About this file
This is a Questions and Answers document for the Teton Dam 50th Commemoration Overlook Project managed by the Bureau of Reclamation. The document contains 13 questions and responses addressing technical specifications and requirements for demolition, paving, and construction work.
Key details include: the project requires removal of existing materials and same-day disposal, construction of new asphalt pavement with 4 inches of asphalt on 6 inches of aggregate base course, and removal of a concrete below-grade septic tank. The asphalt must comply with 2023 Idaho Transportation Department Highway Construction standards and use supplier-blended polymerized PG binders. The contractor must provide onsite safety personnel and quality control management, though these roles can be combined as long as safety duties take up at least 50% of the safety representative's time. The project is not tax exempt, camping at the jobsite is not permitted, and the period of performance cannot be extended. Soil boring information is available in the geologic investigations sections, and the existing asphalt pavement is 4 inches thick.

Teton Dam Overlook Questions and Responses
1. Q: As far as the removal of materials, it sounds like in the spec sheet they want materials removed the same day, so I assume that means we will be running end dumps or dump trucks daily to the site?
R: Perform the work in accordance with the contract requirements, including Section 02 41 00 –
Demolition paragraph 3.03 A 2.
2. Q: Access road, as I will be responsible for the removal of the road, will the GC on the job be responsible for making a construction staging area and access road as indicated on the spec sheet? I am trying to think about how these end dumps will get in and turned around on the overlook site and I can see them using the existing parking lot even as its being removed so long as the conditions are maintained for drivability as the work is being done but wanted to check with you to see how you imagine that removal of debris to be done.
R: Assuming GC stands for general contractor as the prime contractor signing the contract with
Reclamation; the general contractor is the entity referenced in the contract by the term
“Contractor”. The Contractor shall be responsible for the construction staging area and management of the construction area in accordance with Section 01 14 10 - Use of Site. Please note that Drawing 549-D-60000 calls out a “Line Indicates Area of Construction Use”, which includes the existing “upper” parking area.
3. Q: As far as the septic tank on site, it looked like it was a concrete enclosed septic tank, meaning there is no metal tank within it, but I wanted to run that by you to see if you had any other information on that fact?
R: Reclamation has provided the available information on the existing septic tank in the contract in Section 02 41 00 – Demolition paragraph 1.04 B, which includes the type as “Concrete below-grade wet well”.
4. Q: As far as the removal of concrete in accordance with section 32 11 23, I was looking for a minimum depth requirement of removal but could not find one, I'm imagining however that the 4 inch concrete layer would be removed, along with whatever additional aggregate material that was originally laid, which I imagine to be at least an additional foot of material, plus removing any soil that is not native or loose, which could be an additional foot. Does that sound about right to you?
R: The contract requires installation of new asphalt pavement in accordance with the typical cross section view and finished grade shown on Drawing 549-D-60002. The Contractor will need to remove existing material to meet the contract requirements. Please note the typical cross section view on Drawing 549-D-60002 shows 4 inches of new asphalt on 6 inches of new aggregate base course. As pavement depths for concrete sidewalks to be demo’d and replaced are similar, cross section and preparation for concrete pavement will be similar to asphalt paving.
5. Q: We just had a question that came up after reviewing the plans and specs in regards to the asphalt paving. We can’t find what grade of asphalt is wanted for this project; The specs only call out ITD standards and SP-2, But we need to know what grade of binder. (PG 58-28)?
R: Section 32 12 22 - Asphalt Concrete Pavement paragraph 2.02.A requires compliance with the
2023 Idaho Transportation Department (ITD) Highway Construction standard Section 405 and
Table 405.02-1 for Superpave Mixture Requirement SP2. ITD Highway Construction Section
405.02 requires asphalt to comply with Section 702.01, which requires asphalt binder that meets
AASHTO M 320 with two exceptions and addresses asphalt binder. Please note that ITD
Highway Construction 702.08 requirements include “Use only supplier blended polymerized PG
[performance graded] binders.” The design team has added supplemental binder grade information into the amended Pavement specifications. Please see draft section 2.02A of Section
32 12 22. See attachments.
6. Q: Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
R: The Onsite Safety Representative can have other, non-safety duties not to exceed 50 percent of their time in accordance with Section 01 35 30 - Contractor's Onsite Safety Personnel paragraph 1.06 B 11. The Contractor’s quality assurance / quality control requirements are specified in Section 01 46 00 - Quality Procedures.
7. Q: Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
R: The period of performance cannot be extended.
8. Q: Are soil boring reports available? If not, it will be assumed that excavation will be clear of rocks and obstructions.
R: Soil information is available in Section 53 10 00 - Geologic Investigations, Section 53 20 00 -
Records of Geologic and Subsurface Investigations. Additional geology logs and drawings G1-
G26 are provided with this amendment for review. See attachments.
9. Q: Please provide bidding quantities for deteriorated base course (paving).
R: Please refer to Section 02 41 00 – Demolition paragraph 1.04 C 3, which lists the thickness of the existing asphalt pavement as 4 inches. Bidders can calculate their quantities accordingly.
10. Q: Please provide the site visit attendee sign in sheet.
R: The site visit attendee sign in sheet is provided with this amendment. See attachments.
11. Q: Is this project tax exempt?
R: No. To navigate the complexities of tax obligations related to federal contracts in Idaho, including any potential exemptions or refunds, it is advisable for contractors to consult with tax professionals.
12. Q: In Section H of the solicitation package, it appears that there will be "Key Personnel" requirements for this project, however it is unclear which roles will be considered "Key
Personnel" roles. Please clarify.
R: There are no "Key Personnel" requirements for this project beyond Section 01 35 30 -
Contractor's Onsite Safety Personnel and the Contractor’s quality assurance / quality control requirements are specified in Section 01 46 00 - Quality Procedures.
13. Q: Would it be acceptable for site personnel to camp in RV's on or near the jobsite during construction?
R: Camping at the jobsite is not permitted.
