Questions from Prospective Contractors – Solicitation No. 140R6023C0011 Amendment No. 0004

2. For Volume II, there appears to be a missing subcategory … the RFP outline skips from (l)

Volume II (on page 76) to (n) Electronic Reference Documents (on page 81) – thus skipping Section L subcategory (m).

Is this simply a typographical error, or is there information missing in Section L between subcategories (l) and (n)?

Answer: Page 81 is a typo. No (n) should be there. Follow all requirements for L.11 WBR 1452.215-81 PROPOSAL INSTRUCTIONS for Volume I, II and III

3. Regarding Page 81 of 88 which is under “Evaluation Factor 3: Small Business

Participation”: Can the government please clarify if the Cost/Price Information (on page 81 of 88) is part of the “Small Business Plan” / “Small Business Participation Documents” which are only required for Large Business Offerors?

Answer: Reference requirement in section M Evaluation Factor 3

4. On page 73 under Section L, subsection (b) Proposal Volumes, the RFP states:

(1) Page limit for the Technical Proposal does not include the Project Schedule or Requested Completed Attachments (e.g.,resumes of key personnel, construction schedule, charts, or required forms).

Will the Government please clarify if the required Attachment 4_Project Experience Worksheets are considered “required forms” which would be exempt from the page limits?

Answer: Please see Section L evaluation factor 2 and Section M factor 2 for how the factor will be evaluated.

5. Can the piping material be switched from PVC to HDPE @ locations where open cut is not practical and HDD is performed?

Answer: No. Refer to specifications Section 331110, Paragraph 2.01 B., “No more than one non-metallic line pipe type may be used, except as shown on drawings”

6. Are there any known contaminates, surface or subsurface in the alignment as related to railroad operations or farming operations? Ie: asbestos brake lining, pesticides/ herbicides that the contractor should be aware of for safety protocols for employees.

Answer: There are no known contaminates.

7. Can HDD be utilized in lieu of jack and bore and steel casing at locations called out in the plans? Is steel casing required by CDOT at these locations?

Answer: Yes. Refer to specifications Section 330521, Paragraphs 2.01, 3.02, and 3.03.

Yes. Steel casing is required by CDOT for the crossings.

8. Can list of known utility owners with facilities in Boone Reach #2 be provided to contractors?

Answer: Refer to specifications Sections 011210, 015100, 015115, and 510025.

9. Can the 90-degree bends at Sta. 2038+98 and Sta. 2039+67.88 be replaced with dual 45-degree bends at those locations to alleviate head losses and reduce the result in thrust?

Answer: Yes. Refer to specifications Section, Paragraph 1.04 D. Include information in your RSN 331110-3 submission and ensure it meets requirements of specifications Section 011410.

10. If HDPE is utilized, have calculations been performed to address the expansion and contraction “Poisson’s ratio” of HDPE as it adjusts to ground temperature and commissioning? Will concrete reverse anchors be required in intervals?

Answer: Refer to specifications Section 331118, Paragraph 3.01 B., “Thermal Expansion and contraction of HDPE pipe” and Paragraph 3.03 A.

11. At locations where “remove and replace 24” CMP,” what are the limits of replacement and with what materials. Are there minimum pipe lengths of replacement?

Answer: Refer to specifications Drawings for limits of replacement of existing materials.

12. Is there any need for hydrants along the alignment?

Answer: No.

13. Can fire hydrants replace, blowoffs and sampling stations at proposed locations?

Answer: No.

14. Once hydrostatic and bacterial testing is completed, will water be left in the piping or will the piping be drained.

Answer: Refer to specifications Section 331110, Paragraph 3.09 E. “Blowoff pipeline after testing is completed and pump pipeline dry”.

15. Is Microsoft Project Professional an acceptable alternative to Primavera Professional Project

Management for the construction schedule?

Answer: Refer to specifications Section 013210, Paragraph 1.04 A.1. Database files are required to be in format compatible with Oracle Primavera P6 Professional Project Management.

16. If HDD is utilized, will an outside sourced engineer be required to design the bore?

Answer: Yes. Refer to specifications Section 330521, Paragraph 1.04 B.2.

17. On pages 86 & 87 of the Boone Reach 2 solicitation, evaluation factor 3 for Small Business

Participation; please clarify if the required percentages given for SB, SDB, WOSB, HUBZone, SDVOSB, and ISBEE only apply to contract amount on subcontracted work, or if these percentages apply to total contract value. Attached are the small business participation requirements.

Answer: Reference requirement in section M Evaluation Factor 3 item 4.
