Solicitation No.: 140R2022B0005 Amendment: 0004 Answer & Questions Q. 1. Will it be possible to get access to the inside of the flood tube to inspect it and the condition of the Butterfly Valve?

A.1. At current reservoir elevation, it is not possible to get access to inspect the inside of the flood tube and the Butterfly Valve.

Q.2. What is the anticipated lake water level during construction?

A.2. Refer to section 01 14 12 - Work Restrictions for required lake water level during construction.

Q.3. What is the weight of the gate?

A.3. The total weight of the drum gate cannot be located in available Reclamation records.

Q.4. What is the anticipated timeframe where the BOR would like the construction to start. Will it be delayed due to a heavy snow or water year?

A.4. Per Table 01 14 12A, the anticipated time frame for construction range from September to February. Construction should began early in this time frame to allow for completion of tasks before reservoir rises above allowable construction elevation. Wet water years, preventing construction, could delay the project, where the agreement for period of performance will need to be extended between the Contractor and Reclamation.

Q.5. Is there a preferred water access point for assembling a floating plant to facilitate trash rack replacement?

A.5. There are multiple access points along the shores of Lake Millerton. Coordination will need to be made with California State Parks to allow for assembly of a floating plant to facilitate trash rack replacement.

Q.6. With the Holidays upcoming, could we get a bid extension to at least January 20th?

A.6. Per Amendment 0003 for 140R2022B0005, the bid due date has been extended to January 20th, 2023.

Q.7. Can you kindly send over the Site Walk Attendees List?

A.7. Yes, please see the attached.

Answer & Questions

Q.8. Is there a bulkhead for the supply pipe/butterfly valve work?

A.8. There is no bulkhead between the reservoir and the supply pipe/butterfly valve.

Q.9. If there is not a bulkhead, work would have to take place when lake levels are below the elevation of the supply pipe. Will the contract be extended if lake levels don’t drop below that elevation during the original period of performance?

A.9. Refer to section 01 14 12 - Work Restrictions for required lake water level during construction. Wet water years, preventing construction, could delay the project, where the agreement for period of performance will need to be extended between the Contractor and Reclamation.

Q.10. For the trash rack removal, the contractor is to drill out the upper portion of the existing anchor that is perpendicular to the concrete surface. Does the image below accurately depict this requirement?

A.10. The concept shown is correct. Depth will need to be checked against anchor manufacturer.

Q.11. Are the new anchors supposed to be installed in the drilled out portion as shown above, in the same location as the original anchors without the diagonal portion?

A.11. Yes. The new anchors will be in the same location to match the bolt pattern shown on the drawings of the trash rack.

Q.12. Is there a requirement for the size of anchors to be installed?

A.12. Anchors should match the size of the existing anchors as shown in Section A-A on drawing 214-D- 5822.

Answer & Questions

Q.13. Is there a deadline to submit questions? Will questions be answered with an addendum?

A.13. The questions were required to be submitted by December 23, 2022.

Q.14. Will the Government move the bid date to January? It has been difficult to receive quotes or positive responses from subcontractors, citing the lack of personnel and time due to the holidays.

A.14. Per Amendment 0003 for 140R2022B0005, the bid due date has been extended to January 20th, 2023.

Q.15. If using a marine plant to remove and reinstall the trash rack, will we be able to install and use anchors in the face or pier of the dam?

A.15. Anchors can be installed on the dam, upstream face of the dam, and dam piers to remove and reinstall the trash rack. Details of anchors installation should be provided to the Contracting Officer Representative from Reclamation and approved prior to any execution.

Q.16. How has the trash rack been removed in the past

A.16. The trash rack has never been removed. The current trash rack is original to the Dam.

Q.17. Will the Government distribute the photos that were shown at the site visit?

A.17. There will be no additional photos provided with the photos in Specifications No. 20-C0901

Q.18. When replacing the seals on the gate, does the contractor need to replace all parts of the seal to include the spring brass leaves?

A.18. Yes, all parts of the seal are to be replaced including spring brass, rubber seals, filler blocks, ,fasteners, etc. The existing clamp bars and seal guards are to be reused.

Q.19. Will the contractor be responsible for removing the boat barrier that is resting on top of the gate?

A.19. Contractor will be responsible for removing the boat barrier that is resting on top of the gate during construction.

Q.20. Is there a weight capacity for the downstream catwalk?

Answer & Questions A.20. The total weight capacity for the downstream catwalk was not available in Reclamation records.

Q.21. Our main estimator who was to attend this site visit tomorrow has contracted the Covid Virus over the weekend and will not be able to attend this site visit. Is there any possibility for us to fly out on a later date to visit the project site in order for us to submit a thorough price proposal for this solicitation?

A.21. There will be an additional site visit on January 10th, 2023.

Q.22. There are structural steel material dimensions called out for use in fabrication of the trash rack that are no longer standard production items. These items can be custom milled at a premium expense.

For example we have found 3 items (potentially more) that are no longer standard: L6x3-1/2x17.4# Bulb Angle, FB 1-3/8 x 6” Flat Bar, and 13/16” Radius Trash Bar. Please confirm that the Bureau would request that any items that are no longer standard production dimensional items for the trash rack can be replaced with approximate dimensional steel items that are available “off the shelf”.

A.22. Yes, "off the shelf" steel that most closely matches the dimensions of the original trash rack. The bolt pattern, trash rack bar spacing, and overall dimensions should remain as shown on the drawings.

Q.23. Is there a deadline for further questions? Will there be an amendment with questions/answers?

A.23. Yes, and with the second site visit, question submission will be required no later than January 20, 2023 at 10:00am.
