About this file
This document contains site visit notes and questions and answers for a federal solicitation seeking a grid tied photovoltaic system at Lava Beds National Monument in California. The National Park Service Pacific West Region is seeking to install a 60-panel solar array on Building 71 and additional arrays elsewhere as specified in the contract documents. Site visits were held on May 10 and 11, 2023 to address offeror questions. Questions clarified that there is no incumbent contractor, specified the correct panel count, identified required technical submittals, and addressed potential interference between support members and the existing fire suppression system piping requiring notching of support members. CAD files of the drawings will be provided to the selected contractor.

SITE VISIT SUMMARY:
The solicitation states that site visits may be arranged upon request. As such, upon request one site visit was conducted on May 10, 2023 at 10:00 a.m. Pacific Daylight Time (PDT) and another site visit was conducted on May 11, 2023 at 10:00 a.m. PDT.
PROJECT QUESTIONS RECEIVED VIA EMAIL:
1. Question: Is there an incumbent or any form of previous award in reference to this contract? Answer: No.
2. Question: Please verify the solar panel count on building 71. Answer: There is a discrepancy between the number of panels list on Sheet E1.0 (60) and Sheet E3-2.3 (59).
The correct number is 60.
3. Question: There seem like a lot of submittals required like mechanical, plumbing etc under section 1.4 on the project specifications, please advise. Answer: We assume the reference is regarding Specification 01 31 00, Part 1.4. This section is part of a generalized specification intended to cover a range of scenarios that may not be applicable to this project. The key paragraph is 1.4 D. There are what we refer to as the Division 1 submittals. These submittals will be required. Regarding technical submittals, however, please refer to Specification 01 33 23, page 8. There is a list of technical submittals that will be required.
4. Question: Any reason why you are calling for MTS and not ATS? Answer: The park does not own a generator for this site. A generator is rented only when needed.
5. Question: Any existing roof structural information to help us design the roof mounting requirements to meet the seismic requirements. Answer: There is no intent for the contractor to analyze the roof. The plans and specifications provide details for connecting, and these are provided as stamped drawings. Rather, the intent is that the system provided will be designed to appropriate standards. In other words, the contractor is not responsible for designing the roof connections. However, the contractor is responsible for the attachments of the PV panels to the support brackets and ensuring that the support brackets are attached according to the plan details.
6. Question: CAD file on the drawings which will help us on the as-builts. Answer: CAD files will be made available to the selected contractor.
7. Question: Do we anticipate interference with the support members and fire suppression system in building 71? Answer: Yes. Thank you for the observation. Upon further review, there could be some interference with the proposed 4x6 wooden support members and the existing fire suppression system piping that is strung under the roof of building 71. The existing clearance varies and could potentially accommodate 4x6’s in some areas. The 4x6s shall be the standard member per the detail. The contractor shall anticipate notching up to 1/3 of the member depth to accommodate existing sprinkler lines if required. Field notches will be reviewed by NPS to determine whether any additional reinforcing of the member is required. A photo of one said potential conflict is below.
