Hopewell Furnace National Historic Site
Statement of Work
High Density Storage System for Bally Building Collection Storage Facility
1. INTRODUCTION
Hopewell Furnace National Historic Site (HOFU) requires services to plan, furnish, and install rail-supported carriage mounted high-density mobile storage units in the Bally Building Collection Storage Facility.
2. PLACE OF PERFORMANCE
On-site delivery and installation work shall be performed at:
Hopewell Furnace National Historical Site Bally Building Collection Storage Facility 2 Mark Bird Lane Elverson, PA 19520.
3. PERIOD OF PERFORMANCE
Work shall be performed from approximately September 6, 2022 thru March 27, 2023.
3A. PHASE 1
The first phase will be six (6) weeks in duration. During this time the contractor shall prepare final drawings for the carriage mounted high-density mobile storage units on rails that show the fabrication, assembly and installation details onto the existing concrete floor.
3B. PHASE 2
The second phase will be twenty (20) weeks in duration. During this time the contractor shall perform work consisting of fabrication and installation of the rails, carriages and shelving component as per the approved storage system design.
3C. PHASE 3
The final phase will be two (2) weeks in duration. During this time the contractor shall, following installation, NPS inspection, and any corrections (as note in Section 5C), perform verification of the shelving unit alignment and plumb.
4. CONTRACTOR REQUIREMENTS
The Contractor shall have five years of experience in providing the specialized planning, fabrication, and installation of specialized systems designed especially for the protected storage of objects in museum collections. Components shall be procured from a manufacturer with five years of experience that is ISO
9001 certified for the design, production, installation, and service of carriage mounted high-density mobile storage units and support rails. The manufacturer shall furnish a certificate attesting to their ISO 9001 quality system registration. The Contractor shall submit manufacturer's product literature and installation instructions for each type of shelving, track and installation accessory required for the systems.
The Contractor shall provide for services of an installer with five years’ experience who is a manufacturer's authorized representative for the specified products. The installer shall have five years’ experience installing carriages and anchoring shelving units to carriages and all other tasks involved with the designated installation of a carriage mounted high-density mobile storage units on track/rails.
5. SCOPE OF WORK
The Contractor shall provide for the design, supply, and installation of two (2) carriage-mounted high-density mobile storage systems comprised of ten (10) large carriages, three (3) small carriages, two (2) fixed range carriage shelving units, and (3) fixed wide span shelving units. The system shall be configured such that access to any single aisle shall be achieved by manually moving units until the desired aisle space is opened. Mobile storage systems shall be capable of withstanding the effects of earthquake movement when required by applicable building codes.
5A. PLANS AND DESIGN
The Contractor shall prepare final drawings for the complete storage system that show the fabrication, assembly, and installation details onto the existing concrete floor, and indicate verified measurements.
The Contractor shall verify all dimensions before fabrication of the custom components of the system.
The Contractor shall coordinate fabrication and delivery of all parts and coordinate the system fabrication to ensure actual dimensions correspond to established dimensions. Manufacturer’s instructions and recommendations for delivery, storage and handling requirements shall be followed by the contractor.
5B. COMPONENTS
I. RAILS
The Contractor shall provide rails of types selected by the manufacturer to ensure smooth operation and self-centering of mobile storage units during travel without end play or binding. Except where otherwise specified in this document, rail types, quantities and spacing shall be selected by the manufacturer to suit installation conditions and requirements. Rails shall conform to ASTM/AISI Type 1035 or 1045 steel of the manufacturer’s selection; sections shall be provided with minimum lengths of 6 feet.
The Contractor shall lay out rails using full length units to the maximum extent possible; cut lengths shall be used only at ends to attain total length required. The Contractor shall locate and position the rails properly, following dimensions indicated on approved shop drawings. The Contractor shall verify thickness of finished floor materials to be installed and install the rails level 1/16 inch above finished floor surfaces.
The Contractor shall position and support rails so that no movement occurs during grouting, and shall set rails in a full grout bed, completely filling any voids across the entire length of all rails including rail connectors. Contractor shall verify floor level, allowing for a minimum 1/4 inch of grout under high points. Sides shall be trimmed up flush with rails to ensure proper load transfer from rail to supporting floor; using shims in lieu of full grouting is not permitted.
The Contractor shall ensure rails are installed within the following tolerances:
• Variation from true level within any module shall not exceed 3/32 inch.
• Variation from true parallel between adjacent rails shall not exceed 1/16 inch, measured perpendicular to rail direction.
• Variation in height shall not exceed 1/32 inch, measured along any 10 foot rail length.
The Contractor shall verify rail position and level, anchoring rails to structural floor system with anchor type and spacing indicated on approved shop drawings, providing the location and details of all anchorage devices to be embedded in or fastened to other construction.
Rail connections shall provide horizontal and vertical continuity between rail sections, to gradually transfer the concentrated wheel point load to and from adjoining rail sections; butt joints are not permitted in this installation. Rail configuration shall permit attachment to top of structural floor system with provision for leveling rails to compensate for variations in floor surface level. Rails shall have tongue and groove rail joints to maintain wheel contact when carriages move from one rail section to another ensuring smooth load transfer and movement. Rail weight capacity shall be 1,000 lbs. per linear foot of carriage. Minimum rail contact surface shall be 5/8 inch in width.
II. CARRIAGES
The Contractor shall provide manufactured metal carriages measuring as follows:
• Mobile Storage # 1 - Fixed wide span shelving (3 units): (1) 108" x 96" x 30 (2) 108" x 96"" x 30" (3) 108" x 48" x 30"; Mobile carriage (10 carriages total): 40 shelving units - 95" x 42" x 32";
10 shelving units - 95" x 30 x 32"
• Mobile Storage # 2 - Fixed shelving units (2 total): 97" x 42" x 18"; Mobile Carriage (3 carriages total): 6 shelving units - 97" x 42" x 36"
Carriages shall consist of a formed structural steel frame fabricated of welded steel construction; galvanized structural components and/or riveted carriages are unacceptable. Spliced or welded joints shall be fully welded to ensure no permanent set or slippage when exposed to nominal operating forces. All connections shall be concealed so bolts are not visible. Carriage components shall be fabricated to ensure no more than 1/4 inch maximum deviation from a true straight line over a 42 inch shelf. Carriages shall allow the shelving uprights to recess and interlock into the carriages with variation of recess into carriage < 1” allowed with top mount carriages acceptable. Carriage surfaces, assemblies, end panels, and accessible ends of the units shall be surfaced with the manufacturer’s powder coat paint finish; color samples shall be provided to the COR at the time of submission of final system drawings.
A. MOBILE
The Contractor shall provide mobile carriages with machined and balanced wheels riding on steel rails attached to the concrete slab. Multiple carriage units shall be fastened together to form movable bases. Each carriage shall have two wheels per rail. The Contractor shall ensure that all wheels track properly and centering wheels are properly seated on centering rails. Carriages shall use roller guide bearings or double flange wheels to guide precisely and maintain carriage alignment on rails. Wheels shall be precision machined and balanced units with permanently shielded and lubricated bearings. The carriage/rail system shall provide uniform carriage movement along the total length of travel, even with unbalanced loads.
B. FIXED
The Contractor shall provide two (2) fixed shelving units of the same construction as the movable carriages on Mobile Storage #2, anchored to rails; and three (3) fixed shelving units on Mobile Storage #1, anchored setting directly on platform is acceptable. Where required, the Contractor shall provide bolted carriage splices to maintain proper unit alignment and weight load distribution. The Contractor shall position fixed carriage units to align with movable units.
III. SHELVING
Shelving units installation shall follow the layout and details shown on the approved drawings and manufacturer's printed installation instructions.

The Contractor shall position shelving units level and plumb placed at the proper location relative to adjoining units and related work following approved drawings for fabrication and install of system components. Shelving units shall be permanently fastened to fixed and movable carriages with vibration-proof fasteners, reinforced to withstand movement stresses and stabilized following the manufacturer's written instructions.
IV. DRIVE SYSTEM
A line-shaft drive system shall be designed with a positive type mechanically-assisted drive which minimizes end play and shall also ensure that no play over the entire length of that assembly or in the drive handle. The shaft shall be a solid steel rod or tube and the shaft connections shall be secured couplings.
The drive system shall prevent carriage whipping, binding and excessive wheel/rail wear under normal operation, and those carriages stop without drifting. Drives shall move front and rear simultaneously; the drive system for each movable carriage shall ensure that carriages move uniformly and evenly along the total length of the track/rail and across the length of the carriages even with unbalanced loads. All bearings used in the drive mechanism shall be permanently shielded and lubricated. The drive systems shall provide mechanical assistance with units capable of being moved with minimal exertion on the operating wheel.
V. FLOORING
Finished flooring materials of plywood subfloor with laminate floor covering shall be provided within the system installation area, to include all areas between rails, under all carriages, and access ramp(s).
VI. WARRANTY
Contractor shall warrant the installed system against defects in materials and workmanship for a period of five (5) years from date of acceptance by the Contracting Officer and the Contracting Officer’s Representative. A written warranty shall be executed by the Contractor agreeing to repair or replace units which fail in materials or workmanship within the established warranty period.
5C. POST INSPECTION CORRECTIONS
Following inspection by the COR, the Contractor shall make corrections to defects in materials and workmanship following all applicable manufacturer’s instructions. The Contractor shall remove components which are chipped, scratched, or otherwise damaged and which do not match adjoining work. These components shall be replaced with new matching units, installed as specified and in a manner to eliminate evidence of replacement within two weeks.
5D. SITE CARE
The Contractor shall note the historical significance of the Hopewell Furnace National Historic Site within which a portion of the work shall be performed. Because of the historic nature of this site, all aspects of the work described in this document shall be carried out with an emphasis on preserving and protecting the property. It shall be incumbent upon the Contractor’s staff to take the necessary precautions to protect, preserve and prevent damage to the historic structures and natural surroundings of the site.
The Contractor shall maintain the project in a neat, orderly, and safe condition at all times. The Contractor shall provide containers for collection and disposal of waste and trash resulting from the work and dispose of waste and trash legally at public or private dump areas beyond Park boundary. If a dumpster is needed, the COR shall be consulted and have final approval of dumpster location.
Upon completion of work, the Contractor shall remove all work related surplus materials, rubbish, and debris and leave areas of installation in a neat, clean condition.
5E. TRAINING AND DOCUMENTATION
The Contractor shall demonstrate installed equipment and features with NPS Curatorial and maintenance personnel in attendance. The training session shall include lecture and demonstration of all maintenance and repair procedures that end user personnel would normally perform.
The Contractor shall provide park Curatorial and Maintenance staff with instruction, maintenance specifications and user manuals for the installed compacting aisle storage system. The information shall be submitted in PDF format for inclusion in the National Park Service required Housekeeping Manual for collection storage areas.
These materials shall include operating and manufacturer’s maintenance instructions and procedures, parts inventory listing, purchase source listing, emergency instructions, and related information for all installed work including the method and frequency of actions recommended for maintaining optimum condition in the storage room environment; information shall also be provided on precautions against the use of materials and techniques detrimental to the finishes and performance of the storage system.
5F. QUALITY AND WORKMANSHIP
The Contractor shall provide for a quality of materials and workmanship which meets or exceeds established industry standards for the requited system, components, and installation. All components and accessories shall be adjusted to provide smoothly operating, visually acceptable installation free of chipped, scratched, or otherwise damaged units.
