Vendor Question: In the separate SOW, it says the DOI wants 168 units of Kit #1 (Patrol Kit) but on pages 2 and 4 of the solicitation, it requests 160.
Government’s Response: DOI requests 160 units of Kit#1. The number 168 is a misprint.
Vendor Question: I’m not clear on the Option Kit #1 - - If the DOI orders 1, I believe the price would be very different than the price for a higher quantity. Perhaps you should do ranges, like 1 to 10; 11-20; 21-30; etc. (or wherever the manufacturer offers a price break). Shipping would also be different.
Government’s Response: CLIN 0050 will be used only if there is funding remaining for the purchase of additional rifles above the 160 requested in the solicitation. The Government is aware that the proposals may come in higher than the available funding and the numbers may have to be adjusted.
Vendor Question: On page 4, should CLIN 00030, Kit 3, include the descriptor of semi-automatic?
Government’s Response: Due to this line item being the Personal Defense Weapon (PDW) the term semi-automatic was not added, but the semi-automatic function is called out multiple times in the SOW.
Vendor Question: I think there is some training missing from CLIN 00040 on page 5 or maybe CLIN 00050 is mislabeled? CLIN 00040 is for the train-the-trainer instruction for 15 USPP instructors. But where is the one session of manufacturer-approved armorer certification/training to 15 USPP armorers? Further, the DOI wants a “per person” rate? What if someone gets sick and there are only 14 attendees? Does that mean you’d only get paid for 14? This should be per Lot with up to 15 attendees.
Government’s Response: CLIN 00040 should say the "the vendor shall provide one session of train the trainer, and one session of armorers training to 15 USPP Firearms instructors. These courses should occur concurrently." If an employee gets sick and is unable to attend the scheduled course the USPP will still pay for their seat or fill it with another student.
Vendor Question: On page 18, the Additional Criteria column states: “The (weapon mounted) light shall carry a lifetime manufacturer warranty excluding batteries and bulbs”. This conflicts with the requirement in the SOW that all products have a one-year warranty. Further, what is the definition of “lifetime” when used in by law enforcement? And is this warranty for manufacturer defects or for absolutely anything that breaks for any reason? If the manufacturer doesn’t offer a lifetime warranty, we’ll need to specifically ask for one.
Government’s Response: The vendor shall warrant all products to be free of defects for 1 year. Additionally, the weapon mounted light should carry a lifetime manufacturer warranty from the manufacturer. Example "free of defects for a lifetime of use except for batteries, bulbs, abuse and normal wear." The definition of lifetime is the same for Law Enforcement as it is for a normal purchase. If the manufacturer doesn't offer a lifetime warranty, then one will need to be provided. As stated in the Statement of Work paragraph 3.34 “Performance shall be equal to or better than Streamlight Protac Rail Mount 2 Long Gun Light (080926-88059-7)” This stream light carries an acceptable lifetime warranty.
