3. ANSWER: Cast-in-place and dowelled flotation collars are acceptable.

4. QUESTION: Please reference C1.2. The Staging and Construction Access plan shows the work area divided into two separate areas in order to maintain access to the existing bituminous walkway connecting the parking lot to the building entrance. The new 8¿ PVC sanitary line crosses underneath the existing walkway and a

14+/- excavation is required directly adjacent to the existing walkway in order to install the new septic tank. Maintaining access to the walkway will require extensive shoring during excavation and will be extremely costly. Would it be acceptable to provide a temporary pathway around the work area in order to avoid this expense?

4. ANSWER: Yes the contractor may construct a temporary path. The intent was to maintain as much of the existing access as possible throughout construction, however if that will be difficult, we take no issue with providing access via a temporary walkway that avoids the work

(crushed stone, bituminous, etc.).

5. QUESTION: Please clarify note 11 on C3.0 which states Heavy Equipment shall not be allowed to operate over the limits of the sewage disposal system during the course of construction of the systems.

5. ANSWER: This note is to direct the contractor to not operate heavy machinery above the soil absorption system subgrade or any other sewage disposal system components. For instance after the septic tank is backfilled to finished grade, the contractor should not then drive an excavator over the top

6. QUESTION: Note 1, 3/C4.2 States Remove existing organic soil and fill topsoil. Fill

Material witnessed in TP-4 between elevations

52.8+/- and 49.8+/- to be removed and replaced with Title 5 Sand. Excavation of unsuitable soil material shall extend a minimum of five feet laterally in all directions beyond outer perimeter of soil absorption system to the depth of naturally occurring pervious material. Test pit 4 is located in SAS #1. It is impossible to know the extend of the unsuitable soils. For purposes of this bid, should it be assumed that the entire area of SAS #1 will need to be cut to

49.8 and replaced with Title 5 Sand Please advise to what extent undercutting should be assumed.

6. ANSWER: We acknowledges that there is no possible way to confirm the limits of unsuitable soil prior to the start of earthwork for the Soil

Absorption System(SAS). Upon further inspection of the test pit #4 and SAS#1 design, the entire stone trench is lower than the loamy sand layer that runs from 52.8¿ to 49.8¿. No replacement with title V sand is anticipated and the 5-foot over excavation around the perimeter is not needed.

7. QUESTION: Per *NOTE on 3/C4.2 assumptions have bee made about groundwater elevation.

However, note states in part Further testing will be provided at the time of construction to verify that adequate separation is provided. Who will be responsible for the further testing?

7. ANSWER: Groundwater has not been observed in the initial investigation. We will be on-site when the contractor begins excavation on the Soil

Absorption System to confirm that there is adequate separation to groundwater below the soil absorption system.

8. QUESTION: The solicitation lists the period of performance as 283 days from NTP. However, the continuation sheet clarifies that the construction portion of the project must be completed within 90 days. The remaining time period is to allow for the appropriate time of year for seeding. Also, the Eastern Box Turtle

Protection Plan provided in the Summary of Work

01 11 00 states The construction period is estimated to occur from the middle of September

2020 to December 2020. With permitting (if required) and lead time on equipment (custom tanks, pumps, etc) it is unlikely the construction portion of the project can be realistically accomplished within 90 days of the

NTP. In addition, the further the actual start date is move into the winter months, the more likely it is that frozen soils may delay the progress. Is their flexibility in the 90 day requirement?

8. ANSWER: Yes there is flexibility in the 90 day requirement, it can be increased 60 days if needed. But would strongly prefer as close to the

90 day possible.

9. QUESTION: I would like to confirm if the proposal date for this project is Monday 8-31-20 or Friday 9-11-20?

9. ANSWER: The Proposal is due by 3:00 pm EST

10. QUESTION:Do we have to be part of the VETS

4212? Veterans Employment?

10. ANSWER: You will need to register under the

VETS-4212 Reporting if you currently have a

Federal Contract over $150,000.

Once you are awarded a Federal Contract, or you currently have a federal government contract or subcontract worth $150,000 or more, a VETS-4212

Report must be filed between August 1 and

September 30 each year. If a contractor or subcontractor obtains a contract that meets the requirements to submit a VETS-4212 Report, they are required to submit the report within 120 days of obtaining the contract. The obligation to report is on the contractor or subcontractor. If the contractor or subcontractor is unsure of whether to file a report or not they will need to contact the authority requesting that the report be filed for clarification. Generally speaking, this authority is the federal contracting officer

(CO) in charge of awarding a contract.

11. QUESTION:Could you provide a plan holders list?

12. QUESTION:Is there water available onsite to fill the septic tank and pump chamber tank for testing?

12. ANSWER: Yes, we have fire hydrants close by that can be used.

14. QUESTION:What agency will be in charge of the septic inspections?

14. ANSWER: Per Title V section 15.300: ¿Any person owning or operating a facility on which an on site subsurface sewage treatment and disposal system is installed shall be responsible for the inspection and maintenance of, and any necessary upgrades to, the system¿. Therefore is the Parks and the contractors responsibility to make sure it get inspected.

Per the DEP WP-63 Approval Letter ¿The facility served by the system and the system itself shall be open to inspection by the Department and the

Wellfleet Board of Health¿.

15. QUESTION:What is the material of the existing sewer line made of?

15. ANSWER: Record plans indicate that the existing pipes from the Headquarters office building to the septic tank and from the manhole north of the septic tank to the septic tank are

PVC. All others are indicated as vitrified clay.

16. QUESTION:Are turtle sweeps and the turtle biologist not needed after the Oct. 31 date?
