About this file

This document outlines the scope of work for an elevator modernization project at Kortes Dam. The project involves upgrading one existing passenger elevator and includes replacing the controller, hoist machine, doors, signals, and other system components to comply with safety codes. Key requirements include installing a permanent magnet AC gearless hoist machine, new car and hoistway doors made of stainless steel, a solid-state VVVF drive system, and ensuring compliance with ADA standards. Bids are due on May 19, 2023 with award anticipated in January 2023. The scope of work provides detailed product and installation specifications and approved manufacturers for all elevator system elements.

Amendment No. 00003

Questions and Answers from the Kortes On-Site Visit on April 27, 2023

1. Is the BOR open to using an aluminum storefront frame system to infill the existing louver in the machine room? This fame could have glass or an insulated panel that could utilized, if the concern is that it could be vandalized by someone shooting at it ballistic panels or glazing are both available to be used as well. We are proposing this due to the safety of infilling with concrete would require a form to be placed and removed on the outside of the structure and presents a major safety issue to have someone working at that elevation.

A: Refer to Amendment 0003 Drawing AD101-Existing Louver and Opening will be left as is. Requirement to demo and infill has been excluded from the scope of this contract.

2. Is it possible to utilize the parking area next to the miracle mile bride as a staging area for helicopter hoisting all the components to the top of the dam?

A: Refer to RSN 01 14 10-1, Contractor Use Areas: The Miracle Mile Recreation Area is managed directly by Reclamation and does not involve Wyoming State Parks. Reclamation can permit/allow aviation flights over or at our facilities.

3. Will the contractor be able to use the BOR’s phones at the dam during the project?

A: Refer to 1.02 TELEPHONES.

4. Does the BOR have space available for the contractor to utilize for daily pre task planning and safety meetings?

A: Yes, we can provide parking area space and space in the truck bay.

5. If required for hoisting all the items to the top of that dam are the power lines able to be de-energized? If so, what is the required notification that is required? This would be for both the main transmission lines and the line that leaves the machine room that runs towards the spillway and up to Kortes reservoir.

A: Refer to 1.04 SUBMITTALS We would need 45 days for notification to WAPA and Clearance. Due to loss of generation, we would want to minimize the amount of time the 115KV lines would be placed on clearance.

6. Is the water available at the top of the dam for use during concrete cutting?

A: Refer to 1.01 TEMPORARY WATER.

7. Will the contractor be allowed to use the BOR’s restrooms during the project?

A: Refer to 1.03 SANITARY FACILITIES.

8. The traveling cable to fit the specs of this elevator does not come cat5 cable. The closest we can get is combining shielded pairs. Would this suffice?

A: Yes, this would be equivalent. Refer to 14 12 00 Vertical Conveyance 203.E.1.6.

Amendment No. 00003

9. The traveling cable to fit the specs of this elevator does not come with cat5 cable. The closest we can get is combining shielded pairs. Would this suffice?

A: 14 24 00 2.03 E.6 Combining twisted shielded pairs, fiber optic, or CAT7 cables are equivalent if two cables are constructed per 14 24 00 2.03 E.6.

Equivalent cables must include terminations.

Note: NEC requires traveling cable conductors to be a minimum of 20 AWG and typical CAT5 cable is 24AWG.

10. Are both types of door closers required/needed?

A: Provide new reel type closer and remove spring loaded closer. Dose not need both. Modification to Spec 14 21 00 Section 2.03 Hoistway Equipment L.1

11. How would you like us to account for winter weather in our schedule? Will our proposal be rejected if our proposed schedule is beyond the requested 266-day period of performance due to including winter weather shutdowns?

A: Refer to Spec section: 1.05 Construction Program Schedule Per evaluation Factor 2: Construction Schedule – you will be evaluated on the 266-day period.

However, during the construction period, time may be added to the end of the contract. If there is a condition outside of control such as weather.

THE FOLLOWING QUESTIONS REFER TO THE ATTACHED DIAGRAM, WHICH

WAS SUBMITTED WITH THESE QUESTIONS

12. Refer to B4: This light switch is not in the location shown and was not able to be located during the site walk. Will a new light switch be required in this location and if so, what lights should it control?

A: Refer to Amendment 0003 Drawing E101 -Hail Light switch does not currently exist on Level 1 and requirements to add one have been removed from the scope of this contract.

13. Refer to A2: These 2 notes reference the replacement of panel LDF. I assume that panel PDC needs to be replaced as well. Can the same language be applied to panel PDC?

A: Panel PDC is to be replaced; reference drawing E-601 and E-602. PDC can be replaced in a similar method as describe in the note 2 on drawing E-102 if space allows

14. Based on field observation, I have modified this one-line to represent what appears to be the existing condition. My initial assumption is that the 2 pole 100A disconnect is not needed and that 2 new disconnects are needed on the secondary side of the transformer to feed LDF and LY1A. (I did not open either of these disconnects so the above statement has not been verified)

A: The existing circuit breaker (LDG) and feeder to LY1A remain, as described in note 3 on E-601. A one new circuit breaker and panel LDF is to be installed near LDE and feed panel LDF; Reference note 2 on E-601. The existing 2 pole 100A disconnect LDD is not needed and removed with the replacement of panel PDC and transformer LDE: Reference drawing E601.
