United States Park Police
Rifle Acquisition
Statement of Work
1. Overview:
1.1 This requirement is for the procurement of rifles and related accessories as well as training related to this equipment in support of the mission of the United
States Park Police (USPP).
1.2 The USPP is the oldest uniformed federal law enforcement agency in the United
States. It is a full-service law enforcement agency with responsibilities and jurisdiction in those NPS areas primarily located in Washington, D.C., San
Francisco, CA, and New York, NY as well as certain other federal lands. In addition to performing the normal crime prevention, investigation, and apprehension functions of an urban police force, the USPP is responsible for policing many well known monuments and memorials in the United States. The agency also provides protection for the President of the United States, the
Secretary of the Interior, and visiting dignitaries. The USPP is a unit of the
National Park Service (NPS), which is a bureau of the Department of the
Interior (DOI). The USPP currently has approximately 400 rifles and submachine guns in service. These weapons range in age, make, model, and operating system as do their accessory components. Many are beyond their useful service life. The goal of this acquisition is to replace a substantial portion of the agency’s rifle and submachine gun inventory with modern and consistent rifles and accessory equipment. The USPP intends to establish three specific
“kits” to issue to officers dependent on their assignment. Kit #1 (Patrol Kit) will be issued to patrol officers. Kit #2 (SWAT Kit) will be issued to Special
Weapons and Tactics (SWAT) officers. Kit #3 (Protection Kit) will be issued to protection detail officers. The USPP intends to purchase 160 units of Kit #1
(Patrol Kit), 45 units of Kit #2 (SWAT Kit), and 8 units of Kit #3 (Protection
Kit).
2. Scope:
2.1 The intent of the USPP is to contract for rifles and associated accessory equipment as well as training related to this equipment. This statement of work delineates the required performance and technical specifications for those items.
2.2 The vendor shall provide additional administrative and logistical support, including but not limited to customer service support, shipping and handling
(FOB destination), and invoicing/payment support.
3. Technical Requirements
3.1 Kit Overview
The USPP intends to establish three distinct “kits” to issue to officers dependent on their assignment. A brief overview of the kits is below. Complete technical specifications follow.
3.1.1 Kit #1 (Patrol Kit) will be issued to patrol officers. The kit will include a semi-automatic rifle, black in color, with red dot sight, rifle sling, weapon light, carrying case, maintenance/cleaning kit, and four magazines.
3.1.2 Kit #2 (SWAT Kit) will be issued to SWAT officers. The kit will include a fully automatic rifle, olive drab green in color, with red dot sight, rifle sling, weapon light, carrying case, maintenance/cleaning kit, and four magazines.
3.1.3 Kit #3 (Protection Kit) will be issued to Protection Detail officers. The kit will include a semi-automatic Personal Defense Weapon (PDW) rifle, black in color, with red dot sight, rifle sling, weapon light, carrying case, maintenance/cleaning kit, and four magazines.
3.2 General Requirements
3.2.1 The vendor shall not make any alterations or substitutions without prior notification and written approval by the COR.
3.2.2 The equipment described herein is for use in all environmental conditions, including when discreet carry and/or maximum concealment is required. All components shall function reliably in all weather and environmental conditions common in the contiguous United States.
3.2.3 Except as noted, all accessory components shall be mounted to the rifle as described herein. Each rifle shall arrive in its case with magazines and cleaning/maintenance kits in the pockets of the case ready for issue to an officer.
3.3 Place of Manufacture
All firearms and optics shall be manufactured in the United States of America.
3.4 Caliber
The rifle shall be chambered in accordance with current U.S. Military specifications for 5.56 x 45mm (STANAG 4172). It shall function with assorted ammunition ranging in weight from 55 to 77 grains (to include all ammunition conforming to SAAMI Z299.4 – 2015 and STANAG 4172) as well as frangible ammunition.
3.5 Condition
All rifles shall be of new manufacture in serial production at time of submission. Rebuilt, overhauled, remanufactured, "seconds," or any condition other than new will not be accepted.
3.6 Manual of Operation
The rifle shall be commercially available and exhibit a ‘manual of operation’ consistent with the existing/legacy AR15/M-16 family of weapons.
3.7 Ambidextrous Controls
The fire control selector, magazine release, bolt catch, and charging handle are required to be ambidextrous. All controls shall be operable, without modification or alteration, by a right or left-handed user firing with the right or left hand.
3.8 Finish
All external metal parts of the rifle shall have a dark subdued, rust/corrosion resistant finish. The finish shall be unaffected by commercially available gun cleaning solvents used in heated ultrasonic cleaning tanks. Flaking, peeling, blotching, etc. of the finish is unacceptable.
3.8.1 Kit #1 (Patrol Kit) rifles shall be black in color.
3.8.2 Kit #2 (SWAT Kit) rifles shall be olive drab green in color.
3.8.3 Kit #3 (Protection Kit) rifles shall be black in color.
3.9 Weight
The rifle shall be weighed with supplied folding back up sights. The rifle shall be weighed without the red dot sight, weapon mounted light, magazine, and sling.
3.9.1 Kit #1 (Patrol Kit) rifles shall be no heavier than 7.5lbs.
3.9.2 Kit #2 (SWAT Kit) rifles shall be no heavier than 7.5lbs.
3.9.3 Kit #3 (Protection Kit) rifles shall be no heavier than 6.5lbs.
3.10 Barrel Length
Barrel length shall be measured without a muzzle device.
3.10.1 The barrel length for Kit #1 (Patrol Kit) shall be between 12” and 13”.
3.10.2 The barrel length for Kit #2 (SWAT Kit) shall be between 12” and
13”.
3.10.3 The barrel length for Kit #3 (Protection Kit) shall be between 7.5” and
8.5”.
3.11 Twist Rate
The twist rate shall be between 1 turn in 7” and 1 turn in 8” with a right-hand twist.
3.12 Operating System
The rifles shall utilize a short-stroke gas piston system.
3.13 Adjustable Gas Block
3.13.1 The gas piston system of Kit #1 (Patrol Kit) shall be equipped with a two-position adjustable gas block to compensate for the added back pressure of operating the rifle with a suppressor. This gas block shall be easily adjusted between suppressed and not suppressed without the use of tools.
3.13.2 The gas piston system of Kit #2 (SWAT Kit) shall be equipped with a two-position adjustable gas block to compensate for the added back pressure of operating the rifle with a suppressor. This gas block shall be easily adjusted between suppressed and not suppressed without the use of tools.
3.13.3 The gas piston system of Kit #3 (Protection Kit) shall not be equipped with an adjustable gas block.
3.14 Barrel
The barrel shall be cold hammer forged. The barrel shall be free of cracks, seams, and other defects as determined by ASTM E1444 testing. The entire interior and exterior of the barrel shall have a corrosion resistant nitride coating or approved equivalent. The bore and chamber shall be free of pockets, rings, bulges, and other deformations as determined by ASTM E1444 testing. The bore and chamber shall be chromium plated, or of equivalent corrosion resistance. Any coating in the chamber and bore shall be free of nodules, flaking, pits, stripping, anode burrs, and evidence of etched base steel as determined by ASTM E1444 testing. Burrs and sharp edges shall be removed from the chamber edges, and bolt locking lugs.
3.14.1 The barrel of Kit #1 (Patrol Kit) and Kit #2 (SWAT Kit) shall have a minimum service life of 10,000 rounds.
3.14.2 The barrel of Kit #3 (Protection Kit) shall have a minimum service life of 8,000 rounds.
3.15 Muzzle
The muzzle of the barrel shall have a thread size of ½” x 28 tpi. The muzzle shall be equipped with a thread on flash hider device that is removable with standard armorer tools. The flash hider shall have no downward facing port to eliminate dust issues when shooting in the prone position. Performance shall be equal to or better than Yankee Hill Machine Flash Hider Phantom 5C2
Aggressive ½”x28 tpi (YHM-28-5C2) and approved by the COR.
3.16 Backup Sights
Metal folding front and rear backup sights shall be included and installed on the rifle. The sights shall be a folding locking type, capable of being locked in both the up and down positions (lever lock, friction lock, spring detent etc.).
When utilizing the backup sights, they shall be viewable through a commercially mounted red dot optic. Sights must remain locked in the desired position (up or down) while firing the rifle. Sights shall have a non-reflective coating.
3.16.1 Front Sight
The front sight shall be mounted at the front of the weapon at the
12:00 o’clock position at the muzzle end of the rail system on the hand guard. The front sight shall be a post profile type, adjustable for elevation as part of operator zeroing procedures. The profile of the sighting portion of the post shall be .050 to .075 inches in thickness. Performance shall be equal to or better than LWRC
International Skirmish BUIS (U07-0294A01) and approved by the
COR.
3.16.2 Rear Sight
The rear folding sight must offer a small aperture and a larger aperture. The folding rear sight must fold down flat after either the small or large aperture is selected. The rear sight shall be an aperture type, adjustable for windage and elevation as part of operator zeroing procedures. The rear sight shall be mounted at the
12:00 o’clock position near the butt end of the rail system. The folding rear sight must clear the rear focus ring of the USPP issued
Leupold VX-R optic (model 111231) mounted in the LaRue
Tactical LT104 mount. Performance shall be equal to or better than LWRC International Skirmish BUIS (U07-0295A01) and approved by the COR.
3.17 Bolt Carrier Group
The bolt carrier in the rifle shall have a corrosion resistant nitride, hard chrome, nickel boron, or approved equal coating. The bolt shall also have a corrosion resistant nitride, hard chrome, nickel boron, or approved equal coating. The bolt carrier and the bolt do not need to have the same coating.
3.18 Bolt Hold-Open Device
The rifle shall be equipped with a magazine activated bolt hold open device.
The bolt hold open device shall also be capable of being activated manually by the operator. When the bolt hold open device is activated by the magazine follower and the magazine is subsequently removed, the bolt shall remain in the rear or open position. When the bolt is in the rear or open position and a full magazine is inserted, the bolt shall remain in the rear or open position until the operator manually activates the bolt release. When the bolt catch is released, the bolt shall return to the battery position. Upon release, the bolt shall strip a round from the loaded magazine and load it into the chamber.
3.19 Buttstock
3.19.1 The buttstock for Kit #1 (Patrol Kit) and Kit #2 (SWAT Kit) shall meet the following specifications. The buttstock shall be quickly adjustable for length of pull without the use of any tools. The buttstock shall have, at minimum, a total of six positions, including fully extended and fully collapsed. The butt stock shall have some type of non-slip coating/material at the point where it contacts the shooter’s shoulder. Performance shall be equal to or better than Magpul CTR
Carbine Stock-Mil-Spec (MAG310) and approved by the COR.
3.19.2 The buttstock for Kit #3 (Protection Kit) shall meet the following specifications. The buttstock shall be quickly deployable to the fully extended position without the use of any tools. The buttstock shall only have two positions, fully collapsed and fully extended. The buttstock shall collapse to less than 4” from rear of the upper receiver and lock in the collapsed position.
3.20 Charging Handle
The charging handle shall be situated in the upper receiver. The charging handle shall not reciprocate with the bolt when the weapon is fired. The charging handle shall be capable of being operated with one hand while the shooters other hand is grasping the pistol grip or forend. The charging handle shall be capable of being manipulated with either the left or right hand without reaching over/under the weapon (ambidextrous).
3.21 Fire Control Selector:
The fire control selector shall be ambidextrous in design and be a single lever paddle mounted on the side of the receiver, adjacent to the rear pistol grip, thereby not requiring the shooter to significantly break their firing grip when actuating. The fire control selector shall be a rotary type and shall have two positions for safe and semi-automatic or three positions; safe, semi-automatic and automatic depending on the variant (semi-automatic for Kit #1 and Kit #3, fully automatic for Kit #2). The fire control selector shall rotate manually without binding from one position to another when the hammer is cocked. The selector shall remain in place in each position by a perceptible spring detent load until manually moved. With the hammer cocked, when the selector is placed in the "SAFE" position, it shall prevent the trigger from releasing the hammer so that the weapon is incapable of being fired. When the selector is placed in the "SEMI AUTOMATIC" position, it shall have a disconnect, so that the weapon is capable of semiautomatic fire only (one shot with each pull of the trigger). If applicable, when the selector is placed in the "AUTO" position, the weapon shall be capable of automatic fire (continuous firing until the trigger is released or all cartridges are expended).
3.22 Forend/Handguard:
The weapon shall have a modular free-floating handguard assembly with functional/configurable rail space. The handguard assembly shall have MIL-
STD-1913 Picatinny rail running the entire length of the handguard at the
12:00 o’clock position. The handguard shall extend over the gas block. Two rail segments with 9 MIL-STD-1913 picatinny slots and two rail segments with 6 MIL-STD-1913 picatinny slots shall be included to mount weapon accessories (vertical grip, etc). These additional rail segments shall be included with each kit but not ship attached to the rifle. When assembled to the weapon, the uppermost rail of the free-floating handguard assembly shall align and be at the same height as the rail on the receiver. The Picatinny rail running along the 12:00 o’clock position must be capable of mounting vendor supplied folding back up iron sights and the USPP issued Dual Beam Aiming
Laser (DBAL). A one-piece receiver/handguard assembly is acceptable as long as the barrel is free-floating, the above rail positioning interfaces are present, and the piston system is accessible to the user without the use of tools. Textured rail covers shall be installed along the handguard where accessory equipment is not mounted. Rail panel performance shall be equal to or better than LWRC International Rail Panels (200-0103A01) and approved by the COR. Rail sections shall be equal to or better than LWRC
International Rail Section Kit 3 Hole (200-0021A01) and Rail Section Kit 2
Hole (200-0033A01) and approved by the COR.
3.22 Lower Receiver Markings
The lower receiver shall have a permanently affixed plate, label, or laser-etching displaying a manufacturer, model/variant, and unique serial number.
3.23 Magazine Well
The weapon magazine well shall be compatible with the standard NATO
STANAG 30 round M16 series magazines, the USPP issued Magpul (Gen 2 and Gen 3) PMAG 30 Magazine, and the USPP issued Lancer AWM magazine. The magazine shall be capable of being inserted directly into the magazine well by the operator with one hand without any "rocking" type motion.
3.25 Magazine
The magazine should reliably feed all types of 5.56x45mm ammunition. Four
30 round magazines shall be included with each kit. The magazine shall be primarily polymer construction. Magazines shall be black in color. It is preferred that the magazine be equipped with a metal feed lip assembly.
Performance shall be equal to or better than Lancer L5AWM 30 (999-000-
2320-03) and approved by the COR.
3.26 Magazine Release
The magazine release shall securely retain the magazine in the magazine well.
The magazine release button shall be spring loaded, and the design of the receiver shall provide some shielding against inadvertent activation when placed against the standard USPP uniform and/or body armor. The activation of the magazine release button shall be accomplished with minimum effort by the operator with only one hand. The magazine release shall be capable of operation from the left and right side of the rifle (ambidextrous).
3.27 Mode of Fire
Kit #1 (Patrol Kit) and Kit #3 (Protection Kit) shall function in a semi-automatic mode of fire only (one shot per trigger pull). Kit #2 (SWAT Kit) shall function in both semi-automatic and fully automatic modes of fire.
When the fully automatic mode of fire is selected the weapon shall continue firing until the trigger is released or all cartridges are expended.
3.28 Pistol Grip
The pistol grip shall be securely attached to the lower portion of the receiver and shall not interfere with the operation of the selector lever. The pistol grip shall be coated in a rubberized texture. Performance shall be equal to or better than Magpul Moe+(MAG416) or approved equal and approved by the COR.
3.29 Red Dot Sight
The weapon shall be equipped with a detachable red dot sight. The red dot sight shall be no longer than three inches in length. The objective lens shall be no larger than 30mm. The sight shall contain an LED projected red dot.
The red dot shall be no larger than two MOA. Adjustment shall be a ½ MOA per click. A circle/dot reticle is acceptable. The sight shall have a manual brightness adjustment knob or buttons that have at least one night vision setting. The red dot sight shall be mounted to the top of the upper receiver on the Picatinny rail in a manner that allows absolute co-witnessing of the backup sights. The sight shall be powered by a lithium 2032 or similar coin type battery. The sight shall have a minimum of 25,000 hours of battery life at the lowest brightness setting. Batteries shall be included. The red dot sight shall be weather resistant with a rating of at least IPX7. The sight shall be equipped with flip open lens covers that remain attached to the sight when open.
Performance shall be equal to or better than Trijicon MRO (MRO-C-2200005) with Trijicon MRO Cover (AC31021) and approved by the COR.
3.30 Sling Mounts/Swivels
The weapon shall be supplied with means to mount a sling to the rear area of the receiver or the buttstock and the forend/handguard via quick-detach sling swivels. The sling mounting/attachment point(s) on the forend/handguard shall be located at the 9:00 o’clock position. If the attachment point is not relocatable, for left hand users, a second attachment must be located at the
3:00 o’clock position. The sling attachment points will be rotation-limited quick-detach cups to allow interface with quick-detach push button swivels.
Performance shall be equal to or better than LWRC International QD Swivel
Sling Mount (200-0129A01) and approved by the COR.
3.31 Sling
The weapon shall be equipped with a two-point sling. The sling shall consist of 1-¼ inch nylon webbing. The sling shall have a spring loaded or friction type quick adjustment capability that shall be easily manipulated with the shooters non-dominant hand. Once adjusted, the sling adjustment mechanism shall not slip from its position. The sling shall be attached to the weapon with quick-detach push button 1-¼ inch sling swivels as needed. The sling shall be black in color. Performance shall be equal to or better than Blue Force Gear
Vickers Push Button Sling (VCAS-PB-125-AA-BK) and approved by the
COR.
3.32 Trigger
The trigger shall hold the hammer in the cocked position until the trigger is pulled. After partial or complete trigger pull, the trigger shall return to its normal forward positions (cocked and un-cocked) under spring action. The trigger pull shall not measure less than 5.5 pounds, nor more than 8.5 pounds, regardless if the fire selector is set on semi or full-automatic fire. The trigger shall have a smooth face, cannot be wider than the trigger guard, and shall be the only control inside the area enclosed by the trigger guard. No other controls (bolt catch/release, magazine/catch release, etc.) inside the area enclosed by the trigger guard are acceptable. The trigger guard area shall have sufficient room to operate the trigger with a gloved hand. Any design requiring the operator to manipulate/modify the trigger guard to meet this requirement is not acceptable.
3.33 Upper Receiver
The weapon shall be equipped with a MIL-STD-1913 Picatinny attachment rail on the top of the receiver for mounting of optics, backup sights, lasers, etc.
3.34 Weapon Mounted Light
The weapon shall be equipped with an LED weapon mounted light. The weapon mounted light shall be capable of attaching to the forend/handguard via MIL-STD-1913 rails. The light shall be powered by no more than two
CR123 three-volt batteries. The batteries must be able to be changed without use of a tool. The LED weapon mounted light shall output at least 600 lumens for a minimum of 2 hours. The light shall output visible “white” light. The weapon light shall have a momentary and constant on feature. The light shall come equipped with a push button tail switch and a remote pressure pad switch. The remote pressure pad switch shall be mounted to the handguard rails via included hardware at the 9:00 o’clock position. It shall not be attached using adhesives, hook and loop style fasteners, zip ties, etc. If the supplied weapon light has multiple light output settings, the desired setting must be kept. No weapon light that switches through modes upon every activation will be acceptable. The weapon light shall be weather resistant with a rating of at least IPX4. Rifles shall ship with the weapon mounted light mounted between the 1:00 o’clock and 2:00 o’clock position. The light shall carry a lifetime manufacturer warranty excluding batteries and bulbs.
Batteries shall be included. Performance shall be equal to or better than
Streamlight Protac Rail Mount 2 Long Gun Light (080926-88059-7) mounted on LWRC International Picatinny Mount Kit (200-0132A01) and approved by the COR.
3.35 Carrying Case
The rifle shall be equipped with a padded carrying case capable of storing the rifle with the stock fully extended, a 30 round magazine inserted into the magazine well, and all accessories (red dot sight, weapon mounted light, sling, etc.) attached. The rifle carrying case shall have some type of external carry handle and a shoulder strap. The case shall have pocket(s) to store four 30 round magazines and a cleaning/maintenance kit.
3.36 Maintenance/Cleaning Kit
Each kit shall be equipped with a maintenance kit. The maintenance kit shall include any parts, tools, and supplies necessary for conducting manufacturer recommended cleaning, lubrication, and maintenance up to 5,000 rounds
(lubricant, solvent, cleaning patches, and cleaning rags not required).
3.37 Lock
Each kit shall be equipped with a locking device compliant with 18 U.S.C. §
921(a)(34)(A). A cable style lock is preferred.
3.38 User/Owner’s Manual
Each kit shall be equipped with a printed User/Owner’s manual.
4 Training
4.1 Instructor Level Use/Care Training
The vendor shall provide one session of instructor, or train the trainer, level training to 15 USPP firearms instructors. This course shall cover operator level field stripping, cleaning, and maintenance procedures as well as the use of all unique weapon features. All instructors are trained AR15 style rifle instructors. The focus of the class shall be unique features of the rifle and accessories. The course shall include zeroing procedures for the red dot sight and back up iron sights. This is not a live fire course. The course will take place at the USPP Anacostia Operations Facility in Washington, DC. USPP will provide the classroom with standard computer/projector equipment. The vendor shall provide a course outline or syllabus within 30 days of contract award for review/approval by the COR. The course shall be scheduled to occur approximately 90 days from award at a date/time agree upon by the
COR. This shall occur concurrently with the initial delivery of weapons kits
(see section 5.0). The initial shipment of weapons will be utilized for this class.
4.2 Armorer Certification
The vendor shall provide one session of armorer certification/training to 15
USPP armorers. The course will take place at the USPP Anacostia Operations
Facility in Washington, DC. This course must be the manufacturer approved armorer’s course. The vendor shall supply all weapons, tools, parts, and any other items necessary for this course. Each student shall receive a printed text containing materials covered during the course. USPP will supply a classroom with desks/tables and a computer/projector. This course shall take place concurrently with the Instructor Level Use/Care Training Course (see
Section 4.1) for a total of 2-3 training days between both courses.
5 Shipping
5.1 Location
All shipments shall be delivered to the USPP Anacostia Operations Facility in
Washington, DC. (United States Park Police, 1901 Anacostia Drive, SE, Washington, DC 20020, ATTN: Sgt. Carl Hiott). The vendor must call Sgt.
Hiott at 202-510-2437 to schedule a delivery date/time 48 hours in advance.
All shipping shall be Freight on Board (FOB) Destination.
5.2 Schedule
Shipments shall arrive according to the following schedule.

5.3 Packaging/Labeling
5.3.1 Material shall be packaged, packed and marked for shipment in such a manner that will ensure acceptance by common carriers and safe delivery at destination.
5.3.2 Pallets and associated packaging, when used for shipping, shall be fully enclosed or wrapped.
5.3.3 Shipment specific packing slips shall contain the delivery order/task order number, and a numerically ordered list of serial numbers identified by make/model for all serialized devices included in that shipment.
6 Administrative Requirements
6.1 Quality Control (QC) and Quality Assurance (QA)
6.1.1 No changes in design of any weapon or accessory shall take place without prior approval of the COR.
6.1.2 Weapons and accessories which fail any portion of the vendor’s
(including manufacturers’) QC processes shall be rejected and not shipped. No further attempts shall be made to correct or otherwise remediate a weapon or accessory which has failed any portion of the QC testing, for purposes of delivery.
6.1.3 The USPP may conduct periodic random Quality Assurance (QA) testing of weapons and or/accessories produced, to ensure items meet performance requirements for which the contract was awarded.
6.1.4 QA may or may not be conducted by USPP personnel at a USPP owned facility.
6.1.5 Weapons and/or accessories which fail QA testing may be sent back to the vendor, at no cost to the USPP, and replaced with an equal amount of new supplies. If a second or subsequent failure
(for the same test) occurs within the same batch, this will be considered a batch failure. The vendor shall be notified by the
COR, in writing, of the nature of the failure, defect, or deficiency and the vendor shall replace the entire batch at no cost to the
USPP.
6.1.6 Vendor shall take corrective action within seven (7) calendar days of written notification of any non-conformance. Corrective action shall include shipping of replacements for all defective, deficient, or suspect weapons and/or accessories. The vendor shall also provide a written failure analysis plan to the COR within 7 calendar days of written notification. A completed failure analysis report, to include preventative measures, shall be submitted to the
COR within 60 calendar days of notification of non-conformance.
6.2 Warranties
6.2.1 Vendor shall warrant all products contained in this contract to be free of defects within one year of acceptance by the USPP. Vendor further warrants that the product conforms to all applicable requirements as outlined within this Statement of Work, and guarantees that the product will maintain useful shelf life under reasonable storage conditions for a period of five (5) years from the date of product acceptance.
6.2.2 The vendor shall provide to the COR a single point of contact
(including name, phone number, and email address) who will handle all warranty claims occurring under this contract.
6.2.3 The vendor shall utilize FEDEX, UPS, or other trackable shipping service for all warranty shipments to the government. Ground service may be used for return shipping. Exemptions may be authorized by the COR on a case by case basis. All shipping charges associated with warranty claims (both to and from the
Government) shall be the vendor’s responsibility.
6.3 Vendor Performance Conferences
Within 30 days of contract award, the vendor shall host a pre-production meeting telephonically.
6.4 Media Statements
All press statements and releases related to the contract shall receive advanced written approval by the Contracting Officer (CO) and Contracting
Officers Representative (COR).
