About this file
This document contains questions and answers related to a solicitation for janitorial services at two Bureau of Land Management locations in Wyoming. The solicitation requests pricing for a one-year base period and four one-year option periods to provide janitorial services at the Worland Field Office and Newcastle Resource Area Office. The incumbent contractor for the Worland Field Office portion was KMB Ventures, LLC with an annual value of $35,400. Site visits are scheduled for August 10th and floor plans have been provided. Offerors are asked to provide pricing for all five years on the attached bid schedule. The estimated period of performance is from October 10, 2020 to October 9, 2021. While the solicitation requests past performance information for the past three years, offerors have questioned providing a full list of all their contracts due to proprietary concerns. The document clarifies that offerors should provide past performance information that meets the evaluation criteria and allows the government to conduct a performance confidence assessment.

1. Who is the incumbent? What is the annual value of the existing contract? Assuming the requirements are the exact same.
a. Requirement was not contracted for the two locations. For the WFO Janitorial portion the incumbent contractor was KMB Ventures, LLC with current annual value of $35,400.
2. How can a site visit be arranged?
a. Site visit scheduled for Monday August 10th, 2020 at 10:30 AM MDT. Location: Bureau of Land Management- Worland Field Office 101 South 23rd Street, Worland, WY 82401. Please contact Jim Critz to RSVP at jcritz@blm.gov or 307-347-5187.
3. Can floor plans be supplied?
a. Floor plans provided, please see attached.
4. Where should pricing be entered?
a. The Bid Schedule did not attach on original solicitation. Please see attachment. Yes, quote on the base and all four option years.
5. When will contract be awarded so we can plan accordingly?
a. There is no specific award date. Revised period of performance. Estimated period of performance is 10/10/2020 – 10/09/2021.
6. On Page 1 of the Form 1449 states that the Contract Term is base + four option years; however, it appears that a pricing sheet is only provided for item # 00010 Base Year. Does the Government want the price for the base + four option years represented as one number on the 1449?
a. The Bid Schedule did not attach on original solicitation. Please see attachment. Yes, quote on the base and all four option years.
7. Regarding Page 5, FACTOR 2: PAST PERFORMANCE: Offerors shall submit a list of clients for past and present similar projects covering the past three (3) years…Please do not provide more than 10 contacts; and Page 6, PAST PERFORMANCE, a.: Past performance shall provide adequate information describing the offeror’s previous experience in janitorial services within the past three years from the issuance date of this RFQ. The offeror shall also list all contracts performed in the past two years from issue date of this RFQ that are of the same magnitude and complexity of this project. As an experienced contractor, we have dozens of active contracts and we are registered in the SAM system. A contractor’s book of business (contracts) is a closely guarded secret and key to one’s competitive advantage in the market. For this reason, it is widely considered proprietary information. Since some bidders may have significantly more contracts than others, it seems unfair to require bidders to reveal all of their contracts – which amounts to extensive exposure for some and minimal exposure for others. One bidder could have three contracts, while another could have thirty-three or more. And under the Freedom of Information Act, submitted information is fairly easy to obtain, so a list of all of a bidder’s contracts, is tantamount to providing a shopping list for competitors. Page 5 specifies three (3) years, and page 6 specifies two (2) years, for which all clients/contracts are required. In fairness, we question why the Government needs our entire list of contracts in order to make an award decision that is based upon qualifications and references. Please specify a number of references that are required from all offerors. We are willing to provide any number of references that all competitors must provide and we are registered in SAM, where the government can see our performance ratings. We have never been asked to provide ALL of our contracts in more than ten years that we have been contracting with the government.
1. Please review page 6 and 7 of the solicitation, evaluation criteria, information regarding past performance confidence assessment. It also states Lack of any past performance will not automatically disqualify an offeror, but is a factor that is considered in the Performance Price Trade-Off (PPT) technique described. Please provide the information you feel would meet the evaluation criteria.
8. Page 10, PAST PERFORMANCE QUESTIONNAIRE A Questionnaire is included in the Solicitation, but specific instructions are not provided. Is the Government asking offerors to send this Questionnaire out to clients for completion and return? The Solicitation was issued on July 22 and is due by August 10, a period of twelve (12) business days. It is not possible to send out more than a couple of requests for completion of such a long questionnaire with the expectation of completion and return within that short of a timeframe, as contracting officers and CORs are very busy.
a. The instructions and clarification as at the beginning of the questionnaire on page 9 at at the end of the questionnaire on page 10 and 12. The date, time, and contact information is provided. It is up to the contractor to get the questionnaire filled out. You may either have them sent in with your solicitation or directly sent to the Contracting Officer. You may submit past questionnaires but it needs to come from you or your customers and should reference the solicitation.
