GENERAL INFORMATION
This solicitation is a Request for Quote (RFQ) Solicitation issued on Standard Form (SF) 1449. Award of this contract will be made according to FAR Part 12 Acquisition of Commercial Products and Commercial
Services. All references to “proposal” in this solicitation shall be understood to mean “quotation.”
Quotations shall be evaluated in an impartial manner and consideration given to those with the highest perceived value to the government.

The contract awarded as a result of this solicitation will be a firm-fixed price commercial contract/award.

Electronic Invoicing and Payment Requirements – Invoice Processing Platform (IPP) (Feb 2021)
Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice
Processing Platform System (IPP).
"Payment request" means any request for contract financing payment or invoice payment by the Contractor.
To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and
Conditions - Commercial Products and Commercial Services included in commercial item contracts. The

Under this contract, the following documents are required to be submitted as an attachment to the
IPP invoice:
1. Copy of vendor invoice document in PDF format, which shows pricing breakdown for all items being invoiced for and must include the contract number, date(s) of service (if applicable), date of invoice, and the vendor’s standard invoice letterhead.
The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of St. Louis (FRBSTL) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP

If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation.
1452.201-70 Authorities and Delegations (Sep 2011)
(a) The Contracting Officer is the only individual authorized to enter into or terminate this contract, modify any term or condition of this contract, waive any requirement of this contract, or accept nonconforming work.
(b) The Contracting Officer will designate a Contracting Officer's Representative (COR) at time of award. The COR will be responsible for technical monitoring of the contractor's performance and deliveries. The COR will be appointed in writing, and a copy of the appointment will be furnished to the
Contractor. Changes to this delegation will be made by written changes to the existing appointment or by issuance of a new appointment. The COR for this contract will be:
(c) The COR is not authorized to perform, formally or informally, any of the following actions:
(1) Promise, award, agree to award, or execute any contract, contract modification, or notice of intent that changes or may change this contract;
(2) Waive or agree to modification of the delivery schedule;
(3) Make any final decision on any contract matter subject to the Disputes Clause;
(4) Terminate, for any reason, the Contractor's right to proceed;
(5) Obligate in any way, the payment of money by the Government.
(d) The Contractor shall comply with the written or oral direction of the Contracting Officer or authorized representative(s) acting within the scope and authority of the appointment memorandum. The
Contractor need not proceed with direction that it considers to have been issued without proper authority.
The Contractor shall notify the Contracting Officer in writing, with as much detail as possible, when the
COR has taken an action or has issued direction (written or oral) that the Contractor considers to exceed the
COR¿s appointment, within 3 days of the occurrence. Unless otherwise provided in this contract, the
Contractor assumes all costs, risks, liabilities, and consequences of performing any work it is directed to perform that falls within any of the categories defined in paragraph (c) prior to receipt of the Contracting
Officer's response issued under paragraph (e) of this clause.

(e) The Contracting Officer shall respond in writing within 30 days to any notice made under paragraph (d) of this clause. A failure of the parties to agree upon the nature of a direction, or upon the contract action to be taken with respect thereto, shall be subject to the provisions of the Disputes clause of this contract.
(f) The Contractor shall provide copies of all correspondence to the Contracting Officer and the
COR.
(g) Any action(s) taken by the Contractor, in response to any direction given by any person acting on behalf of the Government or any Government official other than the Contracting Officer or the COR acting within his or her appointment, shall be at the Contractor’s risk.
Prohibition of All Terrain Vehicles (ATVs) (Jul 1996)
The contractor is prohibited from utilizing All-Terrain Vehicles (ATV)s on National Park Service lands.
ATV is defined as: A motorized off-highway vehicle (OHV) traveling on four or more low-pressure tires, having a seat to be straddled by the operator and a handlebar for steering control.

Award will be made in accordance with FAR Part 12 to the Offeror that provides the best value to the government based on price, technical, and prior experience. Per FAR 12.203(c)(2) evaluation will be conducted by comparative evaluation of offerors. This solicitation is not stating nor required to state the importance assigned to each evaluation factor and/or sub factor (FAR 12.203(c)(2)).
1. Price: A price evaluation will be performed to determine the reasonableness of the proposed price. Reasonableness will be determined considering other competitive prices received and comparison to the independent Government estimate. If multiple contract line items are included in the price schedule, prices will also be evaluated to determine whether any line items are unbalanced. Offerors are cautioned to distribute costs appropriately.
2. Technical: Written confirmation that company specializes in, or has sufficient documented direct experience in, providing all labor, material, tools, supervision and travel necessary to perform the service outlined, and in accordance with, the attached
Statement of Work (SOW).

Targeted Park-Wide Septic System Cleaning and Flushing
Devils Tower National Monument (DETO)
Devils Tower, Wyoming
1.0 PROJECT DESCRIPTION
This project provides targeted cleaning and flushing of critical septic system components at Devils Tower
National Monument (DETO). The purpose of this work is to restore hydraulic performance, reduce solids accumulation, and minimize the risk of near-term septic system failures within existing infrastructure.
Work will focus on septic tanks, dosing tanks, primary septic collection piping, and accessible drain field distribution headers. Full drain field line flushing is not included under this scope and may be addressed under a future project.
2.0 PROJECT LOCATION
Devils Tower National Monument is located in Crook County, Wyoming, approximately 33 miles northeast of Moorcroft, WY and 27 miles northwest of Sundance, WY. Septic systems are distributed park-wide and are accessible from paved or gravel park roads. Limited off-road access may be required at select locations.
3.0 SYSTEM DESCRIPTION
3.1 Septic Tanks
The following concrete septic tanks are included in this scope:
• Two (2) – 1,000-gallon septic tanks
• One (1) – 2,000-gallon septic tank
• One (1) – 2,500-gallon septic tank
• Two (2) – 3,000-gallon septic tanks
• One (1) – 4,000-gallon septic tank
• One (1) – 12,000-gallon septic tank
3.2 Dosing Tanks
• Three (3) – 1,500-gallon concrete dosing tanks
3.3 Piping and Distribution Components
• Approximately 4,000 linear feet (LF) of septic collection piping
• Numerous existing sewer clean-outs
• Drain field distribution headers and accessible laterals only
4.0 SCOPE OF WORK
The Contractor shall furnish all labor, equipment, materials, transportation, and disposal services necessary to complete the following tasks.
4.1 Septic Tank Pumping and Cleaning
• Pump, remove, and properly dispose of all sludge, scum, and liquid contents from each septic tank.
• Clean tank interiors, including inlet and outlet baffles or tees.
• Restore tanks to normal operating condition upon completion.
4.2 Dosing Tank Pumping and Cleaning
• Pump and clean all dosing tanks.
• Flush internal piping leading to distribution headers.
• Conduct a visual inspection of floats, pumps, and internal components and report observed deficiencies to the Contracting Officer’s Representative (COR).
4.3 Septic Collection Line Flushing
• Flush primary septic collection piping using high-pressure water jetting or equivalent methods.
• Access piping through existing clean-outs; no excavation is anticipated.
• Focus flushing on primary conveyance lines and areas known to experience solids buildup or reduced flow.
4.4 Drain Field Header and Lateral Spot Flushing
• Perform targeted flushing of drain field distribution headers and accessible laterals only.
• Utilize low-pressure methods to avoid soil displacement or damage to perforated piping.
• Full drain field line flushing is excluded from this scope.
4.5 Waste Disposal
• Transport and dispose of all septic waste at a licensed and approved disposal facility in accordance with all applicable federal, state, and local regulations.
• Provide disposal documentation upon request.
6.0 PERFORMANCE REQUIREMENTS
• Work shall be performed in a manner that minimizes impacts to park operations and visitor use.
• Septic systems shall be left in a fully functional condition upon completion.
• No wastewater spills, surface discharges, or environmental contamination shall occur.
• Any unexpected conditions or system deficiencies shall be immediately reported to the COR.
7.0 SAFETY AND ENVIRONMENTAL PROTECTION
• The Contractor shall comply with all OSHA safety requirements and applicable NPS safety policies.
• Spill prevention and response measures shall be in place at all times.
• All work shall be conducted in a manner that protects park natural, cultural, and visitor resources.
8.0 GOVERNMENT-FURNISHED PROPERTY AND SERVICES
The Government will provide:
• Access to septic tank lids, clean-outs, and system locations
• Coordination for site access and scheduling
The Government will not provide equipment, materials, or waste disposal services.
9.0 SUBMITTALS
The Contractor shall provide:
• Proposed work schedule prior to mobilization
• Septage disposal documentation
• A brief service summary identifying systems serviced and any observed deficiencies
10.0 PERIOD OF PERFORMANCE
Work shall be completed within [XX] calendar days of issuance of the Notice to Proceed, unless otherwise approved by the COR.
11.0 INSPECTION AND ACCEPTANCE
All work will be inspected by the NPS COR. Acceptance will be based on completion of all required tasks and compliance with the terms of this Statement of Work.
