Questions 19 – 42
19. Do you know what kind of devices, how many of each you want in each building and their locations? If not, can you send me a list of existing devices for each building? I will need this to send you a price for the job. Panic buttons Door contacts Motion detectors Glass breaks Existing license Procurement site for additional licenses, if needed.
Response: Refer to the PWS and Amendment 0002, Question(s) # 6,9, 10.
20. Do you foresee much of work being performed during nights and weekends?
Response: Refer to Amendment 0002, Question #8
21. Will this be a prevailing wage project?
Response: The most updated wage determination from SAM.gov for the county of Philadelphia, Pennsylvania will be used in this Purchase Order.
22. Warranty period?
Response: Warranty is industry standard and should be 3 years for the panels in addition of the Service Maintenance Agreement.
23. Is part of the Performance Work Statement (PWS) to provide a Service Maintenance Agreement or some type of Time & Materials (T&M) for extended system maintenance? If not, should it be included in the bid?
Response: The SMA with Genetec will be for 5-years, refer to updated PWS for further clarification. 1.2.6 has been added to the PWS in Red.
24. I want to confirm there will be a safe, secure, dry place for the equipment to store in.
Response: Per section 1.3.2, staging areas will be provided by the COR for equipment requiring climate control.
25. Can you please give us more info on Tier 1 background check or equivalent or being in the GSA Trusted Workforce Program? What it entails, cost, preferred website?
Response: The Park will cover the costs of the needed Tier 1 background investigations. The Park will coordinate with the contractor and provide the needed documentation to initiate the Tier 1 background investigation. The Park will submit documents for the Tier 1 background investigation. The Contractor’s responsibility is passing the Tier 1 background investigation.

26. Please provide documentation for all your access limitation for security control.
Response: Unsure of what information this question is requesting. Right now, the functions of the alarm panels are to be able to be turned on and off via dispatch operators or scheduled times. If this question is referencing access control (Card Reader) items, which are not covered in this contract.
27. These days, all cell phones have cameras. We can use walkie talkies. Do all the buildings have this requirement or a select few? If the computing device is visiting a INDE facility space, it cannot have a camera. If the device has a camera, the only acceptable remediation is that the camera be professionally removed or drilled out and the resulting void must be filled with a brightly colored epoxy.
Response: If the contractor has walkie talkies they can use them, then power off their cell phones during work. Otherwise, the person monitoring their work needs to make sure they aren’t taking unauthorized pictures from cell phone devices.
28. Are there specified parts required for the project? How many currently used panels talk to Genetec? How many currently used parts talk to the panels, etc.
Response: The new panels will consist of the DMPXR 500 control panel series and be connected to Genetec Security System.
29. Can a list of existing points per building be sent in order to bid accordingly?
Response: Due to security reasons, a detailed list of points and/or locations cannot be sent prior to bid. No points are going to be switched out during this project, just the panels. Any inoperative points should be annotated and sent to the park so we can do replacement repairs inhouse. The winning bid will receive a more broken-down list that stipulates exactly how many of each alarm point there is for each building. Again, this is for programming purposes only and does not deal with switching these alarm points out. From the detailed list which the contract award winner will receive upon contract award, here is a count of alarm points per building.

30. The PWS mentions about holding a license for all panels. How much does it cost per slot for a Genetec license?
Response: It will be the contractor’s responsibility to provide panels with licenses with Genetec Security Center Software, as stated in section 1.1.1.
31. What is the current make/model of the Genetec system used in the park?
Response: The existing system at INDE is 5.7 SR5, however the current standard is 5.11.
32. Is the intention to replicate the original design or create a new design from scratch as needed?
Response: Building currently vary based on design and need. There are 20 locations within government facilities at Independence National Historical Park. Each location has an obsolete control panel which will need to be carefully removed. The new panels will consist of the DMP XR500 control panel series and be connected to Genetec Security System.
33. Does the Park want a price per location and pay individually? Or is the price to be collective in a bulk purchase?
Response: This requirement is Lump Sum Pricing
34. Who does the cameras for the Park?
Response: Cameras are in house and are not considered part of this PWS.
35. Are the panels for panic and intrusion detection separate, or are they connected?
Response: Connected
36. Where is the main hub where everything will get sent back to?
Response: NPS has a 24-hour Law Enforcement Dispatch/Command Center. All panels will be licensed with Genetec Security Center Software and accessible by the Park’s Operation Center.
37. Genetec is proprietary, is the Park Service locked in to using that brand?
Response: Yes, all newly installed control panels must be capable of connecting to and interacting with the Genetec Security Center, as stated in section 1.1.1.
38. Do you have existing monitoring, or will that need to be provided?
Response: NPS has a dispatch center located in Philadelphia, PA that will take over the monitoring once construction is completed.
39. Is there another type of cable that can be used, or must it CAT 6?
Response: As per Technical section 1.1.5, the Network cabling shall be CAT 6 and blue.
40. Will permits need to be pulled from the city in order to perform work and will that be the responsibility of NPS or the contractor.
Response: There are no permits required from the city since NPS is Federal.
41. Is the new system allowed supposed to run new conduit, or can the existing conduit be utilized?
Response: Please refer to section 1.2 Installation; Answered on Amendment 0002, question #15.
42. Are there counts for the specific parts needed for the system? Will the contractor be provided a list of device points or is contractor responsible for verifying?
