140P1423R0018 – Amendment 1 – Questions and Answers GRTE 240436 - Jenny Lake Boat Shuttle Concession Water and Wastewater System Replacements
1. The Summary of work states that trees and bushes allowed to be removed will be indicated on the drawings. It doesn't appear that the drawings specify any tree or bushes allowed to be removed. Is it safe to assume that trees and bushes within the limits of disturbance and interfering with installation of new lines will be allowed to be removed.
1. Response: Yes
2- Can you confirm the vent size on the air release vaults
2. Response: There is no vent on the vault.
3- Do yard hydrant lines need to have pump outs.
3. Response: Yes
4- Both sewer and waterlines indicate having insulation installed above any lines not 5' or deeper which based on the profiles is a majority of all lines. With this system all being pumped out and having waterlines exposed along the bridge etc. we are just confirming that the NPS is wanting insulation installed as shown.
4. Response: It is not the intent for the entire system to be insulated. Insulation should be installed on lines not 4’ or deeper.
5. Can the attendance list from the site visit that took place on 6/28 be provided?
5. Response: This is included with Amendment 1.
6. Page 11 of 49 lists Superintendent, QC Manager, and Safety Manager as key personnel. Can the Superintendent have ‘multiple hats’ and also serve the roles of the QC manager and Safety Manager? If not, what should we include for on-site time for each the QC manager and the Safety Manager?
6. Response: Yes Superintendent can serve as QC and Safety Manager.
7. Is it the contractor or is it the water service utility that will be providing and installing the water meter and vault (shown on 9/C2.5)?
7. Response: The contractor.
8. Is there a State heath permit required for the new leachfield? If so, will the NPS be pulling this permit or is it the responsibility of the contractor?
8. Response: The NPS has already received the Wyoming Department of Environmental Quality Permit to construct these systems. This is not the responsibility of the contractor.
9. It appears the new leachfield is within one of the contractor’s staging areas. Is there additional staging areas available, if needed, to make up for space that will most likely be lost due to the leachfield?
9. Response: Staging can occur on leach field site prior to installation of leach field. Staging can also occur along alignment. Additional staging areas are identified on sheet C1.0.
10. Should Para. 1.11.A.1 of spec section 011100 read “Jenny Lake Boating operation runs from May 1 – October 2. The existing water and sewer service is not to be interrupted outside inside of these dates except for minor disruptions and tie-ins to the new system.”?
10. Response: This should say: The existing water and sewer service should not be interrupted between May 1 and October 2 except for minor disruption and tie ins to the new system.
11. According to Section 1.11 of 011100, boating operations open on May 1. The park roads are closed from Nov 1 to May 1. It indicates road access is not given until approximately in mid April, and substantial completion is required by 6/15/24. It appears this gives a roughly 2-month window for construction. Are we to price this project based on the work needing to be done between Mid April 2024 and Mid June 2024? Or will access to the park (for construction) be given to contractors earlier than mid April? The ability to do work is also contingent on weather and frozen ground conditions.
11. Response: Construction can start in 2023 and if still ongoing in 2024 access may not be possible until mid April. In this case, a POP extension can be requested.
12. It is noted that the period of performance is 180 days from NTP. Will the NPS allow time for submittals and procurement of long lead items prior to the NTP being given?
12. Response: The intention is that the POP and NTP ideally cover the time for submittals and procurement of all items.
13. Regarding the upcoming bid for the Jenny Lake Boat Shuttle Concession Project, the specification for Non-Shrink Waterproof Grout and Cementitious Coating as described on Drawing Sheet C3.1 “Septic Details”, Detail 2, “Notes” is shown below. It cannot be bid by a contractor as it is written.
The products as specified do not exist as they are currently named and described or are incorrectly specified.
· The Waterplug product brand was discontinued.
· The “Thoroseal” product brand was discontinued.
· Thoro Systems Products no longer exists.
Consequently, there is no product reference standard for contractors to base their bid.
The acceptable equivalent and locally commercially available product for your specified need manufactured by UGL is “DRYLOK FastPlug Hydraulic Cement”. I have attached information on this product. Please consider accepting DRYLOK FastPlug Hydraulic Cement as an “or-equal” for this project to allow contractors to bid a readily available equivalent.

I respectfully request you consider updating your specification to include DRYLOK FastPlug Hydraulic Cement and add as an equivalent in an upcoming Addendum.
13. Response: Alternative products will be considered. Please submit proposed alternatives for approval during the submittal process.
14. How flexible is the waterline alignment? Can we shift it as needed to help avoid large rocks that we may encounter?
14. Response: The alignment may be adjusted slightly to avoid large boulders. This is also noted on sheet C2.0 near station 2+25.00.
15. Can trees and shrubs be cut down as needed for construction?
15. Response: Yes.
