About this file

This document contains questions and answers related to a federal contract opportunity to install a boundary fence at Tule Springs Fossil Beds National Monument. The contract requires an authorized desert tortoise biologist to monitor construction activities at all times to prevent harm to desert tortoises. It clarifies that the estimated 200 hours for compliance monitoring in the Schedule of Values is not a limit. For dust control permit closure, the contractor must remove tracks and establish a soil crust using acceptable means like manual labor or backpack sprayers. Use of a 20D nail instead of a 30D nail to attach reflectors will be considered if the nail head securely fastens the reflectors. The opportunity is for Phase 2 of the boundary fence at Tule Springs Fossil Beds National Monument and is solicited by the National Park Service Pacific West Region on behalf of the Department of the Interior.

140P8122R0006 Questions and Answers

August 10, 2022

1. Stated in the SOW PAGE 10 a. An authorized desert tortoise biologist or environmental monitor shall be on-site during construction activities to ensure that construction activities will not harm desert tortoises. Stated in the SOW LIST OF SCHEDULE OF VALUES Compliance Monitoring 200 HR. This could be interpreted as the Biologist needs to be onsite for all construction activities but there is also a line item of 200 hours of compliance monitoring. Could clarification please be provided?

An authorized desert tortoise biologist is required on-site during all construction activities. The Schedule of Values states that quantities are estimates only and that contractor shall validate all quantities necessary to complete the contract.

2. Per Clark County Air Quality BMP 11 Long-Term Stabilization Requirements, what process will we be required to use to close out our dust permit and leave the project in an acceptable condition?

Located on Page 80 of Specs c. Assessment of habitat rehabilitation recommended:

The site will be altered by the construction of a post-and-cable barrier. The footprint will be kept to a minimum, with ground disturbance occurring only along the alignment of the fence.

Vegetation that is present within the 10-foot wide buffer zone will be driven over and many of the plants will be crushed. The area will be raked out in order to decompact the soils and remove any vehicle tracks that remain. The remaining vegetation will serve as a seed source and any denuded vegetation will act as a mulch layer for natural recruitment and restoration processes to occur along the path of disturbance. The contractor will not be authorized to clear a path along the fenceline; therefore, habitat restoration will not be necessary and is not recommended.

There will be water truck tracks to close out dust permit. If area is raked after stabilization, this will cause dust in the area. Can you please clarify on how’d you like to proceed?

Tracks are required to be removed. Contractor is responsible for determining an acceptable means and method that will establish a crust on the soil while eliminating signs of vehicle tracks.

This could potentially be done with manual labor and backpack sprayers or something attached to the water truck.

3. Per Spec located on page 88

31⁄4" 0 CIRCULAR CENTER MOUNT REFLECTOR WHITE BASE COLOR ATTACHED WITH 30D

GALVANIZED NAIL. FACES ONCOMING TRAFFIC SIDE OF POST.

31⁄4" 0 CIRCULAR CENTER MOUNT REFLECTOR YELLOW BASE COLOR (HAZARD) ATTACHED

WITH 30D GALVANIZED NAIL

Can a 20D Galvanized Nail be used instead of a 30D Galvanized Nail?

Use of a 20D nail would be considered, provided the diameters of the nail head still securely fasten the reflectors to the post. Upon award, selected contractor will need to provide all material submittals for review and approval. Deviations from specified materials must be accompanied by an explanation and reasoning and will be evaluated individually.
