Questions and Answers, 140P5121Q0033 Amendment 0002
1. Are bidders from outside of Mississippi allowed to bid on this project? I am an ethnographer working in industry and located in California.
Answer: Yes, bidders from any location can bid on this project.
2. Is a travel cost estimate to be included in the bid? If not, can I submit team travel costs for reimbursement at a later time?
Answer: Yes travel cost should be part of your cost proposal
3. field notes quality to be submitted, can you tell me if typed notes can be submitted in lieu of raw notes? Typed notes can sometimes be easier to read.
Answer: Typed notes will be acceptable
4. How do you prefer the evaluation questions to be submitted? Typically I offer an introduction to my firm in PDF - although it looks like this might be necessary here. Is Word OK? Do I email our answers directly to you with the bid form?
Answer: Word or PDF is fine. Typically, the evaluation criteria are answered within the technical proposal for the project.
5. I've noticed there is quite a lot of material for pages 6-29 that parallels SAM questions; wondering, do I answer these questions, or do you confirm through SAM the answers to these questions? I don't want to create duplicates where unnecessary but I also don't want to inadvertently leave a critical section blank here.
Answer: This information is received through SAM.gov. The clause is a mandatory clause but you do not have to submit those pages with your proposal however, your reps and certs should be completed in SAM.gov indicating your business status etc.
6. Is there a liaison/advocate at NPS who can ensure that I've answered this section correctly (or who can advise on SAM responses and if NPS has the correct data)?
Answer: No, however SAM.gov has a helpdesk that can assist you in making sure that you are filling it out correctly. Once you are registered in SAM.gov, NPS uses this data as correct data.
7. Can I self-certify as a woman-owned, disadvantaged business prior to SAM/SBA certifications? I'm in the process right now, but I wanted to check if I am able to assert this in advance Answer: You can self-certify on the solicitation if you like, however, you have to be active in SAM.gov and certified in SAM.gov to submit a quote for this requirement. Additionally, this requirement is a small business set aside so, you do not need to be certified as a woman-owned to submit a proposal as long as you are considered a small business.
