About this file
This document is an Amendment to a Solicitation for the National Park Service's tree thinning services at Kings Mountain National Military Park. The amendment, numbered 0001 for Solicitation #140P5125Q0021, includes responses to six vendor questions about the project. Key details include that this is a new requirement for tree thinning services, with a period of performance from 06/09/2025 to 02/09/2026. The solicitation seeks a contractor to mitigate hazardous conditions, preserve cultural landscape, and improve site aesthetics by pruning and removing trees and woody vegetation along roadsides, within trail corridors, and near park facilities. The government plans to award a single Firm-Fixed Price Contract using a Lowest Priced Technically Acceptable (LPTA) source selection method, with the NAICS code 561730 (Landscaping Services) and a small business size standard of $9,500,000.

Answer: See response to question number one (1).
Question 4. Could we possible schedule a time to come back out and speak to the arborist that marked the trees' to be removed at the National Park? We still have a few questions and would like some clarity before we submit a bid?

Question 5. Can you please tell me where we would submit the bid?
Answer: Instruction to offerors is on page 44 of the document title “Sol_1405125Q0021” issued with the request for quote.
Question 6. Will someone be available to verify trees to be removed and trimmed once on site? It was stated that the trees were marked with a white dot, however it was difficult identifying them during our walkthrough. Also, some of the trees were difficult to identify within a cluster of trees on the map provided?
Answer: Yes, someone will be available to verify the trees required to be removed after contract award. The park also provided GPS collected coordinates with a map (Attachment 0002) of the overall area as well as smaller breakdowns. Additionally, there is a tree list (Attachment 0003) which identifies the trees by number, size, species, condition (majority of trees identified for
Amendment 0001; RFQ # 140P5125Q0021 Attachment 0008 removal have basal cavities), and the GPS coordinates. The GPS coordinates are accurate within 3 meters. Trees have been individually marked on the back side with white spray paint.
