Important Information Solicitation 140R4021Q0005 - Amendment 0002

Herbicide Treatment at Navajo Dam and Maintenance Facility

THE PURPOSE OF THIS AMENDMENT IS TO PUBLISH THE SITE VISIT VENDOR LIST

AND ANSWERS QUESTIONS FROM VENDORS DURING THE SITE VISIT:

1. Question: Is an aquatic herbicide endorsement needed in New Mexico?

Answer: No

2. Question: How many feet from the edge of the spillway is the vendor required to spray?

Answer: The vendor must spray approximately 6-10' from the edge of the spillway or up to the edge of the rock wall adjacent to the spillway. Access from the top of the spillway is easiest.

3. Question: What is the lead time the government will provide the vendor when calling in for summer treatments?

Answer: See section 3.3 of the Performance Work Statement. The government will call the vendor to request summer treatments and allow 10-days to two-week lead time for the contractor to provide the treatment.

4. Question: How long does the government anticipate it will take for the vendor to complete each summer spray treatment, and what are the target species?

Answer: The amount of time for the vendor to complete each application will depend on the equipment used and manpower allocated to the work. The primary species are kochia and invasive thistles. Navajo Dam personnel estimate 2 summer spray treatments, depending on precipitation received during the summer.

5. Question: What are the target areas for the algae treatment?

Answer: Target areas for algae treatment are along the ditches and seepage waterways. This does not include any of the San Juan River.

6. Question: How extensive is treatment along the ditch, located on the "bench" area?

Answer: It is mostly smaller Russian olive resprouts. Most of the area can be accessed via vehicle.

7. Question: How much of the area is accessible by vehicle?

Answer: 90% of the area can be accessed by UTV or truck. Approximately 10% must be sprayed with a backpack sprayer or hose lay.

8. Question: What is the treatment for the "Seepage Area"?

Answer: Spray all vegetation to 6' on each side of the area. All vegetation shall be treated, including willows and phragmites.

9. Question: What is the treatment for fenced areas?

Answer: Spraying must occur 10' (this is listed as 6' in the SOW) out on both sides of all fencing, including the "Boneyard" area.

10. Question: What is the treatment along roadways and buildings?

Answer: Spray out to bar ditches along roadways. Spray driving surfaces around buildings, to the edge of slopes.

11. Question: What is the treatment for the "Parking Lot & 6X13 Building" and "NIIP Headworks"?

Answer: Bare ground treatment around the fence and guardrail (approx. 6' wide treatment) is required. The actual parking lot surface will not require spraying.

12. Question: Can any spraying occur when Navajo Dam staff are not present?

Answer: No. Contractor must abide by the hours kept by Navajo Dam staff, and contractor must check in at the main office each visit. See section 3.3 of the Performance Work Statement.
