EEC Campus Improvements – CUVA Questions and Answers listed below:
QUESTIONS:
Question # Question Answer/Response 1.
Are drawings available for this project?
All supporting documents have been provided and attached with the solicitation on beta.SAM
2.
Page 45 of 50 – 1.4.2 All proposals shall be Submitted via mail. I hard copy and 1 CD or flash
Page 1 of 50 Block 13 – 1 copy – Public opening
Can you please advise if this must be delivered via US mail and what copies are needed – also is there a public opening?
All proposals shall follow the proposal format stated in the solicitation on page #44 – and these proposals must be sent via mail – NO ELECTRONIC submissions will be accepted for this solicitation.
When it states mail – this does not mean US Mail – this means that it must be sent via mail, and not electronically – this can be sent via UPS, Fedex, USPS, etc…
All original copies of documents should be provided – for example, the bid bond must be the original copy to include the affixed seal
This is not sealed bidding – please read block 13 and see that it is referring to both types of requirements and states “If this is a seal bid solicitation….” – contractor is responsible to ensure they have read the solicitation to see what type of requirement this proposal is and how they will be evaluated – please see pages #43-50
3.
What does "set aside:Total Small business set aside" mean on the solicitation?
This means that this project is set aside for all businesses that are determined to be and registered as a small business in SAM.gov and in accordance with the standards set forth by the SBA (Small Business Association)
4.
Could you confirm the bid date time to be 12:00 PM EST or 1:00 PM EDT? Beta.SAM states 1:00 PM EDT but it says 12:00 PM ET in the solicitation.
I know the solicitation/SF 1442 is what we are supposed to go by, but I’m just looking for confirmation
It is 12PM ET – not sure why the site states otherwise. There were issues with this getting posted to beta.SAM and maybe this didn’t transfer over correctly. This will be corrected and this amendment should correct this issue on the website
5.
In Amendment 1 (Solicitation No. 140P6421R0010) Page 1 6th paragraph identifies the Solicitation to be "A firm-fixed price contract".
The Bid Schedule EEC Campus Improvements identifies Lump Sum for each buildings work. Throughout the specifications quantities are identified as to represent the work and in the specifications for this project. Contrary to specified quantities Page 3 section 1.2 B 2nd sentence "Contractor is responsible for determining final quantity required to complete this SOW." How is the NPS going to compare proposals and evaluate bids so they are getting an apples to apples comparison? If we have to cover all suspected additional damage beyond what is called out then it may drive our price up while another general contractor may believe there is less than what was identified and not have enough money to finish the project if awarded.
The proposals will be evaluated per the solicitation requirements in Section L and M – this is a firm fixed price contract and the contractors are to provide us their final offer in regards to the work as outlined in the specifications, taking into account any and all items that each contractor factors into their final proposal costs.
6.
Many windows in the administration building are behind office furniture and equipment. Who will be responsible for moving the furniture and equipment away from and back to original locations after the windows are replaced?
This effort is to be included in the bid and the extent to which furniture will need to be moved is a factor of each individual contractor’s construction plan and proposal.
Personal employee affects and government computers will be powered down by their owner before any moving takes place.
7.
Much of the interior jambs and casing associated with the windows and door replacement are sealed to the drywall. Is drywall restoration and painting of the drywall associated with the windows and door replacement the general contractors responsibility?
The government believes means and methods to accomplish the interior jams and casing removal will vary widely from proposal to proposal. It is expected that each proposal will address the appropriate repairs necessary to complete the work required.
8.
There was no interior work identified. Is the intent for the entire interior wall to be painted associated with the doors and windows if the drywall is disturbed? Painting the entire wall where the drywall was disturbed is the only way to ensure colors match and there is no flashing of the paint.
The government believes means and methods will vary widely from proposal to proposal. It is expected that each proposal will address the appropriate repairs necessary to complete the work required. The space will need to be returned to its original condition, including paint and drywall.
9.
The new doors systems are commercial frames and are replacing residential type doors on wood frames. Commercial door frames typically require a larger rough opening than residential type doors.
This will require custom door frames which in it self is no problem.
Current lead times are 7 to 8 weeks as of today. It can easily be 10 to 12 weeks or longer by the time this project is awarded and then there is shipping, demolition, installation, painting and restoration. 120 day duration for construction may be tight even if we can order the day after the project is awarded. Is there any room in the schedule for extending the duration of the project?
Contractor is to order materials and ensure their project schedule and the way the various taskings are to be scheduled and worked is taking into account various lead times on various materials and adjust their schedules and plan of action to meet these needs, within the period of performance as outlined in the specifications.
10.
The specifications page 61, 10.9 PAINTING A. states " If lead paint is present lead hazard work will be incidental to demolition." Has a lead survey been completed and was there any lead paint found?
The government does not have lead paint assessments available at this time. All painted surfaces in the campus have been routinely maintained and painted using lead-free paint. Every building was substantially rehabilitated in the 1990s, with the exception of the November lodge which opened in 1999. With that, the exposure to any form of lead paint is expected to be minimal and all work should follow routine / typical Lead Safe Renovation training and safety practices for workers.

After reviewing the plans/specs, we noticed Pella Lifestyle Double Hung Windows are noted on Page 128 to have Between The Glass Blinds and Triple Pane (see below). Section 085200 – Aluminum Clad Wood Windows does not specify Blinds or Triple Pane.
The government has provided the windows in the specification as a plausible product solution. We cannot specify a specific brand name without noting that an “or equal” is perfectly acceptable. It is the contractor’s responsibility to propose a window and door solution that meets the existing openings and has the basic salient characteristics
These options have been discontinued in the Double Hung Operation. The windows would be provided with No Blinds and Dual Pane. We can provide Vented Casements with Blinds and Triple Pane (in lieu of Double Hung). The largest size 1-Wide Vented Casement is 35”W x 73”H. As a result, any DH exceeding either of these measurements would be provided as a 2-wide casement if blinds and triple pane are required. For example, the (7) “A” 38”W x 63”H Windows would be provided as a 2-wide unit as shown below.
of the example Pella windows provided. It is unfortunate that this window is no longer available. The No Blind option is acceptable if a better or equal option cannot be found.
It is important to note that the dimensions included in the Statement of Work (SOW) are intended to be exact enough to allow a bid to be formulated. However, every manufacturer produces their windows with different incremental limitations and sizes. For this reason, it is expected that the contract will build into his or her bid the measurement efforts necessary to generate purchase orders for the specific products selected based on award.
What are the windows that can be implemented in place of the discontinued windows?
12.
Can we schedule a second site visit for contractors to come back out per the request submitted for a second one?
A second site visit will not be taking place. If one was to occur it needed to be scheduled immediately following the first site visit.
13.
1. Please clarify whether replacement of fascia/sub-fascia should be included in the “roof replacement” section or the “gutter replacement” section of the Bid Schedule breakdown.
2. Are “under eave or continuous soffit” vents to be replaced? No areas or quantities shown anywhere – only mentioned.
3. November Lodge (21.2.I) – Painting spec states Repair or Replace Gate and replace all hardware / No Estimated amount of siding replacement provided or hardware desired. Will this be determined in the field at the time?
4. Lipscomb Dorm (21.3.B) – Painting spec mentions some shingle replacement but it is not mentioned under asphalt shingle spec. If so, please provide quantity OR extent OR if this will be dealt with in the field upon inspection.
5. Will CVNP take care of any Insect Treatment, infiltration or nests which may arise?
6. Lipscomb Barn (21.4.A) – No quantities of fascia stated for replacement. Will this be addressed during inspection?
7. Lipscomb Barn (21.4.C) – No quantities of siding stated for replacement. Will this be addressed during inspection?
8. Please specify the type or species of sub-fascia, trim boards, band boards, and battens to be used (pressure treated or cedar).
I may have more next week. I am not sure the doors can be hollow metal and get the “panel” look of the existing doors you are looking for. It looks like the existing doors are like a ThermaTru Insulated Entry Doors. Because you guys are having so many issues with rotting and decay, it might be best to use a fiberglass insulated entry doors. The metal doors are just going to rust again.
1. This work should be included in the roof replacement section and is in the bid schedule.
2. Although it is mentioned in the specification, the under eave and soffit vents should not be included in the proposals.
3. Quantities are provided in 21.2 I.
Repair the fence and replace the gate hardware to match existing in both style and function. Proposed hardware will be approved through the submittal process post-award.
4. Anticipate 60 SF of shingle replacement in this area, dependent on repair technique. Contractor should use best judgement based on photos in Statement of Work utilizing best industry practices.
5. Obvious and apparent insect nests (hornets or similar) as well as bird nests will be addressed by the government prior to award.
6. Anticipate 20 LF of fascia replacement at the north elevation based on photo provided in the Statement of Work (SOW).
7. Anticipate replacement per the photo of typical damage on page 118 of the Statement of Work. No more than 1,200 SF should be replaced.
8. Per Statement of Work (SOW) section 21.2 (page 99), the materials to be used are to be exterior grade per APA standards and will be reviewed post-award as part of the formal submittal process.
9. It is up to the contractor to determine the best solution based on guidance provided. Several manufacturers are listed, and salient characteristics are provided in section 10.2 A.
14.
November Lodge: There seems to be an issue with the 4x8 RSC sheets for the November Lodge. The existing has 16” o/c battens over what appears to be a solid rough sawn sheet. I am being told by 2 different suppliers (including Terry’s Lumber) that the solid rough sawn sheets only come in 3/8” thick not 5/8”. In order to get a 5/8” thick sheet, it would come with 12” o/c battens which then won’t match the existing. In order to match thickness and profile of the existing, we may have to use the 3/8” with some type of ¼” shim material.
If 5/8” material is not available, shimming with 3/8” material is acceptable. Materials must be exterior and APA rated. All vendor work must visually appear consistent with the rest of the building and per the batten spacing specified.
Sheathing and shimming material will be evaluated post-award through the formal submittal process.
15.
November Lodge: Are the gable ends going to be considered in the replacement quantities (fascia) or is it just the gutter sections?
All fascia to include the gable ends will be replaced. The SOW calls for 800 LF of fascia and 343 LF of gutters. The LF difference between the two would indicate the entire perimeter of the structure will have fiber cement board installed. The contractor is required to bid the entire 800 LF of fiber cement.
16.
November Lodge: Presently, there is just a fascia board around the perimeter. Spec description calls out replacing 160 LF of “sub-fascia”. Is the present fascia going to become the sub-fascia behind the Fiber Cement Board? Please clarify. Also, please clarify type of wood to be used for the sub-fascia.
Approximately 160 LF of sub fascia was for replacing potential rotten sub fascia. The existing SPF (Spruce Pine Fir) fascia will be removed and replaced with fiber cement. The sub fascia will be inspected for rot and pest damage.
Sub fascia will be replaced in kind and must be exterior rated and APA rated.
