Independence National Historical Park (INDE) Replacement of Intrusion Detection Systems at Multiple Locations
Performance Work Statement (PWS)
1. Overview:
The work covered in this PWS consists of furnishing all labor, materials, tools, equipment, and transportation necessary to perform all work in connection with the removal of existing, and installation of new control panels for the existing Intrusion Detection System and Panic Alarms in the following twenty government facilities located within Independence National Historical Park (INDE) in Philadelphia, Pennsylvania. An annotated map of the facilities that shows the location of each building is attached to this solicitation.

1.1 Technical
1.1.1 The overall solution must provide functional intrusion detection and panic alarms at each location. All newly installed control panels must be capable of connecting to and interacting with the Genetec Security Center, which is located in the park’s 24-hour Law Enforcement Dispatch/Command Center. All panels will be licensed with Genetec Security Center Software and accessible by the Park’s Operation Center. Specific locations of the IDS will be given upon contract award.
1.1.2 The following panel model(s) have been approved for installation with the following quantities:
a. Digital Monitoring Panel (DMP) XR550 - Quantity: 20
1.1.3 The necessary number of panels is 20:
1.1.3.1 There are 20 locations are within multiple government facilities at Independence National Historical Park. Each location currently has an obsolete control panel which is to be carefully removed and legally disposed by the contractor. The new panels will consist of the DMP XR500 control panel series and be connected to Genetec Security Center. All new panels will be mounted to and/or in the aforementioned Government facilities in the approximate location of the existing obsolete panels.
1.1.5 Network cabling shall be CAT6 and blue.
1.2 Installation:
1.2.1 The contractor shall install the equipment at INDE at the locations provided above in this PWS. The contractor shall provide all tools required to complete the installation. The equipment shall not be placed or positioned in a manner preventing easy access for maintenance. The contractor shall provide all necessary mobilization and staging for the project. The contractor shall install equipment completely without additional work required so it is ready to turn over for use.
1.2.1.1 This includes but is not limited to: Mechanical and electrical removal and installation, equipment testing to ensure it performs as specified, any software testing to ensure it performs as specified, and any required acceptance testing. The equipment shall be installed and ready for use for the customer no later than 90 days after the Notice to Proceed.

1.2.2 The contractor shall remove all incidental debris created in the course of the installation process. The contractor shall clean up the job site using their own equipment to clean the work area. Upon completion of the work, the contractor shall leave work area free of equipment, tools, materials, trash, debris, and dust.
1.2.3 After the completion of the installation, the contractor shall provide documentation that the work performed was to applicable regulations and requirements and the equipment performs as intended.
1.2.4 The contractor shall be responsible for ensuring all employees possess and maintain current Genetec certifications that allow them to install and program the alarm panels, install necessary Genetec Software, and be able to communicate with Genetec Customer Service. Any personnel working on electrified panels shall be performed by a certified electrician.
1.2.5 The contractor shall conduct a minimum of two in-person training sessions to NPS employees demonstrating the proper usage of the new equipment.
1.3 Delivery of Equipment:
1.3.1 The contractor shall call and coordinate delivery time with the Contracting Officer’s Representative, (contact information will be provided with award) for building access as needed. The contractor shall call and verify delivery time with Contracting Officer’s Representative at least five (5) business days prior to delivery. The contractor is solely responsible for the delivery of the Equipment to the installation site, including freight, delivery, rigging, etc.
1.3.2 Staging areas will be provided by the Contracting Officer’s Representative for equipment requiring climate controls will be provided in areas designated by the CO/COR. Outdoor staging areas of larger equipment require prior approval from the CO/COR.
1.3.3 There is no parking available on site. The Contractor is prohibited from parking vehicles on NPS property.
The Contractor is responsible for securing off-site parking in legal street spaces or lots/garages. The Philadelphia Parking Authority enforces parking regulations on city streets and in area garages. The Contractor may contact the Philadelphia Parking Authority for a Contractor Parking Permit.
2. General Requirements:
2.1 All work performed by the contractor shall be in accordance with the requirements specified herein, the project specifications, and local, state, and federal codes.
2.2 The means and methods of work associated with this project shall be in accordance with the tasks specified on the enclosed contract documents and the following general requirements:
2.2.1 The contractor shall coordinate all work to permit government operations to be performed during the course of work. It is anticipated that the contractor may need to work outside normal work hours and/or weekends to ensure government operations are not impacted by work performed by the contractor. The Contracting Officer may designate No Workdays with 48-hour written notice. The performance period and contract completion date specified by the contract includes adequate float to cover any such delays that may result. Consequently, any delay claimed by the contractor will not be entertained if they are related to such schedule impacts due to government operations.
2.2.2 Contractor shall provide all supervision, labor, materials, tools, equipment, consumables, and transportation necessary to perform tasks within this project.
2.2.3 Contractor can conduct an on-site consultation in and around the above-mentioned government facilities in this PWS to verify the appropriate number of intrusion detection system panels and panic alarm system panels, ensuring the required security coverage upon contract award.
2.3 Contractor Security Responsibilities
2.3.1 Contractor personnel performing work under this contract must have a completed Tier 1 background check or equivalent or being in the GSA Trusted Workforce Program at time of the proposal submission and must maintain
Independence National Historical Park (INDE) Page 3 of 3 the level of security required for the life of the contract. Federal Acquisition Regulation clause 52.204-9 is applicable and incorporated herein.
2.3.2 Contractor employees shall not transport any weapons or have in their possession any weapons in any government facility.
2.3.3 All contractor employees must meet the requirements for access to Federal installations at the time the time work is being performed. They will need to be United States Citizens and bring two forms of identification when entering the government facilities.
2.3.4 Contractor employees shall not transport, drink, or have in their possession any alcoholic beverages.
Possession of any controlled substances without a physician’s prescription is also prohibited.
2.3.5 Due to the sensitive nature of the work, the government may designate controlled spaces where taking pictures is prohibited.
2.3.7 Any computing devices that also have or had an installed camera, must follow the same requirements as cell phones. If the computing device is visiting a INDE facility space, it cannot have a camera. If the device has a camera, the only acceptable remediation is that the camera be professionally removed or drilled out and the resulting void must be filled with a brightly colored epoxy.
2.3.8 The contractor shall indoctrinate personnel on access limitations to ensure security control is maintained as an integral part of their work pattern and habit.
2.3.9 Contractor is advised that any unescorted personnel found in security areas will be removed and prohibited from returning.
3. Period of Performance:
3.1 Base Period of Performance:
Date of Contract Award to 90 days after Notice to Proceed.
3.3 Contractor will contact Contracting Officer’s Representative (contact information will be provided with award) to hold pre-installation conference (either in person or via phone/video call). Conference will be held no later than 15 calendar days after received contract award.
4. Cleanup:
4.1 Contractor shall clean up the job site daily and shall use his or her own equipment to clean the work area to the satisfaction of the Contracting Officer Representative. Upon completion of project work, contractor shall clean the work area to be free of equipment, tools, materials, trash, debris, and dust.
5. Operation & Maintenance Manuals:
5.1 The contractor shall submit Operation & Maintenance Manuals. Contractor shall provide three (3) hard copies and two (2) electronic copies of the operation and maintenance manuals. Operation and Maintenance Manuals shall be consistent with manufacturer’s standard brochures, schematics, printed instructions, general operating procedures, and safety precautions.
6. Internal Service Requirements List:
6.1 The contractor shall furnish a list of installed equipment furnished under this contract.
