GOVERNMENT'S RESPONSES TO CONTRACTOR'S QUESTIONS
1. The performance period listed in box 11 of the 1442 states that construction must be completed 100 calendar days after receiving the notice to proceed. There is a substantial amount of work by multiple trades as well as lead time issues that may affect delivery of critical materials. Can the performance period be extended to accommodate the above-mentioned concerns?
The BLM will extend the period of performance up to 180 calendar days to accommodate these concerns.
2. The question due date and the solicitation due date on page 4 of 22 of the solicitation do not appear to match the days of the week. Please clarify.
The Government will accept questions, in writing, no later than January 14, 2021, at 12:00pm (MST). The Government reserves the right to not answer questions submitted after this time.
3. Due to the site being located so far from any town, will the contractor be able to bring trailers for housing staff during construction durations?
This would depend on where the trailers would be housed on site and for how long. There would not be any place or room to hook up multiple trailers for multiple nights. This is something that we will have to review, and adjustments made, as necessary.
4. Is the government anticipating that all under slab plumbing is to remain and be tied into with new above slab plumbing and fixtures?
Yes, new fixtures are to be tied into the under-slab plumbing.
5. The note on sheet C301 states to "refer to sheet P002 for tank details." Sheet P002 could not be found.
Please provide.
The correct sheet number for the details is Sheet CP002 (Sheet 4/42)
6. The drawings to not identify which areas of the building have an existing ceiling that will need to be demolished. Please clarify.
All existing ceilings should be demolished. The intent is to remove and replace existing ceilings and blanket insulation while performing the work to install new electrical and mechanical systems.
7. Please provide information regarding the construction of the existing interior walls that are to remain such as depth, material, finish etc.
Existing interior partition walls are 2x wood frame construction with gypsum sheathing.
8. Are the restroom facilities/ septic system on site currently operational so that it can be utilized during the project by on site contractors?
Facilities are currently operational, but water will be tuned on and off intermittently during water line construction, so contractors may want to bring up portable restrooms as a back-up for periods of time and construction when the water is off.
9. Please clarify what piping shown on sheet C302 is to be reused with the new well pump.
Contractor to is to remove and replace existing well pump. Interior plumbing to remain.
10. Please provide required depth of new 1¿ conduit and HDPE water lines as well as a trench detail showing backfill requirements. Please not that backfilling with non-native material will add substantial costs due to the remote location.
Per Section 331100 - Water Distribution Systems, Part 3,3.1(A)(1) - Provide a minimum of 3 feet of cover over pipe.
Typical trench section is 6-inches of bedding; 12-inches of initial backfill; 24-inches, or more as required of final backfill. Refer to Section 312000 - Earthmoving for material requirements.
11. Will compaction tests be required by third party inspector? Please note that this will add substantial costs due to the remote location.
Yes. Refer to Section 331100 - Water Distribution Systems, Part 3(3.18)(B)
12. Please confirm that the 36" CMP, course aggregate and lid shown on sheet C302 are all existing and will not require any removal and replacement by the contractor.
Existing well structure is to remain in place, with exception of exterior concrete pad, which is to be removed and replaced.
13. Is water available on site that can be utilized for construction purposes?
Water is only available from the well, and the well is being upgraded removed/replaced from its current 3,000 Gallon capacity tank to a 10,000 Gallon capacity tank. So the contractors will need to provide water for construction purposes (concrete, mixing, dust control, etc.).
14. Specification section 011000 paragraph 1.4.A.1 references a radio communication system in the contractor¿s work. A radio communication system could not be found anywhere else in the specifications.
Please advise.
Reference in Part 1 (1.4)(A)(1) regarding radio communication system can be deleted. The original design intent was to have a radio telemetry system between well and tank. The design is now hard-wired.
15. Please provide thickness of existing concrete slab that is to be removed as well as clarify if it can remain on site or will need to hauled off to a landfill.
Actual slab thickness is unknown at this time. Existing concrete slab is assumed to be 4-inches.
Refer to Section 017419 - Construction Waste Management and Disposal Part 3(3.1).
16. Is there any existing furniture or equipment within the building that will need to be removed and reinstalled by the contractor?
There are existing furnishings, a wood burning stove, and various appliances that will need to be removed.
The Arizona Strip District Office (ASDO) should determine how to reuse or dispose of any items under this category. Contractors will be responsible for haul-off of construction waste/rubble/debris as there is no dumping, reclamation, or recycling facility available on or near the site
17. Specification section 01500 calls for a site enclosure fence to be installed to enclose the entire project site. Please confirm that this is not applicable to this project.
Per Section 015000 - Temporary Facilities and Controls Part 3(3.4)(F)(1) the extent of the fence shall be the entire or portion determined sufficient to accommodate construction operations. This shall be based on the Contractor¿s means, methods, sequences, and schedule, as well as his risk.
18. Please confirm that a professional land surveyor will not be required under this contract.
Per State of Arizona regulations, a professional land surveyor is required for construction staking.
19. Due to the distance of the project from a concrete batch plant, the concrete will need to be mixed on site. Please confirm this is acceptable.
On-site mixing of concrete is acceptable, as long as the mix design requirements are maintained. Third-party inspection remains a requirement. This is acceptable as there is no other water available on-site. (See Question 13 response).
20. Will any additional framing be required for the new drywall ceiling? Please advise.
Additional framing is not expected to be required. Replacement of gypsum ceilings does not require additional framing.
21. Please provide height of existing and future ceilings in all rooms.
Height of existing / future ceilings: 8'- 0' AFF. Ceilings are fastened to structure above. (See sheet A421 for confirmation of all interior ceiling heights)
22. Has an in-situ moisture test of the existing concrete slab been performed to determine the moisture content?
Not to our knowledge. Selected contractor shall perform the in-situ test for moisture content prior to and after final construction and share results with ASDO.
23. Please clarify if is any current coating or sealer on the existing concrete that is to receive resinous flooring.
Not to our knowledge.
24. Are there any saw cuts, expansion joints or excessive cracks in the existing slab in excess of the 56 lineal feet included in the cost estimate breakdown?
Not to our knowledge.
25. The contract is being issues as a lump sum however the pricing worksheet represents the project as a unit price contract. Please advise how pricing will be addressed if quantities exceed those shown in the pricing worksheet.
The pricing worksheet will be used to assist in evaluating contractor¿s proposals to see how they plan on doing the work in conjunction with the schedule.
26. Can photos of the interior and exterior of the building be provided showing condition of existing floor, walls, and ceilings?
Images of existing conditions are available. Photos are available to be emailed upon request.
27. Is there any power available on site or will the contractor be responsible for suppling a temporary generator during construction?
Contractor will be responsible for supplying construction power.
28. Please provide size and type of chip media found in section 096723 paragraph 3.1.E.2.
Per manufacturers recommendations.
