Navajo Dam and Maintenance Facility

THE PURPOSE OF THIS AMENDMENT IS TO ANSWERS ADDITIONAL QUESTIONS

RECEIEVED VIA EMAIL FROM POTENTIAL VENDORS:

** Special Note: This amendment replaces Amendment 3 with the same information due to a Beta.SAM.gov posting administrative error message **

1. Question: Can a drone be used to conduct herbicide spraying?

Answer: No. Per 42 CRF 423.41(g), operation of model aircraft, including drones, is prohibited near dam infrastructure.

2. Question: Is there an active drinking water intake within one half mile of the application site?

Answer: The drinking water supply for Navajo Dam facilities is 1600’ upstream of the penstock. The next drinking water supply is three miles downstream. There are three fish release access points 400’ downstream of the spillway.

3. Question: Will there be access to water to fill spray equipment on location? If so, what is the type, size, and pressure of the connection?

Answer: Yes. See section 3.2 of the Performance Work Statement. It is a water tap with sufficient pressure to fill large tanks.

4. Question: Can you provide additional clarification on the number of treatment types required?

Answer: One bare ground treatment will be required in the spring. Two selective herbicide treatments will be required (one in the spring and one in the fall). Two aquatic label herbicide treatments will be required (one in the spring and one in the fall). Summer on call treatment will be dependent on moisture received and may vary between 2-5 treatments.

5. Question: Which areas will require aquatic label herbicide?

Answer: See section 3.2 of the Performance Work Statement. Seepage areas include locations on the downstream face of the dam to include the right and left toe drains, face of the bench on the right side, and ten feet adjacent to the road system at the toe of the dam, starting at the O&M headquarters and ending at the Outlet Works. Per Appendix A of he Performance Work Statement, aquatic herbicide will be required along the “Bench & Spillway Left”, “Spillway Right”, “Seepage Area”, and “Hill to Outlet Works; Drainage”.

6. Question: In section 3.1, cheatgrass (Bromus tectorum) is listed as a priority species. Is the application for this species expected as a spot treatment as described for other noxious weeds?

Answer: Cheatgrass populations are primarily located along the road and/or fencelines and should be included as part of the bare-ground treatment.

7. Question: Can you please define the criteria of a 90% kill rate based on the spot spray expectation?

Answer: 90% of the target plant species population prioritized for treatment should be killed by the herbicide application.

8. Question: Will the 30-day inspections be per application or at the end of the year? Also, if the applications overlap, how will the inspections be assessed?

Answer: The 30-day inspections will be per application in the spring and fall. Efficacy of summer applications will be assessed more frequently to determine if subsequent summer on-call treatments will be necessary.

9. Question: Is there a specific preferred chemical list for this site or is it based on individual contractor preference and proposal?

Answer: See section 3.7 of the Performance Work Statement. Reclamation defers to a list of herbicides approved by the BLM. A list of chemicals intended for use in the Project area must be submitted, reviewed, and approved by the Contracting Officer at least five days prior to application and must be legal and appropriate to the site-specific conditions where they are to be applied.
