Question No. Sheet or Reference Question
Response Amendment Answered
How is the contractor expected to get personnel on site?
The Park will provide 6 barge runs. All other transportation needs will be the responsibilty of the contractor.
2 Can contractors stay on site? Yes 5
Can the contractor have trailers on site?
Yes, but there are no RV hook ups. The Park will work with contractor in this situation.
What is the price for an extra Barge, if the contractor needs more than the NPS provided six trips?
labor 8hr.x $60 crew labor, $120 load unload,$800 Fuel $1400.00
What are the height and weight restrictions when utilizing the Barge? Notes on the barging: SQ FT up to' 2400 and up to
150 tons note these are subject to engineer calculations on large and complex load these type of load will require added planning and lead time.
Will the site be closed down during construction? Yes but the accomodations for employees may need to be made during season open and close.
The site is closed from Thanksgiving to sometime in mid-April to all visitors.
Can the power be shut off to the marina? Yes with prior coordination with NPS. At least 7 days notice is required.
Who will be responsible for loading the barge when transporting materials and equipment occurs?
The contractor will coordinate with NPS. NPS will assist with loading although unloading at the site will be the responsibilty of the contractor.
Did not see a plan for alternate low water entry points onto the vehicular floating walkway. We are concerned if people are not provided additional entry points, they will not walk back to the top of the walkway but will clamber up over the floats and through the guardrails.
See question #34. 7
Sheet G1, Note 3 - Design Basis Criteria.
Seismic: ASCE 7-10. We are not sure what you are looking for in regard to seismic design.
Floating structures are typically not affected by seismic activity in areas without the potenntial for significant wave production.
See question #35. 7
Sheet G1 Structure Erection/Installation, Note
6. Please clarify grade slope tolerance of 1%.
It would seem the terrain will not allow the installation to maintain this tolerance and that Sheet S2 allows for a 21% to 27.3% slope. We may be misinterpretating the specification.
See Question #36. 7
Sheet G1 Proposed Marina Movement for Extreme Pool Conditions. Will current anchoring configuration accommodate the proposed conditions or is it anticipated additional anchors and cables will need to be added? If necessary will these be done by the contractor or by the NPS? How many of these anchors and how much cabling?
See question #8. 7
Will mooring for crew transport vessels and work boats/barges be provided at State Line and Dangling Rope marinas?
At Dangling Rope YES At Stateline, No contractor will have to trailer or rent slips from concessionaire.
We understand housing for crew is available on site at Dangling Rope Marina, what are rental rates? Please provide details of the accommodations.
As a guideline we will have housing from mid- October through mid-April. We will have up to 9 bedrooms. We will have 2 duplexes with 6 rooms.
These rent for $825.81 per month. We also have 1 dorm type housing which rents for $1,314.52 per month. With that said these rates are only good through March of 2020 at that time the new rentals rates will be changed and most likely they will increase.
Will similar crew accommodations be available at Wahweap Marina? NO 7
Will we be allowed to set up a pre-assembly area, probably a large tent, on site at the State Line boat ramp staging area?
This would be depends on the time line of this task
Which lab tests are required for metal fabrication? Steel railing? See Response to Question #37 8
On Drawing C6 Detail 1 there are callouts for Item Numbers 6 and 13 on the tables, but these do not show up in the detail. Please identify these items.
See Response to Question #38 8
On Drawing C4 3700' is called out as Extreme High Pool Design Elevation. On site NPS personnel mentioned a lower elevation as actual Full Pool Elevation. Please provide this elevation.
Refer to the Bureau of Reclamation website for the estimated lake levels. The NPS can not garentee any lake levels.
Some Contracting Officers will not fill out past performance questionnaires when a CPAR exists. Can we submit CPARs in lieu of past performance questions.
No, the past performance questionnaires shall be submitted.
Factor 2 requests projects demonstrating our ability to schedule and coordinate with the public and customers. Since this project will be completed in the winter in the absence of customers, can this part be removed?
No 7
Section H, Special Clause 4(c) states, "Prior to submittal of their initial invoice the contractor shall submit a small business participation plan." However, Section L requests the small business participation plan in Volume 2.
When should we submit our small business participation plan?
The Small Business Participation Plan shall be submitted with Volume 2.
Can we include a previously completed PPQ for a project in lieu of asking the contracting officer to complete another PPQ on the same project?
No, a new PPQ must be supplied. 7
At the pre-proposal conference mention was made that it might be possible to submit the price proposal by email on the day of the bid due, after having already mailed the technical proposal. Will this be permissible?
No the Technical and Price Proposal must be submitted as outlined in the solicitation. No emails will be accepted.
The site visit presentation refers to Solicitation 140P2019R0025 nor 140P2019R0017 as stated on solicitation documents. There is also a reference to solicitation 140P2019R0022.
Please confirm which solicitation number is correct.
The correct solicitation number is 140P2019R0017.
Please confirm the calendar days allowed for the project. The revised SF1442 issued as Amendment 1 corrected the Bid Date but did not change the calendar days. There is reference to 365 calendar days in pre-bid meeting documentation.
The correct performance time is 665 calendar days from issuance of the Notice to Proceed.
Can you please waive the requirement that the reference submit the Past Performance questionnaire directly to the Contract Specialist?
This requirement will not be waived. 7
Can you waive the requirement that the Past performance Questionnaire form provided must be used? There is a USACE that is very similar and that has been completed for many of our projects. This would prevent the Offeror from reaching out the Owner's representative with a request and short turnaround.
This requirement will not be waived. 7
Is Fed Ex considered a Courier with regard to the delivery address provided? Yes 7
Please revise the NTP date to be assumed for the preliminary schedule be changed to some date beyond the due date for the proposal in lieu of the May 1, 2019, date currently stated.
This date is adjusted to August 1, 2019 7
Page 105 of 474 of the Specifications state "mobilization and construction phase must be completed by April 1, 2020". That does not seem to align with the 365 days to complete referenced in pre-bid conference notes.
Please verify which is correct.
The period of performance for the work is 665 calendar days from the NTP. Therefore, mobilization and construction phase must be completed by April 1, 2021.
Page 105 of 474 of the specifications states "the fabrication and material procurement must be completed by September 30, 2019.
This seems very aggressive with the June 25, 2019 proposal date.
The fabrication and material procurement must be completed by November 30, 2020.
When does the NPS anticipate being able to award the project? August 1, 2019 7
Did not see a plan for alternate low water entry points onto the vehicular floating walkway. We are concerned if people are not provided additional entry points, they will not walk back to the top of the walkway but will clamber up over the floats and through the guardrails.
Contractor alternative site access for low water entry will be discussed during the preconstruction meeting.
Sheet G1, Note 3 - Design Basis Criteria.
Seismic: ASCE 7-10. We are not sure what you are looking for in regard to seismic design.
Floating structures are typically not affected by seismic activity in areas without the potenntial for significant wave production.
ASCE-7-10 has to do with wind, not seismic. We have wind load of 105 mph shown in the criteria.
However, ASCE 7 is used for all basic environmental loading development/basis. We simply put the basic seismic design basis on the general notes as we are required to by code. Since the structure is a Category I structure and based on inspection, the seismic does not control the design. Even though Seismic did not control design, we are required to state basic seismic design criteria for our scope at the project site.
One percent is a “tolerance”, nothing more. This is the tolerance of the top surface of the modules when fully constructed and in “grounded” position. To help understand, if drawing states 15% grade, then the structure can be accessible/used within design for a 14% or 16% grade. The adjustable legs (Jacking Device) gives the operators the capability of meeting operational tolerances.
Which lab tests are required for metal fabrication? Steel railing? “Lab Tests” comes from the submittal list, which includes ‘Tests’/Certifications. The contractor shall follow the technical specifications for requirements. The technical specifications require that the shop drawings clearly show what the material is and what coating is provided.
On Drawing C6 Detail 1 there are callouts for Item Numbers 6 and 13 on the tables, but these do not show up in the detail. Please identify these items.
There is no detail 1 on C6. With respect to the “Enlarged Plan at Ramp”, “Point No. 6” and “Point No. 13” show up on C7.
On page 144 of 162, paragraph b under proposal format states to assume a notice-to-proceed date of May 1, 2019. Please provide updated date for proposal project schedule.
Repeat of: 31 7
Section 01 11 00 paragraph 1.5.H states that housing quarters are available. How many of the housing units will be available for the contractor?
Repeat of: 14 7
Can the prime contractor’s superintendent serve as the site safety manager as well? No. 7
Amendment #5, Bullet Point #5 corrects the dates required for the Fabrication and the Material Procurement to November 30, 2019.
Should this not read November 30, 2020? At the Pre-Proposal conference we were told construction should be between November 30 2020 and April 1 2021. Realistically there is not enough time to complete fabrication by November 30 2019
2019 was a typo. Fabrication can continue thru November 30, 2020.
Depending on the answer to number 1, If we are to have the Fabrication complete by November 30, 2019 but cannot install until December 2020 through Mar 2021, how will we be paid for fabricated materials? Can we ship them to GLCA for storage? Will we store them at the manufacturer's property? What kind of inspection will need to be made?
Seems unreasonable to have to wait a year to be paid for fabricated items.
Please see response to Question #43. 8
G1 states minimum freeboard for vehicular way. Is there a maximum freeboard? No. 7
In C5 Anchor Block Detail 2 the anchor block is shown with a chisel point. It is thought this will likely be damaged during handling or while the anchor is in use. Will breakage in this area be considered non-consequential?
Damage during handling is contractor responsibilty to limit or protect. Damage during use is not expected.
We are concerned that the concrete / rock cuts depicted in S4 Detail A and B, S5 Detail 2 are perpendicular to grade. Settling the I beams and ground anchors in a diagonal position will be difficult to manage. Can the appropriate angle be provided by NPS so top of I beam can be cut to match grade and I beams can be installed in a vertical orientation?
The top of concrete grade slope should match the existing grade slope which is shown on Drawing S2. The Contractor will need to use means and methods to meet the design intent as shown on drawings.
In C6 Modules 1 through module 8 and part of module 9 are intended to ground on the existing marina road during periods of high water. Module 3 through module 9 are also intended to float during periods of highwater.
After periods of highwater, what steps will be taken to insure the floating modules will ground back onto the existing marina road?
There are only a few feet of tolerance and if one of the support legs lands off the edge of the road during grounding the vehicular way will tilt.
Wire rope can be flagged by Park at precise position to land as designed.
In S11 Detail 7 and Specification 03 41 33 Is there a brand of tile that is preferred? We are not aware of any precast concrete tile that is available in a metal pan. In the event there is no preferred vendor may concrete tiles without pans be used?
No brand. 8
Installing the vehicular way during water levels below 3630 will add the need for additional equipment, barge trips and labor at much additional expense. Should the project be proposed with the expectation of installation of vehicular walkway during water levels below 3630, or should an alternate cost be provided as a contingency in the event installation during water levels below 3630 is necessary?
No alternative cost should be provided for contingency.
Section 01 11 00 paragraph 1.3.1 indicates that the testing and inspections are to be performed in the “Fabrication and Material Procurement Phase” What testing and inspections do you want done prior to mobilization?
See specifications, submittal list and narrow focus technical sections.
Specification section 01 11 00 paragraph 1.4.A.4 states “NPS Park will make a total of six
(6) barge runs for mobilization/demobilization or other requests, as applicable” Is the barge Government furnished?
Yes, but requires coordination with Park staff. 7
Specification section 01 11 00 paragraph 1.4.A.4 states “NPS Park will make a total of six
(6) barge runs for mobilization/demobilization or other requests, as applicable” If the barge is Government furnished what is the size of the barge?
See question #5. 7
Section 01 11 00 paragraph 1.5H states “Dangling Rope Housing: Housing quarters are available and must be coordinated with the Contracting Officer.” How many people can the contractor house in these units?
TBD during Pre-Construction Conference. 7
The Superintendent’s Compendium states that the overnight mooring is prohibited to no more than 14 days in any specific location and no more than 60 days in any calendar year. If there is not enough housing in the Dangling Rope Housing, will we be granted a waiver so that our workers can stay in house boats at or near the site?
Yes. This is potentially viable. 7
Please verify that we will be granted a Special use permit for vessels over 75feet in total length and/or 22 feet of total beam.
How much over 75 feet? You will not need special use permit for this work. You will be responsible for any damage caused by your vessel or your wake.
Will we be allowed to utilize the Wahweap ramp for launching our barges and floating plant?
No, Stateline launch ramp will be utilized for loading and unloading of material and supplies.
Section 01 50 00 paragraph 1.2 states that there will be charges for the water and electric usage. Please provide the rates for usage.
There will be no charge for water electric. Just housing.
Sheet C3 Note 5 states “anchor points 4W- 20W and 4E-10E are wire rope rock anchors.
Sheet C3 note 6 states “Anchor Points 12E-20E are anchor blocks” Sheet C5 Detail 2 note 1 states “Applies to anchors 12E, 14E, 16E, 18E, 20 E, 18W and 20W” Please verify which type of anchors 18W and 20W are.
Assume notes on C3 are accurate. This could be modified depending on water level. If water is high, then blocks would need to be installed in lieu of rock anchors.
The placed concrete block anchors for positions EAST 12,14,16,18,20 were chosen because it was assumed that the water levels would be normal.
Placed block anchors can also be used at positions EAST 4,6,8,10 if water levels are higher. All these positions are compatible for placed blocks because cable loads will be pulling uphill.
However, drilled anchors must be used for all west positions. Contractor may need to drill anchor higher “above water” in line at those positions and add wire rope extensions/connections if necessary.
Sheet S18 refers to leg alignment guides.
Please describe better what is wanted. The leg alignment quide keeps internal leg plumb/centered with jacking system. Reference specification.
Sheet S10 Detail A shows “Maintenance/Operations Unobstructable Limits” but in the detail it indicates the wire rope line passing directly through these limits.
Please verify that we will be able to pass the wire ropes through the “unobstructable” limits.
This area is to be used by Park staff during low water conditions, in which case the Park will disconnect the shackle to use the existing stairs, as needed. In high water conditions the rope is shackled and Park is not using the stairs.
Specification section 03 09 00 requires the Ready mixed concrete batch plant certified by NRMCA. For the small amount of concrete needed and the remote location, should this specification be relaxed?
No. 7
In the STEEL section of the General Notes on Drawing Sheet 2 of 63, it is stated that Pipe shall be per ASTM A53. A53 pipe is intended for mechanical and pressure applications such as the conveyance of steam, water, gas etc.
and is typically lacquer coated when purchased through warehouse sources. The lacquer coating will hinder application of the required galvanized coating. Unless directed otherwise, we will proceed that pipe material may be furnished as a structural grade conforming to ASTM A500 Grade C minimum which typically does not have a lacquer coating from warehouse sources while offering comparable yield and tensile strengths.
ASTM A53 can be hot dip galvanized.
The structural members for the module structure is noted as Round HSS. The Steel general Notes state to use ASTM A500 Grade C for Round HSS.
The spreader pipe can also be ASTM A500 Grace C if the pipe properties meet the specified size.
Specification Section 05 12 00, Page 5, Paragraph 2.2.a.2. states” All Module steel components: ASTM A3644W”. ASTM A36 material is commonly available through warehouse sources. Grade “44W” is a Canadian specification that is not commonly available though warehouse sources and would not typically be cross referenced on material certifications. Will material certified to ASTM A36 be acceptable for use on All Module steel components?
Many dock manufacturers have used the A3644W designation and it has never been a problem. A36 can be used but the yield strength shall be 44 ksi, minimum.

On Contract Drawing Sheet S18 (sht 32 of 63), Detail D titled as “LIFTING NUT MOUNTING PLATE”, there 8 holes called out to be drilled and tapped. We assume these drilled and tapped holes are to be used in connection with the Jacking Mechanism’s “Lift Nut” but there are no call outs for what type of fastener is required if there is to be a connection between the two members?. Please provide the direction on the fastener that will be required (if it is in fact needed).
These components are to be determined by Contractor. Please refer to specification 40 05 59 - Fabricated Manual Jacking Device.
On Contract Drawing Sheet S18 (sht 32 of 63), Detail D titled as “LIFTING NUT MOUNTING PLATE”, there 8 holes called out to be drilled and tapped. We assume these drilled and tapped holes are to be used in connection with the Jacking Mechanism’s “Lift Nut”. If the Jacking Mechanism’s Lift Nut and the Mounting Plate (Detail D) are in fact bolted together we are not sure how one is to access these bolts since the Jacking Device Mechanism Mounting Plate shown in Detail B is welded to the end of the Jacking Device Pedestal Pipe. Please confirm that there will not be an issue with not being able to access the fasteners used to connect the Jacking Mechanism’s Lift Nut and the Mounting Plate shown in Detail D.
These components are to be determined by Contractor. The Jacking Device and appurentances is a delegated submittal. Please refer to specification 40 05 59 - Fabricated Manual Jacking Device.
Does this project have a Construction Cost Limitation (CCL) and if so, what is the CCL value?
Estimated Price Range: $1,000,000.00 - $5,000,000.00 (Note the estimated price range per the allowable ranges in FAR 36.204.)

Refer to Detail A on S6 for grout pad width of 16" and length to match the Anchor Structure Bottom Strut (as shown on Detail 1/S6 and Detail A/S6).
Can the Contractor triple hat field supervision?
(ie. QC/Super/SSHO can be one/same individual)
No, QC must be independent of production. 8
During the site visit electrical trenching was discussed. However, there is no typical electrical conduit trench detail in the plans.
Please clarify.
The conduit and wire shown by the diamond dotted line described as “FURNISH AND INSTALL WIRING IN CONDUIT” was meant to be under dock or underground conduit. The underground portion of these circuits is shown on drawing E7.
The requirements for these underground conduits are described in specification section 26
05 43 - ELECTRICAL: EXTERIOR UNDERGROUND.
The underground electrical shall be installed per all the requirements of this specification, including the concrete encase duct bank requirements. Under paragraph 3.2 B 2 a; the requirement of “not less than 24 IN below grade” shall be changed to “not less than 12 IN below grade”.
Ref. Plan Sht. E7: Please confirm the transition point as shown per the plan where new conduit transitions to above ground cabling occurs off existing pavement.
The transition point from conduit to exposed cable is intended to be under the end of module 1 just beyond the anchor structure assembly. The Type G cable shall always be installed under the dock structure or within conduit.
Please provide a typical electrical trench section detail – What is the burial depth required for buried conduit?

Will the National Park Service require the awarded Offeror to possess Contracting Licenses in both the state of Arizona and Utah?
Work on Federal property does not require a State Contractor License.
Can you provide the construction window(s) of performance at Dangling Rope? Thanksgiving to sometime in mid-April 7
Will the contractor have a dedicated spot to dock our own boat at Dangling Rope Pier, Antelope and/or Wahweap? If so, how much would it cost per day? Per month?
At Dangling Rope - YES At other marinas - No.
Contractor will have to trailer or rent slips from concessionaire.
What specific items of work will the awarded contractor be allowed to perform during the on-season period?
Any work that does not impede visitors or take the Marina offline.
Addendum 5 Item 3. Should material procurement phase be September 30, 2019 to November 30, 2020?
Yes, these are approximate dates. 7
See response to comment #46. 7
Dupe. Comment #47. 7

In S11 Detail 7 and Specification 03 41 33 Is there a brand of tile that is preferred? We are not aware of any precast concrete tile that is available in a metal pan. In the event there is no preferred vendor may concrete tiles without pans be used?
Dupe. Comment #49 7
G1 Structure Erection/installation Item 4 indicates water level is expected to be in the range of 3580 to 3660 during construction.
Installing the vehicular way during water levels below 3640 will add the need for additional equipment, barge trips and labor at much additional expense. Should the project be proposed with the expectation of installation of vehicular walkway during water levels below 3640, or should an alternate cost be provided as a contingency in the event installation during water levels below 3640 is necessary?
Dupe. Comment #50 7
G1 Structure Erection/installation Item 4 indicates water level is expected to be in the range of 3580 to 3660 during construction. On C3 most of the rock anchors are below the 3660 elevation and some or many would be underwater between the 3600 and the 3660 level. What contingencies are in place in the event the rock anchors cannot be drilled or placed during the construction period? Would dead man anchors in any underwater location be an acceptable substitution?
In the event that the water level is above the level to drill and install rock anchors in the dry, dead-man type anchors with equivalent load-carrying capacity would be an acceptable alternative in underwater locations. Dead-man anchors shall conform to Anchor Block and Triple Anchor Cabling, Details 2 and 3 on Sheet C5 of the Drawings.
Is the intent of the contract specifications to state that the on-site inspector(s) have to satisfy every qualification listed in the "Statement for Structural Tests and Special Inspections?" For example, is it necessary to possess both an ACI and ICC concrete special inspector certification?
The full time on site inspector does not need to hold all of the certifications as stated in the specifications; however, when the tasks are completed the contractor is required to have a qualified person perform the inspections.
The specifications read that it is necessary to provide a full-time QA inspector on site during the course of construction. Is this an accurate assumption?
Yes
