About this file
This document is a Questions and Answers (Q&A) attachment for Solicitation 140P5425Q0023, related to a National Park Service waterway trail clearing and marker replacement project. The Q&A addresses five key contractor inquiries, including specifications for signage, transportation logistics, and work site conditions. Key details include: the NPS requires wooden signs with routed lettering (rejecting an aluminum sign proposal), confirmation of seven new markers to be installed with only two existing markers to remove, and guidance on vessel operations in waterways like Left Hand and Halfway Creek and Turner River. There are no horsepower restrictions on work vessels, though vessel speed will be limited by trail conditions. The NPS explicitly notes they cannot take liability for equipment left on publicly accessible trails. The solicitation response deadline is set for Friday, June 13, 2025, at 5:00 PM eastern time.

Sol 140P5425Q0023 Attachment 0004- Questions and Answers
1. SOW specifies wooden signs with routed lettering. Will the NPS accept aluminum signs?
We believe these would have a longer life and an easier procurement and fabrication process.
No. Stay with the wood signs.
2. 4x4x10 or 12 piles are heavy and difficult to transport in an open hulled craft i.e. canoe/skiff with a small outboard. In addition, there may be a need for drilling equipment etc. Are there restrictions on the vessel horsepower as long as it can traverse the cleared (to specified dimensions) waterway sections?
There are no restrictions on horsepower. Although the vessel speed will be limited by the conditions of the trail.
3. Sheet 5 in the drawings shows the need to cut branches/logs below the low water mark. Do logs/branches under water need to be cut for canoes or the work vessel to traverse the channel?
There is the possibly of encountering logs/branches at or just below the waterline. Water levels also vary with tides and hydraulic conditions so this will very depend on when the work is done.
4. Can you confirm that there are 7 signs to be installed and the same number to be removed?
There are seven markers to install but only two locations have an existing marker to remove.
The existing markers are at TR3 and LH1.
5. Would it be possible to leave the work vessel at the work area overnight and transport personnel back and forth with a dedicated craft? This assumes that there is clearance in the channel to allow park patrons to traverse the trail.
Left Hand and Halfway Creek are currently not passable so leaving a vessel overnight would not be a problem even if it blocks the trail. On Turner River, vessels can be left where there is room to pass, but the areas where trimming is required are probably too narrow to leave a vessel. In either case, the NPS cannot take any liability for equipment left on trails accessible to the public.
The question period has closed. All offers are due by Friday, June 13, 2025, at 5:00 PM (eastern time).
