About this file
This document is an amendment to a solicitation for steel pipe and well casing. The Bureau of Reclamation is seeking quotes for the supply of stainless steel pipe and casing in various sizes, with quantities specified as numbers of 20-foot sticks. Key details include responses to contractor questions on tolerances for roundness, bevel angles, and root faces. The amendment clarifies that landing or root facing is not required but can reduce field labor costs. Bevel angles of 35-37 degrees are recommended but not less than 30 degrees. Quotes are due on August 16, 2022 at 2:00 PM Pacific Time, with no changes to the receipt date. The amendment must be acknowledged by offerors per the instructions provided.

PURPOSE OF AMENDMENT: The purpose of this Amendment is for the following:
1. Provide responses to the contractor's questions submitted and an updated Statement of Work based on questions and responses. The questions and answers are listed below:
1) Less than +/- 1/32" deviation from roundness and weld intrusion in the ID of the pipe. This is an extremely tight tolerance and much tighter than required in the A53 spec which is +/- 1% of the diameter on all sizes over 2". Also a very tight weld intrusion to guarantee, not sure it is achievable. This would be extremely difficult if not impossible to achieve, I'm not sure any of the pipe mills themselves would even agree to it.
Answer: The roundness should be +/- 1/32" but not to exceed ¼ of an inch out of tolerance. The half inch we spoke of is not recommended. If it is out of tolerance, then the guys will have to weld on a rod and pull it back to match the roundness. Creates more work.
2) Bevels of 35 degrees +/- 2-1/2 degrees with a "root face" of 1/16" +/- 1/32". A "root face" or "land" of this tight tolerance can ONLY be achieved by MACHINING each end of each piece of pipe - very expensive and will add a lot of cost to the material. Most pipe cut & beveled today is done with a mechanical torch without a precise land, and it works fine. 30 degree bevel is more common in the industry, although 35 may be do-able.
Answer: Landing or root facing is NOT required but saves labor costs in the field. The SOW has been updated to reflect this.
3) Are these above requirements mandatory? Will they be checked on receipt & enforced? OR would your end user more normal tolerances as noted above?
Answer: The 30 degree is minimal compared to the 35 degrees. I recommend we say 35-degree bevels recommended but not less than 30 degree and no more than 35 degree. Not every material will be measured upon receipt but will be visually inspected upon receipt. Any visual defects out of tolerances will be checked and communicated.
4) Is the casing for potable water or irrigation?
Answer: It is for irrigation.
5) Is there any domestic specs that the casing needs to meet?
Answer: There aren¿t any no domestics specs that we know of, other than what was provided.
6) Just to make sure I got the footage correct listed below is what you¿re needing.
100¿ of 30¿ x .375 x 20¿ 840¿ of 24¿ x .375 x 20¿ 20¿ of 20¿ x .375 x 20¿ 40¿ of 18¿ x .375 x 20¿ 160 of 12 ¾ x .375 x 20¿ Answer: Per the solicitation, quantities will be based on number of 20¿ sticks.
7) Where this is being used as casing if the material meets the A53 specs but has a fusion bond epoxy coating on the O.D with that be ok?
Answer: Fusion bond epoxy coating is NOT desired. We need it raw as we¿ll have to scrape the paint off for welding.
