Question Set Set Number Question Response

The SF1442 says bids are due at 1200 Local Time on Aug. 18, 2023. Is “local time” considered to be Mountain Daylight Time, the Denver Service Center’s time zone, or Eastern Daylight Time, the time zone where the work will be performed?

1200 Local Time is 12:00pm (Mountain Time) / 2:00pm (Eastern Time)

Should our clients submit their completed past performance questionnaires to both of the following individuals or just to one of them?

•Contracting Officer, Frank Camacho, frank_camacho@nps.gov
•Contract Specialist, Kyle Gonynor, kyle_gonynor@contractor.nps.gov

Submit all completed past performance questionnaires to both Frank Camacho and Kyle Gonynor

3 Do we understand correctly that we do NOT need to have our clients also send copies to Tyler Joseph, listed on the SF1442, or to the following email: CS_DSC_Proposal_Submission@nps.gov

Do not submit Past Performance Questionnaires to Tyler Joseph or the CS_DSC_Proposal_Submission@nps.gov e-mail box.

The SF1442 says for information we should contact Tyler Joseph, for whom no phone number or email is listed. P. 54 of the RFP says to send questions to both of the following:

•Contracting Officer, Frank Camacho, frank_camacho@nps.gov
•Contract Specialist, Kyle Gonynor, kyle_gonynor@contractor.nps.gov

Should we also be copying Mr. Joseph? If so, we will need his contact information.

Do Not Contact Tyler Joseph, all questions shall be submitted via e-mail only to Frank Camacho and Kyle Gonynor (both)

VOLUME I, TECHNICAL PROPOSAL, Factor 1 Project Experience, Teaming Experience, says to describe our experience as a prime contractor working with the proposed team. Does that mean that all 5 of the relevant projects we submit for Project Experience must be ones where we were the prime contractor?

For Factor 1 Project Experience, all interested firms shall submit projects where they have been the Prime Contractor

VOLUME I, TECHNICAL PROPOSAL, Factor 3 Key Personnel Experience, calls for resumes of the Project Manager, Superintendent, On-site Quality Control Specialist, and On-site Safety Specialist. Are these required to be four separate individuals? Or, for example, could the Project Manager also serve as QC Specialist, or could the Superintendent also be the Safety Specialist.

Dual roles are permitted, however; the on-site superintendent shall not have the dual role of QC Manager
