Question #1: Does this job require temporary construction facilities? I.e. Trailer, Port-A-Lets, etc?

Answer: No, there are rest rooms in the Visitor Center

Question #2: Are there currently any utility hook ups? (Electric, water, etc..)?

Answer: Yes, on the exterior the Visitor Center there are electrical outlets and a hose bib. A portable generator could provide electrical power closer to the jobsite if needed.

Question #3: Could you provide, if needed, any specifications for materials; Armoring Stone (3’), Rip Rap (6”-9”), Geo-Textile, Geo-Webbing and Pea Gravel.

Answer: The rip rap material should be similar/in-kind to what it is replacing according to the permit.

The pea gravel is a mixed gravel and the size is 1/2 inch to 3/4 inch. Possible utilize geotextile similar from Lowes- https://www.lowes.com/pd/Hanes-Geo-Components-432-ft-x-12-5-ft-Black-Woven- Geotextile/3316354. Please note the height of the material that will need to be factored into the project/ADA etc. https://www.prestogeo.com/products/soil-stabilization/geoweb-geocells/

Question #4: Where is the staging area going to be located?

Answer: Stones, rip rap sand - TBD. Machinery can be stored in Maintenance Shop yard.

Question # 5: Where is the main access to the site with machinery going to be located? I see there is a wooden fence surrounding most of the property currently, except for a space on the east side of the main entry.

Answer: Entry through palisade fence wall is most logical. Contractor must remain off of newly sodded lawn near Gumbo Limbo grove. Contractor shall be responsible for repairing any damaged landscape.

The whole berm area with the fence (highlighted on the attached) can be used as access…any section of the fence can be disassembled and used as an access point. The berm riprap can also be accessed by machinery on the beach during low tide.

Question #6: Any specific information on location and specifications of Mangrove planting?

Answer: Mangroves should be planted in the gaps of the rip rap/rocks. Red mangroves to be planted should be at a minimum two foot in height. There should be 100 one-gallon pots total, one planted every 3 feet along the project. Plant placement will be selected based on gaps in the rip rap.

Question #7: Environmental study or monitoring needed? Any environmental concerns: (Turtle Nesting, Bird Nesting, Invasive Species, Plan, etc..)

Answer: All permits in place and contractor will need to follow those guidelines. A turbidity curtain shall be placed at the site prior to construction and removed 48 hours after project completed. It is believed that there shouldn't be any bird or turtles nesting, but do a quick check prior to construction.

Question #8: Specific work hours for this job? I see hours of operation are 7am to 3:30pm, does that apply to working hours?

Answer: Yes. The park opens to visitors at 9 am, so that would give the contractor approximately two hours before interpretive programming would start. This could be very beneficial for moving supplies/equipment around with little interference.

Question # 9: You state that all rip rap placement should be done form the top: there are existing trees right along the berm in the western side: can this section be done for the water during low tide? Using medium size hydraulic excavator?

Answer: Due to the width of the beach at that section and since existing trees block access from the top in some locations, a smaller sized piece of equipment, utilized on the beach at low tide, may be more advantageous. A turbidity curtain shall be installed, monitored and maintained by the contractor during the course of this project.

Question # 10: Can excavated material (rip rap and gravel/sand from paths) be piled in the immediate area of work till used later?

Answer: Excavated gravel and sand from the trails can be placed on a tarp and stockpiled on the concrete pad near the Chickee hut. Any adjacent sod to the trails that could be possibly damaged shall be replaced to match the original condition and appearance.

Question # 11: Who supplies the mangrove trees?

Answer: The contractor shall supply all materials needed for the completion of the project and are available commercially.

Question # 12: How many of these trees will be planted?

Answer: Red mangroves to be planted shall be at a minimum of two feet in height. There should be 3 mangroves to a 1 gallon pot. (100) 1 gallon pots planted every 3 feet along the project. Plant placement will be selected based on gaps in the rip rap. The contractor shall cut planting holes in the fabric to plant them.

Question # 13: Refer to: E.2 52.246-21 Warranty of Construction: para c (2) How can the contractor be held responsible for defective materials he did not supply (re-using what is there) and the design, since it is your design?

Answer: The contractor would only be responsible for defects in materials, workmanship or supplies they supplied..in this case no design is required so that would not apply.

Question # 14: Are there any bench marks for determining riprap height and width?

Answer: This is a replacement/repair project for the existing berm. Per the DEP permit the height and width should be similar to what is there now. The width may not extend more than 18 inches toward the water than it is currently.

Question # 15: At what point should the maximum height of berm be measured – the existing top of berm, mean low water, something else?

Answer: Existing top of berm

Question # 16: Does the NPS have an estimate for the volume of additional riprap required to restore the berm?

Answer: No, the contractor will need to determine that.

Question # 17: Are there any specifications on the mangrove shoots (source, size, etc.)?

Answer: see answer to # 6. A local native nursery should be used. 3 mangrove plants approx 2 feet tall in a 1 gallon pot.

Question # 18: Will the mangroves be interspersed within the new riprap?

Answer: Yes. Roughly every 3 feet linearly. Holes will be cut in geomesh to plant.

Question # 19: Is there a layout showing mangrove spacing, number of mangroves, etc. ie per linear ft of shoreline?

Answer: No. Roughly every 3 feet linearly. This is somewhat flexible based on where the best spot is to plant. A park staff member will be available to help provide guidance.

Question # 20: Can you provide geotextile and geowebbing specifications?

Answer: See answer to #3

Question # 21: The plan and site visit identified approx 500 ft of gravel trails. Do all trails need to be repaired or only the portion running parallel to the shoreline (220 ft) Answer: The trails that require the slope stabilization are located on the south side of the berm. The trail connects the concrete entranceway to top of the berm and loops around to the visitor’s center.

There is approximately 160’ of trail measuring 7’ wide, as well as a 75’ section that measures 4’ wide.

These sloped portions of the trail have major runoff following rainstorms and require maintenance following rainstorms.

Question # 22: We are assuming all the mangroves will be placed at toe of slope. 100 pots placed every 3 feet, we just want to verify. Also what is the mangrove warranty for the contractor once planted?

Answer: Yes, toe of the slope either in front of the rip rap or planted in between low rocks. Mangrove warranty- 50% survival at 90 days.

Question # 23: May we be provided with material specifications? (Type of geotextile, geoweb, landscape fabric) Answer: See answer to question #3

Question # 24: Regarding the plantings of the mangroves, may we receive the quantities of mangroves to be planted?

Answer: See answer to #6
