Attachment No. 05: Q&A, RFQ 140P8423Q0049 Replace HVAC Units, Lava Beds NM Page 1 of 1

RFQ No. 140P8423Q0049 Questions & Answers:

Replace HVAC Units In Park Buildings, Lava Beds National Monument, Siskiyou County, California

In light of this information, the due date for quotations has been extended through Wednesday, June 7, 2023 by 5:00 P.M. Pacific Daylight Time (PDT).

1. Q: Where will I obtain the permit? Will it be the county of Modoc?

A: No permits are required.

2. Q: What size KW heating element should I provide?

A: Per specification 234143 the heating element for the Administration is 9kW, Building 60/61 is 10kW, and Visitor’s Center is 15kW

3. Q: May I send the proposal by email to you?

A: Yes, quotations shall only be accepted through electronic mail addressed to:

loren_thomas@nps.gov. Instructions on what to submit can be found on solicitation page 45.

4. Q: On my site visit, I noticed an electrical disconnect that needs to be replaced. Should I just list this as an alternate?

A: We were unaware of this issue. Thank you for noticing. Yes, there is a disconnect that is damaged and must be replaced. Contractor shall replace the existing electrical disconnect at the Administration Building.

5. Q: Adding an economizer on the (3) packaged heat pump is an option. May I address that as an alternate?

A: No, the NPS does not want to add economizers.

6. Q: The specs call out for Building 60/61 to have 9KW heat strips each. The existing electrical circuit for the heat strips does not have the capacity for 9KW. Should I price out running a new electrical circuit? This same situation applies to the Admin building as well.

A: Yes. Where supplemental heating is added, and the existing circuits are not large enough, the circuits will need to be replaced according to NEC and specification 262700. Contractors shall include in their pricing all costs, including electrical, to install complete systems according to code.

7. Q: At the Admin Building (Part B) , the existing packaged heat pump unit is a 4 Ton system and the specs call out for a 5 Ton unit. If we were to go with the 5 Ton system we would have to change out the duct work and up size the electrical.

A: There is an error in the specifications. The existing 4 Ton system shall be replaced with a 4 Ton system, not 5 Ton. There is no intent to upsize the duct work.
