ADDITIONAL INFORMATION

REQUEST FOR PROPOSAL NO. 140P6218R0001

LINCOLN BOYHOOD NATIONAL MEMORIAL – VISITOR CENTER ASBESTOS ABATEMENT

QUESTIONS, RESPONSES, AND ADDITIONAL INFORMATION:

NOTE: For this solicitation and a resultant contract, it is emphasized, as it was during the administrative briefing, that although the Contracting Officer will not be present when prospective contractors walk the site and have technical questions, any questions asked and responses given by anyone other than the Contracting Officer, will be regarded as though the question was not received or a response provided, unless such questions and their responses are formally addressed in an Amendment to the solicitation. Therefore, if a question was asked that is not included in this amendment, you are to notify the Contracting Officer no later than 3:00 p.m. central time on Monday, January 8, 2018.

Q-1: Are the project hours of 6:30 a.m. – 3:00 p.m. “firm” and can they be extended?

R-1: For clarification, that is 6:30 a.m central time to 3:00 p.m. central time. Those are the scheduled hours of the Park’s Facility Manager and his staff. The Facility Manager is Nathan Wilson, who will also be the designated Contracting Officer’s Representative (COR) for this project. If the Contractor would like to work longer than 3:00 p.m., that can be arranged if the Contractor thinks he needs to work past 3:00 p.m. to complete the work within the contract’s 40 calendar days completion time. A reasonable extension of hours would be from 6:30 a.m. central time to 5:00 p.m. or 5:30 p.m. central time; however, the Government shall not be burdened with overtime expenses the Contractor may incur. Any hours after 5:30 p.m. will only be authorized if requested in advance by the Contractor and authorized by the Contracting Officer in writing.

Q-2: The temporary access route appears to be a “road”. Will the Contractor be responsible for repair if it gets rutted/damaged?

R-2: It is only a temporary access route and the Contractor will be responsible for repairing any landscape/lawn damage and ruts.

Q-3: Is the Contractor responsible for removing lights and electrical equipment?

R-3: Yes, Contractor is responsible for removing and reinstalling lights and electrical equipment.

Q-4: Where can the Contractor store removed lights and electrical equipment?

R-4: The Park will provide a storage location in temporary storage pods (if there is adequate space), or at the Maintenance Area which is approximately ¼ mile from the Visitor Center.

Q-5: Will lights and electrical equipment have to be cleaned prior to storing since they will likely be

“contaminated”?

R-5: Lights and electrical equipment that are removed will have to be cleaned and free of asbestos prior to relocating during construction.

Q-6: Is there a plaster substrate below ceiling texture?

R-6: Yes.

Q-7: Does the texture extend beyond the ceiling edge in the cloister area?

R-7: No, it stops at the edge.

Q-8: Will the NPS move museum exhibits?

R-8: Yes, NPS will move unaffixed pictures and museum exhibit items.

Q-9: Will NPS move graphic panel style pictures that are affixed/attached to the wall?

R-9: It was the Park’s initial thought that the NPS would move graphic panel style pictures; however, since the panels cannot be removed without most likely causing damage to them, the final decision is being made to leave the panels in place. The Contractor is responsible for protecting/covering/encapsulating/sealing off all fixed graphic wall panels in the museum.

Q-10: How is ceiling supported?

R-10: The cloister, offices, library and museum have suspended ceilings.

Q-11: How thick is the acoustical ceiling texture?

R-11: Approximately 1/8 inch of ceiling texture over the plaster substrate.

Q-12: Is there anything that does not need to go back on the ceiling once it is removed?

R-12: No, all electrical components go back to the original location.

Q-13: What is the significance of the reflected ceiling plan drawing?

R-13: To show location of electrical components.

Q-14: Does the Park have an inventory of electrical components to be removed?

R-14: No, refer to reflected ceiling plan.

Q-15: Can wood subfloor be removed in the projection room since there is no good way to remove all the mastic from the wood without damaging it?

R-15: The wood subfloor will need to be replaced in the second floor Projection Room since mastic will likely not be able to be removed without damaging the wood. Three-Quarter inch (3/4”) tongue and groove plywood is to be used to replace the subfloor. The footprint of the Projection Room is approximately 120 square feet.

Q-16: Where is water access?

R-16: Water access is located in the Custodial Closet and Mechanical Room in basement. Both have spigots with hose attachment capability.

Q-17: Are the wall lights the Contractor’s responsibility in Office Area?

R-17: Yes, all wall lights are the Contractor’s responsibility to remove and reinstall.

Q-18: Will there be an archaeologist on site?

R-18: No.

Q-19: Regarding the Payment and Performance Bonds. We see reference they are required but not the coverage value. We understand the Bid Bond/guarantee is to be written for a 20% value of the proposal or $50,000 (whichever is less); however, what are the parameters of the Payment and Performance Bonds?

R-19: Performance and Payment Bonds for Construction are addressed at FAR Clause 52.228-15. In part, that Clause states: (b) Amount of required bonds. Unless the resulting contract price is $150,000 or less, the successful offeror shall furnish performance and payment bonds to the Contracting Officer as follows: (1) Performance bonds (Standard Form 25). The penal amount of performance bonds at the time of contract award shall be 100 percent of the original contract price. (2) Payment Bonds (Standard Form 25A). The penal amount of payment bonds at the time of contract award shall be 100 percent of the original contract price.

R-20: The Park’s Technical Team is of the opinion that it is not necessary for the Contractor to hire a person with that specified degree or certification; however, there is a requirement for a Historic

Preservation Treatment Plan to be submitted by the Contractor for the Government’s acceptance prior to on-site work. While Contractor is performing on-site work, the Park will field questions and advise Contractor with any historic preservation questions/issues that may arise.

Q-21: Are all access doors, interior and exterior, a minimum of 36” wide? If not, what is the smallest opening through which the crew must enter?

R-21: All access doors are 36” wide.

Q-22: Please clarify if the newly textured ceiling is to be painted in addition to the sealing coat prior to installation. If so, what color and product is desired?

R-22: The ceiling texture does not have to be painted over as it is “typically left unpainted for noncontact ceilings”, per manufacturer information.

Q-23: Will containment need to be built/established prior to removal of light fixtures?

R-23: Light fixtures and electrical equipment are presumed to be contaminated and must be cleaned prior to being stored (see Q-5 and R-5 above). The point at which containment is to be established is the responsibility of the Contractor.

Q-24: Can a dumpster be positioned in the front lot; the back will be in very poor condition/ruts, etc. if heavy vehicles are driven over it.

R-24: Contractor can use the designated storage area on map for dumpster (Appendix A of Attachment

1). If another location is preferred, we can accommodate that also, but it will likely be located on the north end of the parking lot.

Q-25: There is no existing cove base or mastic to remove, will cove base be required to be installed?

R-25: No cove base required.

Q-26: What about OSHA 30 / 10 cards?

R-26: Reference to OSHA 30 / 10 cards could not be located in the contract documents; however, when researching the OSHA site at https://www.osha.gov/OSHA_FAQs.html#!trainingcert, the following was cited:

“OSHA-authorized trainers issue student course completion cards to individuals who successfully complete an OSHA Outreach Training Program class. The Outreach Training Program offers 10-hour or 30-hour classes for Construction, General industry, Maritime, and a 15-hour class for Disaster Site Worker. To obtain an OSHA card, an individual must attend and successfully complete the entire class, including all requisite topics and the minimum number of contact hours.

The training courses do not meet the training requirements for any OSHA standards. An OSHA card is not considered a certification or license and is not required by OSHA. However, some states have enacted laws mandating the training. Some employers, unions, organizations or other jurisdictions may also require this training.”

The Government’s response is therefore, if required by OSHA or the Indiana Administrative, whichever is more stringent.

Q-27: Is Contractor responsible for removing and replacing the auditorium seating?

R-27: No; the removal and reinstallation of auditorium seating will be conducted by others.

Q-28: Is the museum carpet being replaced?

R-28: No. It is the Contractor’s responsibility for protecting all carpet, floors and floor coverings.

Q-29: Do you require union workers for this project?

R-29: No; but the Davis Bacon Prevailing Wages do apply.

Q-30: Since there is no Position Classification for “Asbestos Worker” on the Wage Determination for this project, what position classification should be used?

R-30: This question was forwarded to the Department of Labor. Their response is that there is no process nor can DOL provide a Wage Rate for a classification not listed on the Wage Determination until AFTER AN AWARD HAS BEEN MADE. It is the contractor that determines the proper labor mix to perform the work. If the Contractor awarded the contract is of the opinion the work to be performed is not covered under any of the classifications on the Wage Determination, a Request for Conformance has to be initiated by the Contractor. The Contracting Officer, nor can a potential contractor, initiate a Request for Conformance before award.

AI-1: In regard to any lead concerns/questions that may have been posed, the Government does not believe the facility has any lead based paint (LBP). Therefore, in Attachment 1, Final Specifications, Section 02 26 00 – Asbestos Work Plan, Part I:

Paragraph 1.1, the requirement for “Daily perimeter air monitoring and inspections during lead hazard work” is in error and is to be deleted.

Paragraph 1.2, the requirement for “Copy of General Contractors’ “Certified Renovator” 8-hr initial or 4-hr refresher training certificate per EPA’s RR&P rules“ and “Copies of workers’ blood lead test within past ninety (90) days” are also deleted.

A-2: In regard to questions posed about the need for a “Structural / Professional Engineer”, Section 01 40 00 paragraphs 1.5F and 1.6A, note definition and structural testing. No structural testing is anticipated for this project unless required by the Indiana Administrative Code relative to asbestos work.

A-3: Attachment 7 / Paragragh D.1.(c) / Relevant experience of key personnel, the requirement to submit resumes with your proposal for: (4) Historic Preservation Treatment Specialist, and (5) Professional Engineer, ARE DELETED. These two technical positions will not be included as part of the evaluation criteria. However, should it be found that in the performance of work, a Structural Engineer will be needed, the Contractor shall only utilize an engineer that possesses the technical capabilities as cited in that paragraph (5) Professional Engineer.

A-4: Note the clarification to Attachment 3 - Wage Determination. On Page 1 under FOOTNOTE A, the dollar amounts for the “hour above base wage” that were posted on the DOL website are muddled. DOL was contacted and asked for clarification on the numbers. Their response is as follows:

All Structures over 40’ - $0.75/hour above base wage All Structures over 75’ - $1.50/hour above base wage All Structures over 100’ - $2.50/hour above base wage A-5: There is a Special Event that will be held at the Lincoln Boyhood National Memorial Visitor Center on Sunday, February 11, 2018; however, this event shall not impact the Contractor since it is occurring on a weekend and will be held in an area of the Visitor Center where asbestos abatement work is not being performed.

A-6: I would like to reemphasize Q-9 and R-9 with regards to the graphic panel style pictures. Since the panels cannot be removed without most likely causing damage to them, the final decision has been made that the panels will be left in place and it will be the Contractor’s responsibility for protecting/covering/encapsulating/sealing off all fixed graphic wall panels in the museum.
