Amendment 0002
Attachment 1 Questions and Answers
Request for Quotation (RFQ) 140PS126Q0043, Amendment 0002
Number Questions and Answers
Question No. 1
Amendment 0001 and the SAM.gov notice identify the solicitation as 140PS126Q0043, while the RFQ instructions repeatedly identify RFQ 140PS126Q0021. Please confirm the controlling solicitation number that must appear on the quotation, signed SF 1449, amendment acknowledgment, email subject line, and all supporting documentation.
Answer No. 1 The RFQ number is 140PS126Q0043.
Question No. 2 Please confirm that Amendment 0001 may be acknowledged by signing and returning the SF 30 with the final quotation.
Answer No. 2 The quoter should sign any amendments and the RFQ. See 4.3.1.
Question No. 3
The acquisition is a total small-business set-aside under NAICS 333120. Please confirm whether FAR 52.219-33, Nonmanufacturer Rule, applies and whether the offered brush chipper must be manufactured in the United States by a qualifying small-business manufacturer.
Answer No. 3 The Nonmanufacturer Rule does not apply.
Question No. 4 Does the Government have an SBA class or individual NMR waiver applicable to this requirement?
Answer No. 4 There is no non manufacturer waiver as it does not apply to this requirement.
Question No. 5
Please identify the manufacturer-size, country-of-origin, place-of-manufacture, final-assembly, and Buy American evidence required with the quotation.
Answer No. 5
The solicitation is based on the specifications and does not specify a particular manufacturer or brand. Accordingly, the Government cannot identify a manufacturer, manufacturer size, country of origin, place of manufacture, final assembly location or provide Buy American documentation for products that vendors may elect to quote.
Offerors are responsible for proposing products that meet the solicitations requirements and for completing any certifications required by FAR 52.225-2 and FAR 52.225-4 based on the product they are offering.
Question No. 6
Amendment 0001 confirms there is no brand-name requirement. Please confirm that any technically compliant commercial brush chipper with winch is acceptable when the quotation includes a specification sheet demonstrating every Section 2 physical, functional, safety, and performance requirement.
Answer No. 6 As stated in Amendment 1, there is no brand name requirement; however, the product quoted must meet all the specifications listed in the RFQ.
Question No. 7
Please confirm the exact required destination, FOB term, delivery deadline or maximum acceptable lead time, unloading responsibilities, and whether dealer setup, startup, operator training, testing, registration, or onsite installation is required.
Answer No. 7
See RFQ Section 3.2.
It is recommended delivering the equipment on a trailer, but ultimately, it needs to be received with the equipment wheels on the ground and in "turn-key condition" with no registration or tags. Its final destination is 1 Muir Woods Rd.
Mill Valley, CA, to the maintenance shop at The Old Inn at Muir Woods National Monument, lat long is:
37.891831, -122.568955.
It has to be wheels on ground and in turn-key condition. Any necessary assembly, setup, or installation must fall under vendors responsibility.
No operator training is necessary.
If there is an issue with delivery to stated location, arrangements can be made with the COR to deliver within 50 miles of the desired location.
Question No. 8 Please confirm whether the winch must be factory-installed by the chipper manufacturer or may be a manufacturer-approved dealer-installed option.
Answer No. 8 The winch must be OEM, factory-installed by the chipper manufacturer.
Question No. 9 Please confirm the required engine emissions certification, safety certifications, warranty coverage, manuals, spare parts, and dealer-support documentation.
Answer No. 9
Chipper must have a diesel engine certified by the manufacturer as Tier 4 emissions compliant.
Manufacturers will advertise this info freely, usually on their website. We will not require any additional documentation of this compliance, simply proof/confirmation originating from the manufacturer that they sell the engine as a Tier 4 compliant machine.
No safety certifications.
For warranty, manuals, and dealer-support documentation;
we are interested in standard issue from the manufacturer/dealer, no extras. Most companies offer a 1-year minimum standard warranty for the machine, and provide manuals, which are sometimes separated into multiple editions such as a parts manual, service manual, operators manual, etc. If for some reason a manufacturer does not offer these items without an additional cost (unlikely) then we would request that you add those items in their purchase.
Regarding spare parts, sometimes dealers may also provide an extra set of cutting knives, or spare tires as standard and at no additional cost, if that is the case we would like to ensure that it ultimately gets delivered with the equipment as well. If such items are not included without an additional cost in their purchase from a dealer, we will not require them.
In summary, warranty and manuals are required regardless, any spare parts are only required if they come at no additional cost from a dealer.
Question No. 10 Please confirm whether past performance is evaluated.
Answer No. 10 The basis for award is described in Section 5.2 of the RFQ.
This section describes how the determination will be made.
Question No. 11
Please confirm that the final submission consists of the signed SF 1449, signed SF 30 Amendment 0001, completed price schedule, technical quotation/specification sheet, anticipated delivery date, manufacturer/origin evidence, and required representations submitted by email to michelle_potter@ios.doi.gov <mailto:michelle_potter@ios.doi.gov> by August 4, 2026, at 10:00 a.m. Eastern.
Answer No. 11 The instructions for submission is stated in Section 4 of the
RFQ.

SECTION 2
Requirement Description
The National Parks Service has a requirement to purchase a new brush woodchipper to be used by Golden Gate NRA’s north grounds and operations and roads division. The serviced areas will include all park properties within Marin County. These areas accommodate approximately 6.5 million visitors annually, containing roughly 300 structures, many of which are historic, as well as 4 cultural landscapes. Much of the development within those areas requires constant landscape maintenance, in the form of felling, limbing, pruning, and trimming. They also frequently endure inclement weather and high winds, adding to any routine landscape maintenance. These activities produce high amounts of green waste vegetation that require manually processing onsite or hauling offsite to dumpsters or designated areas. An industrial style woodchipper would greatly reduce the time and resources needed to deal with these materials, which would allow park areas to receive more detailed, thorough maintenance, improving visitor experience, and reducing wildfire hazards.
Environmental considerations
This machine would greatly improve GGNRA’s ability to mitigate wildfire hazards and improve defensible spaces throughout GGNRA’s Marin County. Additionally, any material processed by this woodchipper would either be deposited on site or poured into a contracted green waste debris container. Either scenario will subsequently reduce the necessary commercial motor vehicle operations to haul green waste containers to local landfills.

SECTION 5
EVALUATION OF QUOTATIONS
5.1 GENERAL INSTRUCTIONS
Quotations submitted in response to this RFQ shall be received by the due date and time specified in the RFQ.
5.2 BASIS FOR AWARD
Award shall be made to the responsible Small Business offeror whose quotation, in conforming to this RFQ, provides the Lowest Price Technically Acceptable (LPTA) offer to the Government. The evaluation shall be performed on the basis of the lowest evaluated price of quotes, meeting or exceeding the acceptability standards for non-cost factors. The LPTA source selection process shall not involve tradeoffs between technical and cost details. Quotation/s received will be evaluated for acceptability or unacceptability, but not ranked using the non-cost/price factors.
The Government will first evaluate the total proposed prices. Thereafter, the Government will evaluate the non-price factors of the two lowest overall priced quotes. If the lowest priced contractor’s quote is determined to be rated as Acceptable, the Government may make award to that contractor without further evaluation of the remaining quotes. If the lowest price quote is determined to be rated Unacceptable, then the Government may evaluate the next lowest price quote, and so forth and so on, until the Government reaches the lowest price quote that is determined to be rated as Acceptable. The Government reserves the right to evaluate all quotes should it be desired or determined to be in the best interest of the Government.
The Government also reserves the right not to make an award as a result of this competition if, in the opinion of the Government, none of the submissions would provide satisfactory performance at a price that is considered fair and reasonable.
The Government will evaluate offers on the basis of information furnished by the offeror and shall not be responsible for locating or obtaining any information not identified in the offer.
5.3 EVALUATION CRITERIA
The Government will award a delivery order to the responsible Offeror whose quotation, in conforming to this Request for Quotation, is determined to be the Lowest Price Technically
Acceptable offer to the Government as follows:
1. Price. The Offeror is expected to propose a fair and reasonable price in accordance with the information provided in this RFQ.
2. Technical Acceptability. Technical acceptability will be evaluated by determining whether the Offeror’s quotation meets or exceeds the technical requirements and quantities listed in Section 2 of this RFQ.
5.4 AWARD
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after unless a written notice of withdrawal is received before award.
