14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

The purpose of Amendment 1 is to make the following changes:

1. Incorporate the Revised Statement of Work (SOW) as Attachment 1, dated 07/21/2023, 4 pages.

2. Provide RFI Answer Sheet as Attachment 8, dated 07/21/2023, 4 pages.

3. Incorporate by reference the provision, Brand Name or Equal (Aug 1999).

4. Update the period of performance to 120 days after contract award, see revised SOW.

5. Update the evaluation methodology, see page 2 of this amendment.

6. Extend the solicitation to 12:00 pm Pacific Time on July 31, 2023 (3:00 pm Eastern Time).

All other terms and conditions remain unchanged.

Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

This amendment changes the following provision from:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Award of any contract resulting from this solicitation will be made to the responsible offeror whose offer, conforming to the solicitation will be based on best value to the Government, cost or price and other factors considered.

Award will be made in accordance with FAR Part 13 to the offeror that provides the lowest price offer that meets the technical specifications.

All offers will first be checked for compliance, then sorted by price. Offers will then be checked for technical acceptability, starting with the lowest priced offer. Once an offer is found to be technically acceptable, no other offers will be reviewed.

1. Price Factor and Evaluation Methodology Price Reasonableness. Offer should be sufficiently detailed to demonstrate their reasonableness and affordability. The burden of proof for credibility of proposed prices rests with the Offeror. Any pricing that is deemed unreasonable may be evaluated as unacceptable.

2. Technical Factors and Evaluation Methodology The following explains the ratings that will be used:

Rating Description

Acceptable Quote meets all requirements of the solicitation as specified in the scope of work and delivery schedule.

Unacceptable Quote does not meet requirements of the solicitation, and, thus, contains one or more deficiencies. Quote is unawardable.
