STATEMENT OF WORK

National Park Service Solicitation Number: 140P2123Q0161

Revised 07/21/2023

1. BACKGROUND AND OBJECTIVES

The primary objective for this project shall be to replace select HVAC equipment at the Historic Preservation Training Center’s (HPTC) Operations Facility located at 106 Commerce Street, Frederick, MD 21701. The Operations Facility is home to the HPTC trade section’s offices, warehouse, and woodworking shop. The HVAC equipment being replaced is Air Handling Unit (AHU) #1 AC coil and condensing unit and AHU #3 furnace, AC coil and condensing unit. Both units were installed in 2005 and are at the end of their service life. AHU #1 services the Lead Abatement Shop and AHU #3 services office and meeting room spaces.

2. STATEMENT OF WORK

Independently, and not as an agent of the Government, the Contractor shall provide all labor, materials, equipment and travel necessary for completion of the replacement of the HVAC equipment identified above.

All work shall be completed in accordance with Attachments 1 through 4 and the below summary of work as follows:

Attachment 2, Drawings entitled “Jenkins Warehouse Interior Rehabilitation”, Sheets D1.01 and D1.02, 2011. Provides location of HVAC Equipment to be replaced under this contract.

Attachment 3, Drawings entitled “Lead Abatement Shop”, consisting of 5 sheets: M1.1, M2.1, E1.0, E2.0, E3.0, AHU #1 As Built Drawings, 2004. Provides existing conditions of AHU #1 installation.

Attachment 4, Drawings entitled “AAON Ratings data & drawings with HGBP”, dated 05/05/2023

Attachment 5, Drawings entitled “AAON Pipe drawing - isometric”, dated 05/05/2023

The Contractor shall perform the following tasks:

1) AHU #1 Replacement

A. Disconnect and Remove AHU #1, line sets and outdoor condensing unit. Removal is to conform with industry and environmental practices and regulations for recovery of refrigerant.

See Attachment 11, Drawings entitled “Jenkins Warehouse Interior Rehabilitation”, Sheets D1.01 and D1.02, 2011.

B. Dispose of AHU, Coil, line sets and condensing unit. Disposal Removal is to conform with industry and environmental practices and regulations.

C. Provide and install new AAON AHU (model H 3 - B R B - 8 - 0 - 1 4 1 D - 7 C 2 : E G 1 E - A A K - 0 0 0 - 0 A 0 - B 0 A A 0 B 0 - 0 0 - 0 0 0 0 0 0 0 0 0, Manufactured by AAON Corporation, or approved equal that can “bolt in” to the existing duct work without modification, double-wall construction for reduced cabinet loss, better air quality, and easier cleaning, must accommodate 2” pleated filters, be rated for continuous duty, low ambient cooling and meets all performance and operational specifications listed in Attachment 3, Drawings entitled “ AAON Ratings data & drawings with HGBP.

Provide and install new line sets and condensing unit, thermostat and associated controls as delineated in Attachment 4, Drawings entitled “AAON Ratings data & drawings with HGBP”, Hobbs Associates (www.hobbsassociates.com), 05/05/2023, and Attachment 5, Drawings entitled “ AAON Pipe drawing - isometric”, dated 05/05/2023.

Install line sets, condensate drain lines and conductors in the same alignments used by previous installation where practicable. Use existing exterior wall penetrations. COR approval required prior to making any adjustments to alignments or making new penetrations.

Coordinate the setting of the condensing unit with the NPS so deck repairs can be made prior to the installation of the new unit.

D. Connect new AHU to existing ductwork and seal joints per industry standard practices.

E. Perform start up to confirm system functions / performs as described in in Attachment 4, Drawings entitled “AAON Ratings data & drawings with HGBP”, dated 05/05/2023.

F. Train facility staff in operation of new equipment: start up and shut down, thermostat function, filter changes and preventative maintenance practices.

G. Provide six new air filters sized to fit new unit. Filters should meet the unit manufacturers MERV rating.

H. Provide One-year parts and labor warranty, as is consistent with industry standards.

2) AHU #3 Replacement

A. Disconnect and Remove AHU #3, line sets and outdoor condensing unit. Removal is to conform with industry and environmental practices and regulations for recovery of refrigerant. See Attachment 2, Drawings entitled “Jenkins Warehouse Interior Rehabilitation”, Sheets D1.01 and D1.02, 2011, for unit locations.

B. Dispose of AHU, Coil, line sets and condensing unit. Disposal Removal is to conform with industry and environmental practices and regulations.

C. Provide and install new TRANE XR14 AIR CONDITIONER 4.0 TON R410A (model #4TTR4048N1000A), new TRANE S9X2 SERIES 96% 2 STAGE ECM 80 000 BTU 5.0 TON UPFLOW FURNACE (model# S9X2C080U5PSBA) and TRANE HIGH EFFICIENCY 14- 16 SEER UPFLOW CASED COIL 48K BTU 21 INCHES (model # 4PXCCU48BS3HAB) or approved equal that can “bolt in” to the existing duct work without modification, be rated for continuous duty, switch on demand from heating to cooling and meets all performance and operational specifications.

Provide and install new refrigerant line sets per industry standards. Install UV resistant “beauty” covers on exterior line set sections.

Provide and install new thermostat that is compatible with Trane unit or approved equal.

Install line sets, condensate drain lines and conductors in the same alignments used by previous installation where practicable. Use existing exterior wall penetrations. COR approval required prior to making any adjustments to alignments or making new penetrations.

Coordinate the setting of the condensing unit with the NPS so deck repairs can be made prior to the installation of the new unit.

D. Connect new AHU to existing ductwork and seal joints per industry standard practices.

E. Perform start up to confirm system function.

F. Train facility staff in operation of new equipment: start up and shut down, thermostat function, filter changes and preventative maintenance practices.
