About this file

This Statement of Work (SOW) details a storage rack replacement project for the Billings Interagency Fire Cache Warehouses located at Billings-Logan International Airport in Montana. The project involves removing existing obsolete steel storage racks from four independent warehouse buildings (IP-2, IP-3, IP-6, and IP-7) and installing new rack systems with specific requirements, including 5000lb load capacity per set of support beams and metal wire decking. The replacement will be conducted in phases to minimize disruption to fire cache operations, with a total of approximately 64 new storage racks to be installed across the different warehouses.

The project is scheduled for a 120-calendar-day performance period, with an estimated start in October 2025 and completion in February 2026. The contractor must coordinate closely with government staff, adhere to BLM Building Codes and Standards, and meet specific airport requirements, including providing contractor contact information, obtaining airport badges, and submitting a certificate of insurance. The basis of design for rack systems is https://huskyrackandwire.com/, though comparable manufacturers are acceptable. The total project will be performed under a single contract, with careful attention to maintaining fire cache operational capabilities throughout the renovation process.

Statement of Work 08 May 2025

1.0 OVERVIEW

1.1 Project Background & Scope:

This project consists of removal of existing, and replacement with new, storage racks at the Interagency Fire Cache Warehouses, Billings-Logan International Airport, Billings, MT. The Warehouses are located at 551 Northview Drive, Billings, MT, 59105. Installation of storage racks will replace deteriorated and obsolete steel racks that are currently in place.

The project scope will be based on the information contained in this Statement of Work, including all attachments, and specifically shall adhere to the BLM Building Codes and Standards (Attachment D).

The existing racks are in 4 ea., independent warehouse buildings, IP-2, IP-3, IP-6 and IP-7, on the grounds of the Billings-Logan International Airport. The buildings are leased to the Interagency Fire Support Center. The current racks are obsolete and lack the full functionality that is desired by the staff of the Support Center. Many of the existing storage racks are non-standard sizes, in comparison to modern storage racks, and are no longer manufactured. This makes replacement parts difficult, if not impossible to procure. Additionally, obsolete existing racks are mixed among more recent racks which impacts their functionality in terms of placement, e.g., fitment of racks on available floor space. Current racks are not currently anchored to the concrete slabs within the warehouses in violation of OSHA standards.

Additionally, corrosion has initiated on some units across the different warehouses. The current racks are desired to be replaced with more modern rack storage systems of common sizes and better functionality.

Although the current racks are still serviceable in the short term, there is concern that their age, lack of replacement parts, lack of uniformity of systems, and sizes that do not maximize warehouse space, replacement of all racks in all warehouses to remedy these concerns is the intent.

The intent is to replace the racks with new storage racks such that functionality of fire operations is not impacted. The replacement will include the removal of the existing racks in phases to lessen the impact to operations.

The following will be included in the scope of this project:

• Coordinate with the Government to establish a storage rack replacement schedule/phasing that does not impact cache operations.

• Procure the new rack systems as described in this Scope of Work (SOW).

• Meet special constraints set forth by Logan International Airport:

o Contractor contact information shall be sent to the airport.

o Selected contractor shall formally meet with Government and airport personnel at least 1 week prior to project work beginning.

o Ops and Airport police must be advised of how post-security access will be handled – i.e.

will contractor be badged? (*Typical options include contractor badging ($20 fee, soft background check that usually takes 4-5 days), and about an hour of training at Airport).

o The contractor must provide the airport with a certificate of insurance naming the airport as a primary additional insured on its commercial general liability policy. A copy of the endorsement(s) must accompany the COI. Min insurance limits for CGL are $1.5M/occurrence, $1M for vehicle, and $1M for WC.

All work shall be performed under a single contract.
