140P1522Q0038- Vendor Questions and Answers (Includes RFQ Extension)

1. I noticed the project is broken down into 3 phases but only one Contract line item ( 2.1.1) Do you have a schedule of values for bidding purposes, or should we bid 1 lump sum for entire project or separate into 3 separate bids, one for each phase?

***There are 3 line items noted on the SF1442, Line 0010, Line 0020 and Line 0030 that correspond to the phases of work and noted as additive line items of 0020 and 0030. We need pricing on each phase of the project.

2. I performed work at this site for NPS about a year ago and noticed while out there a different way to set up and build the cat walks that is different than what is currently designed. I believe my system meets or exceeds your requirements and is more cost effective. Is this something we can submit as an alternat to the proposed catwalk system.

***Yes, the award selection process has been revised as follows to allow for alternative proposals. The award selection process revisions are detailed below and updated in the solicitation documents.

Award Selection Process:

Award will be made in accordance with FAR Part 13 to the offeror that provides the best value to the government based on price, technical, and prior experience. This solicitation is not stating nor required to state the relative importance assigned to each evaluation factor and/or sub factor (FAR 13.106-1(a)(2)). FAR 13.106-1(a)(2) and FAR 13.106-2(b)(1) shall be utilized in evaluating quotes.

1. Price.

1. Technical: Technical is the factual documentation of the firm’s ability to meet the specifications.

1. Prior experiences: Prior experience is the factual documentation or narrative of a firm’s experience, qualifications, and capability, along with providing examples of their firm’s most recent projects within the past five years of similar size and scope.

Alternate proposals. An offeror may submit an alternate proposal to accomplish any aspect of the work statement of this solicitation in a manner that it believes would be a beneficial improvement to the Government. The Government may consider an alternate proposal if it is accompanied by a basic proposal prepared in accordance with instructions contained in this solicitation. The offeror shall provide supporting rationale describing why and how the proposed alternate approach will satisfy the requirements of the work statement and any suggested deletions, alterations, and/or additions to the work statement or other requirements of this solicitation. The alternate proposal must be complete by itself, addressed in separate sections of the technical and pricing proposals, and comply with all other proposal instructions of this solicitation. Alternate proposals will be evaluated in accordance with the Evaluation Factors for Award provision of this solicitation

3. Getting the railing system that is designed, takes some time to get pricing together, can we extend the bid due date by a couple of weeks?

***An extension is hereby issued to allow quotes through May 6, 2022 at 5:00 pm ET

4. I know we are past the time frame to request a site visit. We just came across this last night. Wondering if we could still make a appointment to come see this site and meet with the person who knows what is wanted?

***No site visit requests are being considered after the date and time detailed in the solicitation to request a site visit. Questions are welcomed but are required to be submitted in writing to the contracting officer to ensure all parties have the same responses to any inquiries and will be answered via solicitation amendments.

All questions should be emailed directly to the Contracting Specialist. Only written RFI’s will be considered and responded to by the Government. NPS responses to RFIs will be posted as an amendment to the solicitation.
