About this file

This is a questions and answers document addressing contractor inquiries for the Billings Fire Cache Shelving project solicitation (140L3625Q0070) issued by the Department of the Interior Bureau of Land Management.

The responses clarify several key aspects of the shelving procurement: The government will accept 42" deep shelving as a substitute for specified 40" depth units where commercially unavailable, with final sizing to be mutually agreed upon with the Contracting Officer's Representative prior to material orders. All material costs including freight must be included in bid proposals, and any specification deviations require pre-approval from the Contracting Officer. The project schedule requires demolition and installation to occur over 10 working days within 61-105 calendar days after Notice to Proceed, with phasing coordinated to maintain Fire Cache operations continuity. Insurance requirements include $1.5M commercial general liability, $1M vehicle liability, and $1M workers' compensation, with the Billings-Logan International Airport named as additional insured. All scope changes must follow formal contract modification procedures under FAR Subpart 43.2 with written Contracting Officer approval before implementation.

Final Racking Selection

QUESTION:

A decision needs to be made between 36", 42", or 48" depth alternatives for all shelving currently listed as 40". This will impact final pricing and lead times. They also need to understand that 14' tall shelving is achievable, 12' shelving is the most common size and cost effective.

RESPONSE:

The Government will accept 42" deep shelving as a substitute for 40" depth units where 40" is not commercially available. Bidders shall include this substitution in the price of their bids. Final sizing will be mutually agreed upon between the successful bidder and the Contracting Officer’s Representative (COR) prior to any material orders being finalized. Any deviations from the materials specified in the Statement of Work shall be approved by the Contracting Officer (CO) prior to making award.

The Government understands that 14' tall shelving is feasible but less cost effective than 12' shelving, which is more commonly available. All bidders must prepare their proposals based on the specifications provided in the solicitation unless a specific substitution has been approved in advance by the Government (see above paragraph). Post-award, minor sizing adjustments and any associated cost implications shall be discussed and negotiated as appropriate and ultimately approved by the Contracting Officer.

Material Approval & Vendor Confirmation

QUESTION:

Once selections are approved, we’ll confirm vendors and lock in availability and freight and total cost for the materials.

RESPONSE:

As per SOW Section 6.2, all material costs must be included in the price proposal submitted at the time of bid. This includes any additional costs such as freight, overhead, profit, etc. Final material selections will be verified with the COR following the Notice to Proceed to ensure conformance with the approved specifications and the Basis of Design. Any deviations from the specifications will need to be mutually agreed upon and approved by the Contracting Officer.

Construction Schedule

QUESTION:

Clarification on anticipated start date, phasing expectations, and allowable time between building turnover.

RESPONSE:

Per SOW Sections 4.3 and 5.2, demolition and installation shall occur over a 10-working-day period within the performance window of 61–105 calendar days after Notice to Proceed. Phasing must be coordinated with the Government to ensure continuity of Fire Cache operations. Final dates will be jointly established following contract award and approval of the Contractor’s proposed schedule. Prospective Vendors are encouraged to follow up prior to submitting their bids if these timeframes are not achievable.

Change Order Process

QUESTION:

Agreement on how changes to the scope will be documented, priced, and approved in the chance that we come across any changes or modifications.

RESPONSE:

All scope changes will be addressed through a formal contract modification process, in accordance with FAR Subpart 43.2 and applicable provisions of the contract. Modifications must be submitted in writing, priced accordingly, and approved by the Contracting Officer prior to implementation. No changes shall proceed without written authorization.

Insurance Requirements

QUESTION:

Confirmation of coverage expectations and any documentation needed for compliance.

RESPONSE:

As noted in SOW Section 1.1, the Contractor shall provide a Certificate of Insurance (COI) naming the Billings-Logan International Airport as a primary additional insured on its commercial general liability policy. A copy of the endorsement(s) must accompany the COI. Minimum insurance limits are $1.5M per occurrence for CGL, $1M for vehicle liability, and $1M for Workers’ Compensation.
