Amendment 2 - Questions and Answers 140R4022R0007 SADD IDD Improvements Design-Build

Question 1: Can the Bureau please provide more detail to what the intentions of Progressive Design Build is (pg C-5)? When reviewing the description, it looks more like partnering (pg - C34), is this a BOR specific requirement? I see Fast - Tracking is specified on page C-19, but I don't think that the BOR's definition of Progressive aligns with the Fast Tracking definition.

Answer 1: As discussed in the 2019 article by Gransberg and Molenaar (Transportation Research Record 2673(l), 261-268), progressive design-build is an alternative contracting method that increases the degree of integration and collaboration between the owner, designer and construction contractor. It is true that the contracting process proposed for the Middle Rio Grande Fish Passage Improvements is structured as a traditional best-value design-build process, with a qualifications phase followed by a technical proposal evaluation phase. However, the defining characteristic of a Progressive Design-Build is incorporation of the process of establishing an initial target budget and then negotiating the final construction price as design progresses. This aspect is expressly incorporated into the Middle Rio Grande performance work statement.

Within the SOO, no definition has been stated for either Progressive Design Build or Fast Tracking.

Therefore, it is difficult to respond to the comment that Reclamation¿s definitions of these terms or processes do not align. Fast tracking opportunities is discussed in Section 01 12 15, Work Sequence, in Section 1.02 D. This section describes the process for performing aspects of construction that may be designed in advance of the overall project design. There are expected to be opportunities for such incremental performance. If the prospective contractor identifies such opportunities, they are encouraged to discuss them within their proposal and schedule.

Finally, Partnering is one of Reclamation¿s standard specifications (Section 01 31 01). Reclamation expects a strong spirit of partnership in the implementation of contracted projects and that requirement is even more critical for design-build contracts. In conclusion, the statement of objectives is based on Reclamation¿s standard specifications but those specifications have been tailored to the proposed project.

Therefore, many sections address aspects of performance of this design-build contract. It is incumbent on prospective bidders that they are fully aware of each of the specifications developed to define the project objectives and future contract.
