– All Other Specialty Trade Contractors. The evaluation factors that will be used include:
FACTOR 1: Technical Plan for Construction –
There are four sub factors within of this evaluation factor: Work Plan, Safety, Schedule and
Manufacturing.
Sub Factor 1A: Work Plan –
Furnish a detailed narrative work plan describing the removal and installation of the equipment. The plan shall address all equipment design, removal, manufacturing, shipping, installation, commissioning, and testing of the equipment and associated components. For all of the listed equipment, manufacturer’s commercial cut sheets or product data sheets must be provided to facilitate confirmation that the proposed equipment’s salient characteristics meet the requirements of the specification.
The more detailed and complete the installation plan/procedures and interrelationships recognized and identified between work items, the more knowledgeable of the complexity of this project the offeror will be perceived to be and will be evaluated more favorably.
Sub Factor 1B: Safety - Provide the following safety information:
1. A detailed description of your company’s safety program. Include information such as safety professional(s) on staff, safety committee, regular consultation, etc. Descriptions of employee safety training or certifications, hazard recognition, abatement methods, and provisions for subcontractor safety shall be included. Include descriptions of any serious, willful, or repeat violations that the company has been either cited for or assessed penalties for over the past five years by Federal or State OSHA. Provide any supporting information that demonstrates how corrective actions occurred to mitigate the issues.
Furthermore, provide a description of any citations or assessed penalties during the past five years by the EPA, Air Quality Management District or any Regional Water Quality
Control Board. Provide any supporting information that demonstrates corrective actions taken. Additionally, list any safety or environmental awards or recognition your company has received during the past five years.
2. Include a job hazard analysis (JHA) which addresses the primary phases of the project.
The JHA will be used to determine the offeror’s understanding of the occupational safety and health issues associated with the project. A general company safety program with references to regulations and/or general references to meeting the safety requirements in the specifications is not acceptable and will result in a lower rating.
3. The Government will evaluate the offeror’s past safety record and experience, using the offeror’s list of safety data, or other information available to the Government. The above factor, and related subfactors, if any, must be addressed in detail. Failure of the offeror to address in detail any of the factor requirements may result in a lower rating for the factor, or the factor may be rated unacceptable
Sub Factor 1C: Schedule –
Furnish a detailed schedule for equipment removal, hazardous material activities, temporary power, installation, commissioning, and testing of the power distribution equipment and associated components. The schedule must address the key submittals that are required prior to mobilizing and commencing onsite work, material procurement and manufacturing lead times. The schedule should detail all activities and work items anticipated identifying timelines for starting and completing each activity within the construction work window identified in Section 01 14 10 of the specifications.
Contractor shall identify their specific planned outages.
Offerors shall assume a Notice to Proceed date of September 15, 2017 for the purpose of preparing this schedule. Schedules that lack detail in work activities presented or omit project activities deemed critical to timely completion of the project within outage periods identified in the specifications will be evaluated less favorably. Offerors whose schedules realistically indicate that they will be able to minimize the length of plant outage will be rated more favorably.
FACTOR 2: Company Experience –
Furnish a list (no more than 5) of Federal, State, local government or commercial projects completed within the last 10 years similar in scope and complexity to the work required under this solicitation.
The projects must clearly demonstrate the ability to successfully accomplish projects in a timely manner, utilize resources, and work with project owners. Similar projects are defined as work involving industrial power distribution and complex work within a short schedule window for completion. Include experience with remote locations and similar equipment.
The following information must be provided for each project:
• Name and location of project.
• Description of work.
• Note whether or not offeror was the prime contractor and what portion of the work was performed by the offeror and what portion was performed by subcontractors.
• Original completion time and date, and actual dates and duration for each project (including modifications).
• Initial contract amount and final contract amount (including modifications).
• Name, address and phone number of CO/owner/COR/point of contact who may verify information for this project.
• Any problems encountered in performance of the work and corrective actions taken.
Owner or other references with incorrect or missing phone numbers and contact names may not be able to be evaluated, which may result in lower ratings as well. If an offeror intends to utilize subcontractors to perform any of the major components of work, all of the above information must be provided for each proposed subcontractor.
This information will be used to assess the offeror’s experience level on recent contracts for similar work. The greater the extent to which the offeror can demonstrate successful completion of projects similar in size and complexity to that required under this solicitation, the more favorably the proposal will be rated. Failure of the offeror to address in detail any of the factor requirements may result in a lower rating.
FACTOR 3: Past Performance –
If an offeror intends on utilizing subcontractors to perform any of the work beyond supplying materials, DUNS numbers shall be submitted on behalf of each proposed subcontractor.
The Government will also use past performance information obtained by other sources than those identified by the offeror. The Government will utilize the Past Performance Information Retrieval
System (PPIRS) database located at http://www.ppirs.gov for obtaining past performance information.
Offerors will be evaluated on the degree to which they have completed similar projects on schedule and without performance problems. Information submitted regarding adverse performance problems will be considered, as well as mitigating circumstances detailed in the proposal for any performance problems identified.
In case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on pass performance.
FACTOR 4: Price –
List price in Section B, Price Schedule. Price must be listed in the price schedule for each CLIN. Each
CLIN price must be supported with documentation to determine reasonableness in accordance with
WBR 1452.215.83.(e)
The relative importance of the non-price factors is as follows:
FACTOR 1 - Technical Plan for Construction –
• Sub Factor 1A – Work Plan
• Sub Factor 1B – Safety
• Sub Factor 1C – Schedule
FACTOR 2 – Company Experience
FACTOR 3 – Past Performance
FACTOR 4 – Price (Volume III)
Subfactors 1A, 1B, and 1C all of which are significantly more important than Factors 2 through 4.
Factors 2 and 3 are relatively equal in importance, but more important than Factor. All evaluation factors, other than cost or price when combined, are significantly more important than cost and price
(Factor 4).
NOTE 1 - If an offeror intends on utilizing subcontractors to perform any of the work, all of the above information must be provided for each subcontractor.
NOTE 2 - The Government intends to award this contract without conducting negotiations; therefore, failure to submit any of the information addressed above for each of the factors and/or subfactors may result in an unacceptable proposal.
