About this file
This document is a Standard Form 30 (Amendment of Solicitation/Modification of Contract) for Solicitation 140P9725R0005, which involves restoring electrical power to Coal Creek Camp for the National Park Service Alaska Region. Amendment 0002, effective 06/03/2025, adds a Questions and Answers section to clarify project details. Key clarifications include confirmation that contractors can use both upper and lower roads (lightly maintained trails) for transportation, flexibility for 12-hour workdays including weekends and holidays, and specifics about connecting the existing incinerator circuit to a new disconnect on pole 4a. The period of performance is 07/21/2025 to 08/31/2026, and the contract will result in a firm fixed price order. Vendors can schedule a site visit by contacting Chad Billock, Facility Manager for Gates of the Arctic National Park and Preserve.

140P9725R0005/0002 is spelled out in the specs, however, is the use of this road also permitted?
A1. Yes, use of the road would be permitted. The contractor should be aware that while classified as a road both the upper and lower road are lightly maintained trails. The upper road currently supports use of an ATV / UTV and the lower road will support larger vehicles and equipment but does involve some careful navigation if more than a UTV.
Q2. While working on these types of projects, FLC typically plans on working a full 12 hr per day schedule to get this project completed in a timely and efficient manner. Do you believe that this schedule will be an issue?
A2. The NPS would be flexible and support alternative work schedules to include 12-hour workdays and schedules that include weekends and holidays as long as we are notified with enough time to staff / plan accordingly.
Q3. The existing incinerator circuit. Is the intent to locate and complete the circuit to the new disconnect on pole 4a?
A3. Correct. The existing line to the incinerator was tied to the service connection on pole 4a as well as the provision for disconnect and auxiliary power inlet.
Q4. Is there any type of specification for the type of anchor to install on the 35-5 pole?
A4. Specifications to meet relevant code requirements. If they have a more focused question I would be happy to try and provide additional detail.
