SERVICES FOR COMPLETING A MIDDLE PROVO RIVERBANK STABILIZATION
DESIGN, PERMITTING SUPPORT, CONSTRUCTION AND REVEGETATION
OVERSIGHT AND REPORTING
Utah Reclamation Mitigation and Conservation Commission Salt Lake City, UT
1.0 SCOPE
1.1 OBJECTIVE
The objective of this contract is to acquire contractor services for bank stabilization design, permitting support, construction and revegetation oversight, and reporting at a bank erosion area of concern on the Provo River, within the Provo River Restoration Project (PRRP) boundary, Wasatch County, Utah.
1.2 BACKGROUND
The Utah Reclamation Mitigation and Conservation Commission (Commission) is responsible for mitigating the impacts to fish and wildlife that resulted from construction of the Central Utah Project and other federal Reclamation projects in Utah. As part of its mitigation program, the Commission has developed numerous mitigation and conservation projects. These projects encompass several watersheds within the central and northern part of the State. Restoration of riverine, riparian and related wetlands features is a key component of many of the Commission's projects.
The PRRP was constructed from 1999 to 2007. The Commission purchased property, set back levees, and reconstructed a meandering river channel in reaches where river had been previously channelized (Figure 1). A goal of the project was to allow space for dynamic channel processes to occur within established project boundaries;
however, in some areas, lateral migration and or downcutting of the river channel has caused concern with bordering landowners. The lateral migration and/or downcutting of the river channel has occurred since 2007, in some places potentially threatening long-term stability of the channel and affecting bordering landowners.
This task is for designing appropriate bank stabilization treatments, and providing permitting support, construction and revegetation oversight, and reporting for a site on the Provo River main channel near Midway Lane (Figures 2 and 3). This site is in a river reach that was never channelized (Reach 4, Figure 1) and that past geomorphic monitoring has found to be one of the most dynamic reaches of the middle Provo River.
The dynamic nature of this river reach has been linked to a high supply of coarse-grained sediment relative to the other reaches of the middle Provo River. The United States obtained a flood easement for the river channel in this section. The length of eroding bank that is of concern is approximately 172 linear feet (Figures 3 and 4). The designed solution may address more, or less, of the estimated length.

Drawings shall show locations and details of work, sufficient for completion by the U.S. Bureau of Reclamation Force Account Construction crew.
3.2. Environmental Permitting Support
This task involves assisting the Commission with preparing and obtaining the environmental permits needed for the design from the jurisdictional agency (ies) as needed (Task 3.1., eg., Utah Stream Channel Alteration permit application). Components of this task include coordination and meetings with relevant agency (ies) and stakeholders, preparation of information and analyses needed to complete permit application forms, completion of any needed field surveys.

The contractor will supply all the supporting data and documents, maps, etc, (eg., amount of fill to be placed, length of bank to be treated, area below the ordinary high-water mark, plan drawings, construction sequencing) for required permits. The Commission will make the permit application. A site visit may be required to update or verify impacts/plans.
3.3. Revegetation Plans
The contractor shall develop a revegetation plan that is consistent with vegetation within the PRRP. The vegetation management plan should specify seed mixtures, quantities, and seeding locations; plant species/sizes, quantities, planting locations, soil handling and, plant installation notes/details as well as weed management directions. It should also identify locations and specifications for any needed temporary fencing. The plan should be bid-ready and include sufficient detail for completion by contract or U.S. Bureau of Reclamation Force Account crew.
3.4. Construction and Revegetation Oversight
Construction and revegetation will be completed separately from this contract by the U.S.
Bureau of Reclamation Force Account Crew or a separate contract. Construction oversight requires on-site presence a minimum of 1 workday for each week of construction. Contractor shall arrange and conduct periodic site inspections with Commission and partners and document any field adjustments made during construction that differ from original designs.
Contractor shall ensure that the construction outcome meets the design intent described in the Final Design Report and achieves project goals.
3.5. Reporting
Final construction record reports will be prepared for the work completed in Tasks 3.1, and 3.3. The report shall document analyses made for developing the plans and any/all modifications made to the plan during implementation. The report will be submitted to the Commission as a draft for review with 2 copies and one electronic (PDF) file copy.
