About this file

This document contains a site visit attendance list, questions and answers, and details for the federal contract opportunity "RED MOUNTAIN ROAD UPGRADE PHASE II" with the Bureau of Land Management California Region. The site visit attendance list notes seven companies that attended the site visit for the project. The questions and answers section addresses two questions, stating that there are no liquidated damages for the project and providing further description and clarification for the general road grading and drainage treatments task in the statement of work. This task involves clearing plugged ditches, restoring road surface drainage features, alleviating ponded and pot-holed road conditions, smoothing road tread rills, and restoring deteriorated drainage lead outs, and is estimated to require 60-80 hours of equipment time.

Response to questions (2)

March 23, 2021

1. Are there any liquidated damages on this project?

No. Liquidated damages are not being assessed for this project.

2. Further description and clarification was requested for the General Road Grading and Drainage Treatments task described in the Statement of Work document

(SOW).

The current language provided in the SOW is:

“Surface drainage restoration along the entire 12 miles of Red Mountain Road, including ditch clearing, restoration of road surface drainage “lead-outs” and rolling dips,”

“The Contractor shall clear plugged ditches and restore road surface drainage features (i.e., rolling dips, lead-outs and areas of water ponding on road surface) along the 12 miles of Red

Mountain Road beginning at Milepost 1.9 and extending to Milepost 14. Where ditch clearing generates excess material, spoils sites will be identified in coordination with the BLM representative and will be in stable areas away from watercourses. No side-casting of excess material off the edge of the fill slope will occur. Excess material will be properly disposed of off-site, or as directed by the Contracting Officer’s Representative (COR).”

In response to the request for additional information, the following is provided:

The General Road Grading and Drainage Treatments task does NOT imply that the entire road will be graded in the sense that the road tread is aggressively reworked and reshaped with heavy equipment. Many sections of the road do not warrant any work. Some sections have excessive bedrock and boulder exposures such that any equipment disturbance would not be productive.

Other sections are relatively functional and require no treatment.

This task is intended to involve the following work:

a. Clear inboard ditches that have accumulated debris, including removing small slides from the cut slope. Only ditches that are filled or not functioning shall be cleared – however, given the condition of the road, many of the ditches will require treatment.

a. Alleviate ponded and pot-holed conditions in the roadway by eliminating outside berms, performing moderate re-shaping of the road tread, and incorporating any incidental rock that may be present in nearby cutslopes and landslides (in coordination with the COR)

b. Smoothing the road tread where excessive rills have developed,

c. Restoring deteriorated outboard drainage “lead outs” to disperse water off the road surface,

d. Notching outside berms that have developed and are preventing the dispersal of water from the road surface

e. The operator may, with approval of the COR, incorporate cutslope materials onto the road surface if they are suitably rocky and where it may assist in vehicle passage or road drainage.

It is expected that much of the work might be accomplished with a dozer and require approximately 60-80 hours of equipment time. Additional equipment may be necessary to process excess materials.
