About this file
This document contains meeting notes from a pre-bid site visit for a federal contract opportunity to construct a boundary fence at Tule Springs Fossil Beds National Monument in Nevada. The project scope involves building approximately 7 miles of barbed wire fence along the property boundary in two phases, with an option for a second phase extending from the northern terminus of North Jones Boulevard west to east. Contractors will be responsible for surveying to properly identify the property lines. The meeting notes provide details on fence alignment, access points, a hard dig clause, and requirements to coordinate staging areas and maintain access to a cell tower. The related solicitation is for Phase 2 Boundary Fence construction at Tule Springs Fossil Beds National Monument, issued by the National Park Service Pacific West Region under solicitation number 140P8122R0006.

Pre-Bid Site Visit Meeting Notes
Date: 7/28/2022
When: 8:00 am PST
Where: NPS‐TUSK South Unit Parcel, Corner of N Torrey Pines Dr and W Iron Mountain Rd, Las Vegas NV
Attendees:
LAKE: Aimee Warner – Project Manager, COR (702) 278‐5315
Contractors: See attendance list
Project Introduction:
1. Sign in sheet – to be issued as an amendment to the solicitation along with the pre‐bid meeting minutes.
2. Introductions for NPS staff present.
3. We request that questions be sent to the CO in writing as RFIs. Any questions and answers today will be noted and issued in an amendment to the solicitation.
Site Visit:
1. This is phase 2 of a multi‐phase fencing effort to enclose and protect the South Unit of Tule Springs Fossil Beds National Monument. With these parcels previously being BLM land, the public has become accustomed to riding ATVs and dirt bikes in the area. The fence line is being established to protect the sensitive archeological resources within the area while maintaining access for pedestrians and equestrians.
2. Phase 1 of the project terminated at the corner of the Silverstone Ranch housing development.
Phase 2 will be picking up where the phase 1 fence terminated and running due east along the property boundary.
3. Contractors are responsible for hiring a surveyor to properly identify and stake property boundaries.
4. Access for Phase 2 is through the double wide chain link gate on N Torrey Pines Dr. Staging areas are to be coordinated with and approved by the Park prior to the start of construction.
5. There is a hard dig or rock clause included in the contract. Linear foot measurement associated with hard dig is meant to be measured vertically.
6. There is a bid option for a second segment that will begin at the northern termination of N Jones
Blvd, routing west‐to‐east, and terminating when the NPS property boundary encounters the badlands features that make the landscape impassible to both construction crews and ATVs/dirt bikes.
7. This bid option section will pass behind a cell tower. Access and rights of way will need to be coordinated to ensure access to cell tower is maintained and all extents of the fence are built on NPS land.
