About this file

This document contains questions and responses related to the Prosper Ridge Road Culvert Replacement Project Solicitation # 140L1224R0003. The key details are:

The project involves replacing culverts along Prosper Ridge Road in the King Range National Conservation Area in Petrolia, California. The Bureau of Land Management (BLM) California Region is the federal agency managing the solicitation. Contractor responsibilities include providing traffic control, diverting any water in the culverts, and supplying materials for the 54-inch culvert. The project schedule will likely overlap with deer hunting season, and road closures of up to 4 hours at a time are permitted for culvert removal and installation. The contractor is responsible for signage and notifications related to any road closures. BLM has revised the Statement of Work to provide more details on material quantities and clarify the work required for the additive bid item. No permits are required for the in-stream water work.

Prosper Ridge Road Culvert Replacement Project Solicitation # 140L1224R0003 Questions Received COR: Justin Shobe, District Engineer

1. Is traffic control required? Will we be able to close the road down for short periods or will we need to maintain traffic throughout the work?

Response: Contractor shall provide for traffic control. Contractor shall make effort to maintain traffic through across the work areas, maintaining a single lane of traffic. Road closures are permitted for the culvert removal and installation portion of work, but closures shall not last more than 4 hours at a time. When road closures are necessary, the contractor shall post notification signage with at least 24 hours advance notice, and the signs shall be placed in clear view at the bottom and top of the road. The contractor shall make effort to minimize the closure area only limiting it to the necessary section of the road adjacent to the work and allowing for vehicle turn-arounds. Road access shall be re-established by the end of the work day.

2. Will the project schedule overlap with deer hunting season? There could be more traffic on the road during hunting seasons in August and September.

Response: The project will most likely overlap with deer hunting season. The PoP will be 60 days and the goal is complete the project by October 31, 2024. The Contractor can schedule work around the season if it allows sufficient time to complete the project prior to the rainy season.

3. Will the contractor be required to divert water in the stream at each culvert?

Response: Yes. Any water still running in the culverts shall be diverted around the work area and back into the stream channel prior to excavating the culverts.

4. Is a permit required for instream water work?

Response: No permits are required.

5. Can you provide the material quantities for us to include in the cost?

Response: The Statement of Work was revised to include material quantities and other clarifications.

6. On Additive Item B, contractor suggested that 3-inches of material over the worn surface might not be effective without ripping or scarifying and reshaping the base. Suggest 6” of material and a grader to incorporate the base and top layer, and restoring the inslope ditch in this area. Please clarify what BLM wants on this item?

Response: The Statement of Work was revised to clarify the work on this location, which involves adding 6-inches of new material and re-shaping the road with an inslope ditch.

7. For Treatment Site 1, contractor suggested filling in the embankment at the hairpin turn to lessen the slope and the curve. Please clarify if BLM wants road realignment such as this, or just replacing the culvert.

Response: No. The project will not involve re-aligning the road at this location.

8. Will the road be required to be passable during the construction period.

Response: See response to Question 1 and revised SOW. The road must remain passable except for during culvert removal and installation operations. Road closures of up to 4-hour periods are allowed.

9. Will the agency provide a detour route.

Response: No. there are no detour routes for residents on this road.

10. Who would be responsible for the appropriate signage for the closure or detour.

Response: The contractor is responsible. See response to Question 1 and revised SOW describing Traffic Control.

11. I am having a hard time finding Alum CMP in 10 gauge can it be substituted for HDPE.

Response: As noted in the Statement of Work, BLM is supplying the culvert materials for the 24” diameter and the 36” diameter culverts. The Contractor is responsible for furnishing the materials for the 54” culvert, which shall be Corrugated Steel Pipe, Type 2 Aluminized Steel, 10 Gauge. We contacted a pipe supplier out of Redding (Contech Engineered Solutions, Laurie 530-243-3399), and they indicated this material can be ordered and delivered within 2-3 weeks.
