Replace Fuel System at Badlands National Park Contractor Questions

Amendment 0001 Attachment 1

1. Question: Is it the Park Service's intent to have only local Supplier/Contractor's bid on this project per the statement found in the Specifications, Section 2 Products, on page 17, 10f General Requirements for fuel system, "The maintenance and repair facility (System Dealer and Service Department) of products provided must be available to travel to Badlands National Park for maintenance and/or warranty calls"?

Response: No, the Park would prefer a servicing dealer within a reasonable distance this solicitation is not restricted to local contractors.

2. Question: Is the Park Service replacing the 4 Above Ground Tanks as was originally listed in the presolicitation?

Response: No, the tanks will not be replaced but the fuel dispensers will.

3. Question: If not replacing the tanks, does the Park Service want the existing tanks upgraded to meet the current OSHA and EPA requirements, including access stairs and platforms?

Response: No, this contract does not call for replacing the existing tanks.

4. Question: It is mentioned that TWO (2) new Veeder Root TLS-450 Plus tank monitors are needed, one for each site. The specifications call for including in Section 2 Products, item 1c Continuous Statistical Leak Detection. This is not available from Veeder Root on above ground tanks.

Response: According to research and our knowledge there is an option for it.

5. Question: For the intended New Veeder Root TLS-450 system, in order to price the systems properly, the tank sizes/depth of each tank needs to be known to provide a new tank probe.

Also do the tanks have a need for a secondary monitoring sensor? Do the systems need to have the required overfill alarm and acknowledgement switches?

Response: Sizes are 10,000 gallons on the two bigger tanks and 2,000 gallons on each of the smaller tanks. The approximate depth of the 10,000 gallon tanks are 75” and approximate depth on the 2,000 gallon tanks are 39.81”. Actual depths will need field verified by contractor for probe length.

6. Question: Also do the tanks have a need for a secondary monitoring sensor?

Response: Yes

7. Question: Do the systems need to have the required overfill alarm and acknowledgement switches?

Response: Yes

8. Question: Does the Park Service want the Veeder Root Tank Monitoring System (TMS) to communicate with the Fuel Management System (FMS) to allow all information to be transmitted via its connection? Or would the Park Service wish that the Veeder Root Systems (TMS) communicate independently via a direct connection and software?

Response: Yes, the requirement is for all the systems to communicate with each other.

9. Question: Would the Park Service accept standard Commercial Fuel Pumps, (ie; Gasboy 9800 Series, Bennett 3000 Series) mounted on containments stands? These pumps meet the requirements in the Specifications, but are more robust in design and off the shelf items.

Response: Approval of specific models/pumps will be completed during the material submittal process post award to ensure they meet the specifications.
