CO’s SITE VISIT BRIEFING NOTES of 12/20/2017

Solicitation RFP 140P6218R0001

Bid/Proposal/Offer Synonymous Terminology

Questions Due Wednesday, January 3, 2018 at 10:00 a.m. – Email questions..include RFP Solicitation # and Title.

Proposals Due Friday, January 12, 2018 at 10:00 a.m. central time – EMAIL ALL PROPOSALS – Proposals received will be acknowledged with a return email. Email in plenty of time so I receive them by that time.

Project Asbestos Abatement and Construction work to affected areas in the Lincoln Boyhood National Memorial’s Visitor Center. Contractor will provide all qualified labor and supervision, material, tools, equipment, supplies, and other items, services and incidentals necessary for successful and acceptable completion. Work not specifically noted is considered ancillary to that mentioned. The Work includes the design and implementation for an asbestos abatement project at the Visitor Center in accordance with Indiana Administrative Code. The abatement includes approximately 5,100 sq. ft. asbestos ceiling texture, and 384 sq.

ft. asbestos floor tile and asbestos floor tile mastic. Electrical equipment and fixtures shall be removed and stored for later re-installation.

Construct spray-on ceiling texture with paint over disturbed ceiling area.

Re-install stored electrical equipment and fixtures in accordance with electrical code to pre-construction conditions after ceiling texture work is completed; see Appendix B – Partial VC Ceiling Plan. Construct vinyl floor tile in removed asbestos floor tile areas. The NPS will need three days to remove curatorial items before the Contractor is allowed mobilization inside the building.

Period of Performance

The Contractor is to complete contract performance, including removing any materials, equipment, and final cleaning of the project site within forty (40) calendar days after the Contracting Officer’s issuance of the Notice to Proceed to the Contractor.

Set-Aside SDVOSB - The Veterans Benefit Act of 2003 (15 U.S.C. 657f) created the procurement program for small business concerns owned and controlled by service-disabled veterans, commonly referred to as the "Service-disabled Veteran-owned Small Business (SDVOSB) Procurement Program".

Pursuant to FAR Subpart 19.1403(b), at the time that a service-disabled veteran-owned small business concern submits its offer, it must represent to the contracting officer that it is a - (1) Service-disabled veteran-owned small business concern; and (2) Small business concern under the North

American Industry Classification System (NAICS) code assigned to the procurement. That NAICS Code is 562910.

Also note the contract performance cost for personnel as stated in FAR 52.219-27(d)(3).

"(3) General construction, at least 15 percent of the cost of the contract performance incurred for personnel will be spent on the concern's employees or the employees of other service-disabled veteran-owned small business concerns;"

Amendments Your responsibility to check FedBizOpps or FedConnect for any Amendments that may be issued to the solicitation. Check for amendments up to the moment quotes are due.

Submission Proposals are to be e-mailed to the Contracting Officer so they are received by the closing date and time – again by email. Do not be late.

Bonding A proposal guarantee is required for proposals submitted. The guarantee clause is listed in the Clauses and Provisions, 52.228-1. The amount of the guarantee shall be twenty percent (20%) of the proposal price or $50,000.00, whichever is less. The original hardcopy “Bid Bond” must be received in the contracting office no later than the closing date and time of the solicitation. An emailed copy of the bid bond cannot be substituted for the original. Bid Bond Form is the SF-24. (d) If the successful offeror, upon acceptance of its proposal by the Government within the period specified for acceptance, fails to execute all contractual documents within 10 days after receipt of the forms by the offeror, the Contracting Officer may terminate the contract for default.

Bonding After Award

Payment and Performance Bonds in the amount of contract award is required.

Evaluation Factors for Award

Price Proposal, Technical Proposal, and Past Performance will be evaluated. The Technical Proposal will consist of three subfactors, Plan for Execution, Proposed Construction Schedule, and Technical and Financial Capability. All subfactors are of equal importance. Past Performance is a factor unto itself and has no subfactors. Technical Proposal and Past Performance are of equal importance, and when combined, are significantly more important than Price. An “unacceptable” rating in any Technical Proposal or Price Proposal subfactor will result in the overall Proposal being rated “unacceptable.” A “no confidence” rating in the Past Performance factor will result in the overall Proposal being rated “unacceptable.” Any proposal with an “unacceptable” rating will be ineligible for award.

Timeline after Award

Anticipating making award on or about 1/20/2018 Bonds, Insurance, and the Precon submittals (listed in Section 01 31 00 of the Specifications document – Attachment 1) are due to the CO within 7 calendar days of notice of contract award.

Precon and NTP issued on or about 2/01/2018.

Work completed within 40 calendar days – by 3/18/2018.

Returning to site If returning to site to do an individual assessment, contact Nathan Wilson.

All questions are to come thru the CO for an official response. If your question is technical in nature, I will seek Nathan’s expertise and knowledge so that I can formally respond by amendment. Any response provided that has not been included in an amendment will not be recognized as a change, add, or deletion to the contract.
