About this file

This document is a Final Report detailing a condition survey conducted on the Fredericksburg & Spotsylvania National Military Park (FRSP) collection. The survey was performed by specialists from the Historic Architecture, Conservation and Engineering Center (HACE) and assessed approximately 100 objects, including firearms, artillery shells, swords, and other historical items stored at the FRSP storage facility and displayed throughout the park.

The report provides detailed condition assessments for each object, categorizing them as Priority 1 (requiring immediate treatment), Priority 2 (needing treatment), or Priority 3 (previously treated or requiring minimal treatment). Several recommendations are made, including submitting a Project Management Information System (PMIS) statement to obtain funding for conservation treatment of Priority 1 and 2 objects, replacing environmental monitoring equipment, implementing integrated pest management, and performing maintenance on outdoor cannon and sculpture displays. The report also summarizes the condition of objects at Chatham Manor and the Fredericksburg National Cemetery.

Introduction

The survey was conducted on August 22-25, 2022, by Karen Fix and Margaret Breuker, both Project Specialists from the Historic Architecture, Conservation and Engineering Center [HACE] of DOI Region 1, and Sarah Freshnock, Graduate Intern from the Winterthur University of Delaware Program in Art Conservation. During the survey they were assisted by Eric Mink, Historian and Cultural Resource Specialist at FRSP, who provided vital wayfinding throughout the park and assistance in locating specific objects in the storage room, as well as key contextual information about the expansive military park.

The purpose of this survey was to observe, document, and record the condition of a group of objects that were chosen by the Fredericksburg & Spotsylvania National Military Park (FRSP) curator. Environmental conditions and pest management practices were also observed and noted.

Most of these objects were stored in the FRSP storage room, with the cannons located throughout the park. Also briefly surveyed were the Chatham Manor House interior and grounds and the Fredericksburg National Cemetery, in preparation for future preservation landscape projects.

Historical Background: The Parks and the Collection

The Fredericksburg & Spotsylvania National Military Park spans numerous locations:

Fredericksburg Battlefield, Chatham Manor, Chancellorsville Battlefield, Wilderness Battlefields and Ellwood Manor, Spotsylvania Court House Battlefield, “Stonewall” Jackson Death Site, and the Old Salem Church (bolded locations were surveyed).

Chatham Manor:

This is an historic slave plantation, home, and grounds which served as a field hospital and a US headquarters during the Civil War and is currently being interpretated with the furnishings of the house as found prior to the Civil War. The home was a private residence until acquired by the National Park Service. The site currently has public exhibition spaces on the first floor and office spaces on the second floor.

The HVAC in the home was replaced approximately 7 years ago, and after recent minor adjustments/repairs appears to be working well. An ELSEC handheld monitor provided a interior reading of 51% RH inside the manor and the RH in Fredericksburg, VA that day was between 42- 76%1. There is a wet fire suppression system actively in use.

FRSP Storage Room:

The storage room is located in a timber frame log cabin structure near other park maintenance buildings within the park. To create a more controlled environment for object storage, as well as to limit alterations to the timber frame building, a structure was built within the timber frame building. The storage facility consists of two areas: one workroom and a secure storage room for the objects. The workroom is accessible by numerous park staff as the HVAC for the building is located there, but object storage is only accessible by three FRSP employees.

Fredericksburg, Wilderness, and Spotsylvania Court House Battlefields:

FRSP has numerous cannons located throughout this park. Most of them are positioned along walking trails or are easily accessed by car. They are labeled on the maps or are listed by position number, being numbered left to right (1, 2, 3…) when facing the cannon’s muzzle.

Fredericksburg National Cemetery:

Located in the town of Fredericksburg, the National Cemetery includes the cemetery surrounded by a historic brick wall, a walking trail along the sunken road, a Visitors Center, and a gift shop.

Within the cemetery there are stone monuments, bronze sculptures, benches, cannons, and metal plaques that are typically under the care of the park facilities staff.

Summary of Survey:

A total of 100 individual objects were surveyed from the FRSP collection. All objects were examined and photographed During examination, all objects were given a treatment priority of 1, 2 or 3 based upon conditions observed. Priority 1 is given to objects whose condition requires treatment before exhibition can take place; they have immediate conservation concerns that need to be addressed before further degradation will occur. Priority 2 is given to objects whose condition is less urgent but still needed; treatment could wait until the Priority 1 objects have received conservation. Priority 3 objects have either previously received treatment, do not require any treatment, or require such little treatment that they may wait until the Priority 2 objects have been treated. Of the objects stored in the FRSP storage room, 41 are Priority 1 status. Eight objects were given Priority 2 status. Fifteen objects were given Priority 3 status.

Thirty of the 100 objects surveyed are positioned throughout the park grounds; these are the large field gun/siege gun/ howitzer/ field rifles. These 30 cannons require varying levels of conservation treatment and ongoing yearly maintenance. Seven of these are Priority 1.

RECOMMENDATIONS

Chatham Manor Objects Overall, the objects exhibited in the manor house appear to be in good condition. The HVAC now appears to be working, however interior storm windows are causing condensation between the storm and wooden sash. In the future, exterior storms should be considered to prevent condensation. Currently the interior environment of the manor is monitored using PEM2 dataloggers. These data loggers have been discontinued and can no longer be purchased for replacement. The following dataloggers should replace all PEM2 loggers:

Indoor HOBO MX1101 Temp/RH Bluetooth $135.00 https://www.onsetcomp.com/products/data-loggers/mx1101 https://www.onsetcomp.com/products/data-loggers/mx1101

If you also want the ability to monitor light levels: $185.00 https://www.onsetcomp.com/products/data-loggers/mx1104

Gateway:

A “gateway” between you and your monitors to remotely collect and access data:

Outdoor:

HOBO MX2301A Temp/RH (onsetcomp.com) HOBO MX2301A Outdoor Temp/RH Monitor $170.00

Solar Shields for Outdoor Monitor:

Solar Radiation Shield (assembled) (onsetcomp.com) MX2300-RS-BRACKET | Onset Data Loggers (onsetcomp.com)

Integrated Pest Management (IPM) Pest traps throughout the house were full and in need of replacement. These traps should be replaced, and the new traps should be monitored once a month, replacing as necessary. Full pest traps attract additional pests as a source of food, which can cause greater pest activity than usual.

Some particular objects in the house were found to need conservation treatment. Fireplace andirons have significant polish residue in recesses that should be removed. The chair in the Morning Room has received significant past conservation treatment but now has new tears and lifted canvas. The chair requires treatment by a furniture/textile conservator. The horsehair couch, also in the Morning Room, has frass and insect carcasses in the recesses of the cushions; it should be vacuumed and assessed for any active pest infestation. Horsehair is particularly enticing for many pests so the couch should be monitored monthly. Pest traps should be placed near the couch to monitor any carpet beetle or moth activity. Finally, the large picture frame in the Surgery Room has losses to the frame and is particularly dirty.

Manor Garden The manor house has a significant outdoor garden sculpture collection that has not been catalogued by the park or the Northeast Museum Service Center (NMSC). Within the garden, there are the following: six (6) lead sculptures, two (2) stone benches, a stone carved well, seven (7) stone urns mounted on the terrace wall, a painted terra cotta Diana (recently treated), a partially painted marble temple with Pan sculpture, ten (10) stone carved pineapples on the brick wall, and a large, half circle round stone bench.

The large, half circle round stone bench is in extremely poor condition. It has numerous large structural breaks, cleaved stone, and extensive surface dirt. All manor garden sculpture require some form of conservation treatment. A PMIS statement should be created where component A requests funds for cataloging, component B carries out a condition survey, and component C provides for the treatment of the objects. The garden sculpture is a significant collection of the park, and is currently being overlooked, https://www.onsetcomp.com/products/data-loggers/mx1104 https://www.onsetcomp.com/products/communications/mxgtw1 https://www.onsetcomp.com/products/data-loggers/mx2301a/ https://www.onsetcomp.com/products/mounting/m-rsa/ https://www.onsetcomp.com/products/mounting/mx2300-rs-bracket

Fredericksburg & Spotsylvania National Military Park 5

FRSP Storage Room Objects:

A PMIS statement for the conservation treatment of Priority 1 and Priority 2 objects should be submitted. These objects will require a conservator to clean, consolidate, repair, and coat metal and wooden objects. Priority 3 objects require dusting with no professional conservation treatment.

Storage:

Most of the firearms are stored vertically in two traditional gun safes. Several of these firearms are fragile and beyond operable, so they should be stored horizontally. While onsite, two of the most fragile firearms were moved to shelves that allowed them to rest in a horizontal position. Objects in both safes should be examined to identify any other firearms that should be stored horizontally.

While examining objects in storage, one shelf (MCS CRO CAR01L UNT03 SHL02) held swords, bayonets, and ramrods. These were separated by rigid board and stacked on top of one another.

This storage method made it very difficult to access the objects and may be damaging to objects stacked below. While it’s understood that storage space is limited, a better solution for these fragile objects should be identified, perhaps using a structural tray or a shelf within the shelf.

IPM:

Within the object storage room there were many dead millipedes on the floor. While no other pest activity was observed, the storage room should be swept every time it is accessed to prevent further pest activity.

Fredericksburg, Wilderness, and Spotsylvania Court House Battlefields:

The bronze cannon tubes are in stable condition but almost all exhibit some corrosive streaking on the undersides where water drips over the sides and the metal is selectively corroded by acid rain.

To prevent this condition from worsening, it is recommended that the bronze be coated with a protective coating of hot wax. Before waxing, the streaks may be evened out to the predominant green color by carrying out a chemical repatination, if desired. A PMIS statement should be submitted to conduct conservation treatment training.

The cast iron tubes are traditionally painted and in need of repainting in almost all cases. Rather than continuing to paint over the extant coating, leaving a disfiguring, lumpy appearance, the remaining paint should be removed before repainting. This is best carried out using paint strippers or a gentle abrasive method air abrasion (e.g., an Ibix Pro-e system) using calcium carbonate or sodium bicarbonate medium. A zinc chromate or zinc phosphate primer should be applied, followed by an oil-based paint meant for outdoor metals. Nearly all cannon carriages are in need of paint removal and repainting, in the same manner as the cast iron tubes. A PMIS statement should be submitted to conduct conservation treatment training.

The following maintenance can be carried out now, separate from any conservation treatment:

1. Use dry plastic scrub brushes or plastic scrapers where necessary to agitate lichen growth to facilitate removal of biological growth on cannon carriages. Do not use metal scrapers. Apply a biological growth removal solution such as D/2 to keep lichen from reforming. Biological Solution I MB Stone Care I D2 Biological Solution https://mbstonecare.com/d-2-biological-solution-gallon/?gclid=CjwKCAjw9suYBhBIEiwA7iMhNGM8DRIteZJWizsLiJYBPExiiMk5AfSuNlFOAzN2WyauZbBsqbQbqxoCMHYQAvD_BwE

Fredericksburg & Spotsylvania National Military Park 6

2. Wash the cannon and carriage with a detergent such as Orvus soap, using soft scrub brush or sponges, rinse thoroughly.

3. Ensure carriage wheels are fully on their pads and no carriage parts are sinking into the ground.

Fredericksburg National Cemetery While onsite, the team utilized Graphic Information System (GIS) mapping to photograph and write general condition notes and treatment recommendations for the large bronze sculptures, stone monuments with bronze sculptures and shot pyramids, cannons, plaques, and benches throughout the cemetery. Most of the bronze sculptures and cannon tubes need to be cleaned and waxed, while some of the sculptures need to be selectively repatinated. Several of the stone monuments need to be cleaned to remove biological growth. Most of the plaques need to be cleaned, some need to be secured on their posts and/or repainted. The benches need to be cleaned and the wood along the seat and backrest needs to be replaced. A more extensive description of these findings and recommendations is included in the report carried out as part of the deferred maintenance cemetery initiative led by Susan Dolan, NPS Park Cultural Landscapes Program Manager, Park Cultural Landscapes Program MAT Project Scoping for Fredericksburg National Cemetery, August 2022.

A PMIS statement should be created with a Component A to provide a more detailed condition survey with recommendation for treatment of these cemetery objects, and a Component B to have a conservator carry out those treatments.
