About this file
This document contains an amendment to a solicitation for the Friant Dam Drum Gate Corrosion Project. The Bureau of Reclamation is seeking to control corrosion and rehabilitate the functionality of the drum gate at Friant Dam. The amendment provides additional questions and answers for offerors. Key details include clarification that rectangular trash rack bars are acceptable, instruction to price the required removal and replacement of a 4-inch drain pipe under CLIN 18, and explanation that interior gate anodes only need to demonstrate continuity and further testing is not required given inaccessibility when water is present. The response deadline remains February 10, 2023 at 1:00 pm Pacific Time. Offerors must acknowledge this amendment by submitting a signed copy of the SF30 form along with their proposal.

Friant Dam Drum Gate Corrosion Project
Question and Answer 2
1.Q. Will the Government allow a variation in trash rack design to allow for rectangular bars as opposed to rounded bars? If it must be rounded, each bar will need to be machined as they come rectangular from the mill. This will greatly increase the cost of the trash racks, a design with rectangular designs will be more efficient.
1.A. Yes, rectangular is acceptable. There are a few shapes that are no longer in production relative to the original. The closest off the shelf, dimensional pieces are acceptable.
2.Q. Reviewing the amended pricing sheet, we noticed there is no line item for the required removal and replacement of the 4” drain pipe, ball valve and weighted chain. Where would you like us to put this pricing?
2.A. Please, review Solicitation parts Section B CLIN 18 and See Section C Specifications - 32 22 25
3.Q. After speaking to galvanic corrosion engineers, the proposed installation of anodes may not be ideal for protection of the structure. The anodes must be submerged to work and test properly.
Installing anodes on the inside of the gate which is generally not submerged would not be an ideal placement, and would be impossible to properly test. Similarly, placing anodes on the downstream skinplate would be impossible to test due to the inaccessibility of the anodes when the chamber is filled with water. The only portion of the gate that would be possible to test after installation would be the upstream skinplate when there is water on the gate, but the current plans do not show any anodes being installed at that location. Will the Government require the anodes to be installed on the inside of the gate with this in mind?
3.A. The anodes in the gate interior will not always have water present. However, this interior corner of the drum gate experienced pooling of water previously, according to inspection photos. The anodes will only be active when the gate is in the down position and water pooling is present. The specification only requires continuity verification. We realize that the protected areas are inaccessible when water is present, so further testing beyond continuity is not required. Anodes were not used on the upstream skinplate based on the inspection photos. Photos showed corrosion issues were not present along the skinplate. Therefore, a “hot spot” system was pursued instead of a larger cathodic protection system for the whole gate. If corrosion were to become an issue on the upstream skinplate in the future anodes could be added at a later time.
4.Q. Does the Government know the approximate weight of the gate, or the force required to rotate the gate from the down position to the up position?
Solicitation: 140R2022B0005 Amendment: 00006
4.A. No record found of weight of the gate and forced required to rotate the gate.
