Amendment 0001, 140P5121Q0033

1. What is the deadline for bidder submission or pre-bid questions relating to the RFQ?

As per the synopsis, email any questions to celinda_hicks@nps.gov by 11am (EST) on Wednesday 19 May 2021 to be considered. Answers to questions will be posted in the same manner as this notice. It is the Offerors' responsibility to check for updated information. No oral or late questions will be accepted. The closing date and time for receipt of quotes is Wednesday 26 May 2021 at 5pm (EST) via email to celinda_hicks@nps.gov.

2. Will bidder questions be answered as they are received, or will there be a specific addendum to the RFQ providing answers to pre-bid questions? If an addendum will be provided to answer pre-bid questions, when you anticipate that addendum will be provided to potential bidders?

4. Will all pre-bid questions and answers be provided to all prospective bidders?

Yes

5. Can bidders submit their quotation as a PDF document, delivered to you via email prior to the submission deadline of 5:00 PM EDT on 5/26/21?

Yes quotes should be submitted by email and can be in PDF.

6. Please define the technical standards for the video production. Is 4K video production required? Is multiple camera videography required?

All recordings will meet archival standards (minimum 24 bit / 96 kHz / Stereo / .WAV for audio and 50 mbps / Stereo / H .264 / .mp4 for video). Video should be captured using a high quality prosumer or professional camera, not smart phone or consumer grade equipment. 4K is not required, but would be a plus if available.

This contract calls for a single camera capture. Multiple angles are not required, but if multiple cameras are used (such as for backup purposes), all video should be included in final delivery.

7. How are the video assets to be delivered? What format? How many copies?

Files should be delivered in digital format with mp4 access copies (or equivalent) that can be viewed on basic computers preferably indexed for quick reference. Two copies should be delivered via hard drive or equivalent with one copy going to the park and one to the Regional Office. If the hard drive cannot be delivered in person, it should be shipped securely with a verified receipt.

8. What is the planned usage for these oral histories?

For now, the videos would simply be for archival purposes, as the information in the transcripts would be used in the writing of historical documents such as administrative histories, special histories, and such. Ideally however, the videos would allow flexibility for future use. The park may for instance wish to use these in the future to create either interactive displays or to make presentations to be put online.

9. Does the selected bidder need to ascertain any associated licensing costs that might be needed for any archive materials?

The purpose of identifying existing interviews is mostly to avoid duplication and, as much as possible identify which interviews should be prioritized. It would be expected that the final list of existing interviews will include some information regarding the archives where they’re housed, but as licensing costs may change, their inclusion is not essential.

10. Please confirm that the selected bidder needs only identify existing oral histories.

The selected bidder will need to identify existing oral histories, ideally creating a spreadsheet that can later be used to prioritize needed interviews. Though supplemental information would be appreciated, this contract does not specifically call for retrieving, transcribing or editing any such interviews. However, if any such interviews are retrieved in the process, these should also be included in the final deliveries if licensing allows for it.

11. Should bidders include an interview technique sample video? If so, how should this sample video be submitted? Via an online link or thumb drive?

Per the criteria for evaluating proposals, “The technical approach must list all audio and video equipment to be used for the project and demonstrate experience with contemporary, high-quality audio and video recording techniques and equipment. The approach must present a clear understanding of archival standards for recorded media. Relevant audio and video work samples must be provided. ”

The samples should be in the form of a downloadable digital file or link to a viewable online file. No physical delivery of files is expected. "Any downloadable video files should be in MP4 or an equivalent format that can be viewed on standard Windows computers. "
