1.2 BACKGROUND

A. The Farmington District Office building was constructed in 2013 and consists of 30,000 square feet of floor area. It is a flat roof, steel-framed building with masonry and metal cladding, composed of a two-story open office area to the west and a single-story private office and public area to the east – the two-story open office area has an atrium that is open to a roof monitor that provides daylighting in the core of the building. The public portion of the building contains the entry lobby, reception area, and public restrooms, along with a Public Room and a Multi- Purpose

Room. The roof is accessible via a roof hatch and ladder located in the Mail Room.

B. Existing Mechanical Systems: The existing heating, ventilating, and air conditioning (HVAC) systems consist of two-stage rooftop mounted evaporative coolers with an underfloor air distribution system – most of the building has a raised floor system with an 18-inch deep plenum for air distribution. Two natural gas-fired modulating-condensing boilers have been installed to provide heat for the building, along with two hot water circulating pumps, air separator, and expansion tank. Fan-powered variable air volume (VAV) terminals with hot water reheat coils have been installed under the raised floor at the perimeter of the building, along with VAV and manual floor diffusers in the core of the building. The existing rooftop HVAC units are located in screened enclosures to the east and west of the central roof monitor.

HVAC SYSTEM IMPROVEMENTS

01010-2

The HVAC systems installed at the Farmington District Office have been problematic since construction on the building was completed. An abbreviated list of ongoing issues that have been experienced is as follows:

1. Even with remedial work completed at the end of the construction period, the underfloor air distribution plenum leaks supply air excessively, leading to comfort complaints due to lack of good air distribution.

2. The Multi-Purpose Room has been especially difficult to heat and cool properly. More generally, the entire east end of the building has been difficult to heat and cool properly.

3. The fan-powered VAV terminals and associated air filters located in the underfloor plenum are difficult to access for service and maintenance.

4. Dirt collecting in the floor diffusers is an ongoing maintenance issue. The dirt from people’s shoes causes both the manual damper and automatic damper mechanisms to jam and space temperature control suffers as a result.

5. Even with repeated investments and service contracts, the automatic control system (DDC

BAS or direct digital control building automation system) still does not operate correctly and requires manual operation and adjustment to achieve acceptable comfort conditions.

6. The two-stage evaporative cooling rooftop units require frequent maintenance and use an excessive amount of potable water for their operation.

7. The heating system failed during the winter of 2017/2018. District Office personnel had to be sent home due to the lack of heat, and the fix took time and was expensive. Repair parts for the boilers have been difficult or impossible to obtain in recent years.

8. The HVAC systems that are installed in the Farmington District Office are overly complex and are not standard, which has historically led to a lack of understanding on how they should be operated and maintained.

All of this affects employee and visitor comfort, along with limiting BLM maintenance staff productivity and effectiveness. Current energy use at this facility is also higher than it should be, especially considering that the facility has 67 kW of photovoltaic (PV) solar energy systems installed. Replacement of the existing HVAC systems with new high efficiency variable refrigerant flow (VRF) systems will improve occupant comfort, increase system reliability, and increase energy efficiency.

C. Existing Electrical Systems: The existing electrical system consists of a 1000A, 480/277V, three phase service. A 225 kVA dry-type transformer has been provided to power all of the 208/120V circuits in the building.

1.3 CLARIFICATION OF INTENT FOR EXECUTION OF WORK

A. The general intent of the contract is to leave as much of the existing building construction and furnishings in place as possible during execution of the Work. If the Contractor determines that more involved approaches to the work are required than what is described here, the Contractor shall state so in their proposal and include any additional costs in their bid prices. Specific clarifications of intent for the execution of the Work are as follows:

1. Systems Furniture: The intent is for the systems furniture in the open office areas to remain in place during the execution of the Work. Work surfaces (desktops) in

HVAC SYSTEM IMPROVEMENTS

01010-3 individual cubes may be removed as necessary for access. Furniture in private offices, conference rooms, etc. may be moved or removed as necessary for access.

2. Suspended Ceilings: The intent is to remove existing suspended ceiling tiles as necessary, but to leave the suspended ceiling grids in place as much as possible during the execution of the Work. If necessary, T-bar cross-pieces may be removed as necessary for access.

3. Gypsum Board Ceilings: The intent is to remove only as much of the gypsum board ceilings as necessary and to leave the ceiling joist structure in place as much as possible during the execution of the Work. The only modifications that should be required for the ceiling joist structure are any reframing required for the installation of ceiling-mounted fan coils and access doors.

4. Underfloor HVAC Equipment: The intent is to abandon the existing fan-powered VAV terminal units, ductwork, piping, conduit, and wiring in place below the raised floor. At the end of the project, the dampers in all unused floor registers shall be closed.

5. CMU Wall Openings: New cut and/or cored openings through CMU walls are small enough that no steel reinforcing should be required.

6. Protection of Existing Floors and Furnishings: Temporary floor protection (Ram Board or equal taped down to existing floors) shall be provided as necessary to protect the floors during execution of the work. Temporary protection (tarping) of furnishings shall be provided as necessary to protect furnishings during execution of the work.

2.1 SCHEDULE OF VALUES

A. Break down each lump-sum bid item into component work activities used in the schedule, for which progress payments may be requested. The work activities broken out within the schedule of values shall be integrated into and made a logical part of the construction baseline schedule submitted under this specification. The total costs for the component work activities shall equal the contract price for that lump-sum item. The Government may request data to verify accuracy of dollar values. Include mobilization, general condition costs, overhead and profit in the total dollar value of unit price items and in the component work activities for each lump- sum item; do not include mobilization, general condition costs, overhead or profit as a separate item.

B. The total cost of all items shall equal the contract price. The Schedule of Values shall form the basis for progress payments.

C. An acceptable Schedule of Values shall be agreed upon by the Contractor and the Government before the first progress payment is processed.

2.2 CONSTRUCTION SCHEDULE REQUIREMENTS

A. Construction Baseline Schedule: Prepare Construction Baseline Schedule using a computerized, resource-loaded, time-scaled CPM network analysis diagram for the Work.

1. Develop and finalize Construction Baseline Schedule so it can be accepted for use no later than 30 days after date established for the Notice of Award.

a. Failure to include any work item required for performance of this Contract shall not excuse Contractor from completing all work within applicable completion dates, regardless of Government’s acceptance of the schedule.

2. Establish procedures for monitoring and updating Construction Baseline Schedule and for reporting progress. Coordinate procedures with progress meeting and payment request dates.

B. Construction Baseline Schedule Preparation: Prepare a list of all activities required to complete the Work. Using the preliminary CPM network diagram, prepare a skeleton network to identify probable critical paths.
