GENERAL INFORMATION:

This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice.

The National Park Service contemplates award of a firm fixed price contract, Base Year plus four (4) Option Years as a result of this combined synopsis/solicitation to the vendor. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) 140P1422Q0006. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2021-07 and are available in full text through Internet access at http:// www.acquisition.gov/far/.

The acquisition is in support of Glacier National Park.

This is a 100% Total Small Business Set Aside The North American Industry Classification System (NAICS) code is 811310. The small business size standard is in millions of dollars $8.0

Amendment #3 adds table for itemized quotes for annual maintenance, six-year type maintenance, hydrostatic testing and recharging of portable fire extinguishers to include deferred maintenance, testing and replacement.

Types of fire Extinguishers are clarified as follows:

1. Dry Chemical: mostly 5-lb (a few 10 and 20 lb)

2. Purple K: 20-lb

3. Halotron: 5-lb

4. Sodium Bicarbonate and water: 10-lb

Note: the few remaining Carbon dioxide or CO2 are being replaced with Halotron.

Scheduling: Because park staff is required to assist during services scheduling may range from half day to full day hours.

If Price Table below does not adequately detail required types of service per unit please provide a vendor supplied price sheet.

PERIOD OF PERFORMANCE: will be the Base Year plus Four Option Years:

Base: April 1, 2022 – March 31, 2023 Option Year One: April 1, 2023 – March 31, 2024 Option Year Two: April 1, 2024 – March 31, 2025 Option Year Three: April 1, 2025 – March 31, 2026 Option Year Four: April 1, 2026 – March 31, 2027

Award Selection Process:

Award will be made in accordance with FAR Part 13 to the offeror that provides the lowest price offer that meets the technical specifications and prior experience.

1. Price.

2. Technical: Provide a project narrative that demonstrates how the company will successfully meet the needs of the statement of work.

3. Prior experience: Prior experience is the factual documentation or narrative of a firm’s experience, qualifications, and capability, to meet the acceptability standard provide three examples of if similar size, scope and complexity.

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

REQUIREMENT

Description of Services: Glacier National Park Safety Office requires annual maintenance, six-year maintenance, hydrostatic testing and recharging of portable fire extinguishers to include deferred maintenance, testing and replacement of units when it is most economically feasible. The contractor shall provide all tools, supplies, equipment and labor necessary to maintain and service portable fire extinguishers, in accordance with (IAW) NFPA 10, located throughout Glacier National Park, Headquarters in West Glacier, St Mary, Two Medicine, East Glacier, Walton, Polebridge, Many Glacier and Logan Pass, in a manner that will ensure their serviceability and prevent deterioration in value or effectiveness. Glacier National Park Headquarters is located in West Glacier, MT 59936.

Scheduling: Because park staff is required to assist during services scheduling may range from half day to full day hours.

1. Maintenance and Repair Services: When the fire extinguishers require shop work the contractor shall perform the required services at a shop owned/operated by the contractor. The contractor shall coordinate the removal of all fire extinguishers, with the Safety Manager (or designated appointee), before removing any fire extinguishers from Glacier National Park. Fire extinguisher deemed inoperable shall be identified to the safety manager for replacement and disposed of by the contractor.

2. Extinguishers will be inspected/tagged at their station unless the station is a backcountry location. Goat Haunt extinguishers will be inspected at the St Mary, MT Glacier National Park maintenance compound.

3. Corrective Maintenance: Corrective maintenance returns a fire extinguisher to full operating capacity.

a. Fire Extinguisher Recharge: Fire extinguishers shall be recharged as indicated by the manufacturer’s instructions, recommendations and IAW NFPA 10. The replacement of extinguisher agent also includes the agent expellant.

b. Labeling: The contractor shall replace fire extinguisher identification labels, classification symbols, inspection stickers/plates/decals and other required information labeling if the originals are damaged, missing or expired.

Labeling shall be in accordance with the manufacturer’s specifications. Labels should be weatherproof and have color variation year to year.

c. Hydrostatic Testing: The contractor shall hydrostatically test extinguishers as specified in the manufacturer’s recommendations. The contractor shall attach a sticker/plate identifying pertinent information on all extinguishers that pass the hydrostatic testing. Extinguishers that fail shall be identified and removed from service.

d. Six-Year Maintenance: The contractor shall perform overhaul maintenance in accordance with the manufacturer’s requirements for each type of extinguisher. Six-year maintenance shall be recorded on a record tag and affixed on the exterior of the extinguisher shell.

e. Reports: The contractor shall submit a completed report of all maintenance and servicing accomplished to the Safety Manager (or her designee) at the end of the servicing year. The report shall include a record of conditions found, repairs, recharging and maintenance performed. All records, documents and associated papers provided to the Glacier Safety Office become the property of Glacier National Park for recordkeeping purposes.

f. Environmental Protection: The contractor shall ensure that the purchase, use, handling, storage and disposal of all materials, wastes, hazardous and special materials are in accordance with federal, state and local environmental protection regulations.

4. General Information:

a. Quality Control: The contractor shall develop and maintain a quality program to ensure maintenance and repair services are performed IAW: NFPA 10 (2010 Edition) and other applicable standards and the manufacturer’s instructions. The contractor shall develop and implement procedures to identify and prevent defective services from reoccurring.

b. Hours of Operation: The contractor shall perform the services required under this contract during the hours:

0800 – 1700 hours, Monday through Friday, excluding U.S. Federal holidays.

c. Qualifications/Training: The contractor is responsible for obtaining any required certification and training to perform this work IAW: NFPA 10 (2010 Edition), OSHA Standard 29 CFR 1910.157 Portable Fire Extinguishers and D.O.T. (Department of Transportation) and shall submit proof of any applicable certifications with their quote.

d. Inspection Dates: Due to seasonal access issues the inspection process cannot start earlier than April 1 each year.

INSTRUCTIONS TO OFFERORS:

Quotes must be in accordance with and in the order detailed in this section. Failure to submit quotes according to the instructions provided within the solicitation may result in the respondent’s quote not being considered for award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph

(d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial products or commercial services.
