; scan and georeference, digitize boundaries, incorporate boundary changes, review draft with districts and BOR
5
All water contracts
5.2.1 and 5.2.2 boundaries plus existing contract boundaries in Reclamation’s possession, reconciled and topologically consistent to eliminate gaps and overlaps
Combine KID, LVID, HID, and water contract boundaries in Reclamation's possession into a single layer without gaps/overlaps; reconcile gaps and overlaps by reviewing contracts and imagery
6
Water conveyance and delivery infrastructure
Project canals, drains, flumes, siphons used to convey water; pumps and turnouts used to deliver water; attributes to include as-built dimensions, ownership (reserved vs. transferred federal works, district- and private-owned); historic and current infrastructure
Starting with existing conveyance dataset, compare plat maps and imagery to identify unmapped features: canals, drains, siphons. Starting with existing paper, digital, and GIS data, create map of all Reclamation- and district-owned pumps and turnouts. Aerial imagery, fieldwork, and district coordination as needed to ground-truth. Create flow-appropriate topology. Attributes to be determined.
